The purpose of this planned procurement is to establish a (closed) framework for the supply and distribution of Grocery, Frozen, Chilled foods and Catering supplies to members and clients of TUCO (Universities, Colleges, Local Authorities and the wider Public Sector). The duration of this (closed) framework is planned to be a maximum of 4 years. The annual spend through the (closed) Framework is estimated at £80m The total spend through the (closed) framework (over the maximum 4 years) is estimated at £320m The scope of products to be covered in the framework are as follows but not limited to: canned and dried fruit and vegetables, baking products, rice, pasta, sauces, beverages, cheese, milk, bacon, cured meats, sandwich fillings and all other grocery, ambient and chilled foods. meat, poultry, fish, chips, vegetables, bread, patisserie, vienoisserie, cheese, milk, bacon, cured meats, sandwich fillings and any other frozen and chilled foods. meat, poultry, fish, cheese, bacon, yoghurts, sandwich fillings and any other chilled foods. specialist vegan and vegetarian food products suitable for use in foodservice. Relevant catering supplies It is envisaged that suppliers will be able to cover the full scope of products for each lot. The framework is likely to include the option of a one-stop shop.

The average annual spend through the framework is estimated at £8m with the total spend through the framework (over the maximum 4 years) estimated at £50m with growth factored in. The scope of products to be covered in the framework are as follows but not limited to: Draught and packaged beers and cider to include core, craft and speciality. Spirits and fortified wines, RTD, Wines ,Low/no alcohol options across all lots. The framework is framework is likely to include the option of a one-stop shop. It is envisaged that suppliers will be able to cover the full scope of products within each of the lots. The new framework agreement will commence on 15 March 2028 until 14 March 2030 with the option to extend by 2 x 12 months until 14 March 2032.

TUCO intends to establish an Open Framework for Catering Technologies and Services, covering technology solutions used by TUCO member institutions (higher education, further education, healthcare, local authority and other member organisations) to run their catering operations. The Framework is anticipated to be structured into six Lots: P2P System; Food Safety & Compliance; Digital Signage; EPOS (Point of Sale); Greenhouse Gas Calculator; and Food Waste Management Systems. Estimated annual value is £1.2m; £9.6m over 8 years Open Framework (a scheme of successive frameworks under section 49 of the Procurement Act 2023), anticipated to be awarded following the Open procedure. This Pipeline Notice provides advance notice of TUCO's intention to establish an Open Framework for Catering Technologies and Services. A UK2 Preliminary Market Engagement Notice (PMEN) will follow in due course, which will include a supplier questionnaire to gather feedback from potential suppliers on the proposed Lot structure, commercial models, and market capability ahead of the tender. Whalley Range 11-18 High School are seeking to procure a provider for catering services. The provision of the service must demonstrate the best value approach and be flexible in its delivery and operation to ensure that the needs and ethos of the school are supported. This tender process is targeted to have a catering contract in place to commence in April 2027. Please note that this process covers all catering services within Whalley Range 11-18 High School with full tender costings and proposals for the school for a contract start in April 2027. These details will be further explained in the ITT documents. The process will be through a competitive flexible procedure commencing with a participation stage to create a select bidder list following analysis of a PSQ document (within which the scoring criteria will be included). The nature of the contract demands a good local infrastructure to provide and maintain the level and standard of catering services and support required by the school. Labour resource/relief cover is very important. We have set a minimum Employer's (compulsory) liability insurance of 10,000,000 GBP). Following the analysis of PSQ’s the selected bidders will be invited to attend site surveys and tender briefing initially planned for late October 2026. Tender response deadline is planned as late November 2026 and it is envisaged that interviews will take place in mid-December 2026. The contract will be for a 3 +1 +1 period (5 years in total including the option to extend for 1 + 1years after the initial 3 year term).

The True Learning Partnership (TTLP) are seeking to procure a number of providers for a multi-supplier framework for catering services. The main objective of this procurement exercise is to deliver the procurement of a framework that will enable the Trust to source catering services for its schools. There are initially 5 schools in this framework, however, other schools may call off later. It should be noted that it is not mandatory for Trust schools to use this framework. Schools will only call off from this agreement if they have a requirement to do so. The procurement is planned to establish a framework to replace an existing framework agreement for the purchase and installation of both light and heavy catering equipment. New lots are also being considered for maintenance of heavy equipment and kitchen design & installation including catering equipment. The duration of the framework is anticipated to be a 4-year framework. The annual spend through the framework (based on the spend on current 4-year framework) is estimated around £6.5 million and approx. £26 million over 4 years.
