LUPC is working with its Member Institutions and those of the other UKUPCs to re-establish a national Framework Agreement for the Provision of Catering Outsourced Services across England, Wales, Scotland and Northern Ireland. Member Institutions of all UKUPCs will be able to use this Framework Agreement. Our Members operate a variety of catering services throughout their institutions ranging from cafés and refectories to internal hospitality and corporate events. The Consortia is inviting feedback from suitably qualified and experienced providers for the provision of these services to Member Institutions under a framework agreement that will run initially for two years, with two one year extensions up to a maximum period of four years, subject to satisfactory performance. The Consortia’s objective is to ensure that it receives quality catering outsourced services for its Members and it will work closely with the chosen Providers throughout the term of the agreement to achieve greater value for money for Members. The resulting Framework Agreement will allow qualifying Providers to supply the Consortia Members with the services identified in the Invitation to Tender, at the agreed prices and terms and for the duration of the Framework term. Member Institutions will engage firms by issuing individual call-off instructions as and when required. School Catering Contract at The Coopers Company and Coborn School
The provision of a school catering service for a large secondary school and 6th form
During the life of this contract, the school is undertaking a major rebuild. This will result in the catering facilities moving between permanent and temporary accommodation, to fit in with the redevelopment programme.
Soft Market Testing Exercise on behalf of the London Borough of Richmond upon Thames relating to the potential packaging and tendering of an upcoming contract for a 12-month food and beverage concession contract for Murray Park.
This contract covers all light catering equipment used in food preparation across HMPPS establishments, with 385 items currently listed on the catalogue.
Forecasting is based on approximately 78,000 individual items and mixed‑size packs (e.g. packs of 12 spoons). Goods must be delivered directly to each establishment in line with agreed delivery schedules, security requirements, and vehicle restrictions associated with historic prison archways.
The London Borough of Havering operate a diverse estate of 50 school kitchens, supporting daily meal provision for over 10,000 pupils. The HES School Catering Service intends to commence a procurement exercise for the maintenance and repair of catering equipment across the school estate. The Council requires a contractor capable of delivering a high quality, responsive, and compliant service that ensures all catering equipment remains safe, functional, and efficient.
The appointed contractor will be responsible for:
• Reactive repairs
• Planned preventative maintenance (PPM)
• Emergency call outs
• Compliance testing (Gas Safe, electrical, refrigeration)
• Asset management and condition reporting
• Supply and installation of replacement parts
• Technical advice and lifecycle planning
• Breakdown Repairs Response Times;
o Emergency repairs within 4 hours
o Urgent repairs same working day if called before 12pm
The service must support uninterrupted meal service, maintain statutory compliance, and deliver best value outcomes for the Council. All engineers will need to hold enhanced DBS certification.
We are planning a preliminary market engagement session to take place via Teams to support the scoping of this procurement. This session is an integral part of our procurement process and will allow you to have an in-depth discussion on the tender requirements, what we should include or exclude from the service, if there are any innovations in the sector and clarification of any queries related to the procurement process.
