The University of Portsmouth operates from a multi-building urban campus in the centre of Portsmouth, with a diverse estate comprising teaching spaces, laboratories, offices, research facilities, student services and social spaces.
The University does not currently have a systematic, data-driven understanding of how its buildings and rooms are used. Timetabling data tells us when spaces are scheduled, but not whether anyone is in them, or how many people are present compared to room capacity, and whilst we monitor attendance in certain sessions this relies on physical registration by identity card and reader resulting in a high degree of inaccuracy. This gap has two practical consequences:
• Energy waste: spaces are being heated, lit and ventilated regardless of whether they are occu-pied. Without occupancy data, the University cannot identify which spaces are consuming energy unnecessarily or target interventions effectively.
• Space planning based on assumptions: decisions about room allocation, timetabling, and future estate investment are made without reliable utilisation evidence. The University needs accurate, granular data to make better decisions about how its estate is used.
The University seeks to address both problems by deploying an occupancy sensor and monitoring solution across an initial set of campus buildings. The solution will provide real-time and historical data on room-level occupancy and headcount, accessible through a web-based reporting portal and integrated with the University's existing data analytics environment.

The Housing Division is required to respond to increasing regulatory expectations, including the introduction of the Competence and Conduct Standard, which comes into effect in October 2026. This standard requires social housing providers to evidence that staff have the appropriate skills, knowledge, experience, and display the right behaviours to deliver safe and effective services.
The framework will enable Leicester City Council (LCC) to commission training and learning provision on an as-required basis throughout the duration of the framework.
The University of Edinburgh will shortly be going out to tender via a Restricted Procedure to engage suitably qualified, resourced and experienced suppliers to provide window cleaning services across the estate.
The University of Edinburgh is procuring window cleaning services across a large and diverse estate, including historic listed buildings and modern facilities, spanning multiple campus locations. The requirement is for a prompt, efficient and consistently high-quality service delivered year-round (52 weeks), with capacity to flex to changing priorities and emerging needs. Suppliers are expected to work collaboratively with University representatives and operate in a way that minimises disruption, as many buildings will be occupied during service delivery.
Window cleaning requirements include both planned/programmed cleans and reactive/short-notice cleans. For planned works, cleaning will be scheduled in advance and must be delivered to agreed timescales, with early notification to the University if issues arise that may affect delivery. For reactive requests, the University requires a same working day response to enquiries, with a quotation and agreed delivery timescales within 24 hours. Predominant cleaning method is expected to be reach and wash, however some buildings will require alternative access methods such as rope access/abseiling and MEWPs, and bidders must demonstrate capability to deliver these safely and compliantly.
A key operational feature is significant peak demand during defined periods, with a requirement for sufficient staffing, vehicles and equipment to deliver high volumes within short timescales. Quality sign-off is required following completion of cleans (by the University’s nominated representative). Contractors are responsible for taking due care of University fixtures and fittings and must report any defects discovered (e.g., broken or defective windows, hinges, safety catches) and any accidental damage immediately, in line with contract reporting procedures.

The estate comprises acute hospitals, community hospitals, health centres, clinics, administrative buildings and specialist diagnostic facilities. Open Framework for the provision of non-school alternative provision in Suffolk
Non-school Alternative Provision (NSAP) refers to educational arrangements delivered outside of a mainstream or special school setting for children and young people who are unable to access full-time education within a traditional school environment. These provisions are typically commissioned by local authorities, schools or multi-academy trusts to meet the needs of pupils who require a different approach to education and support. Including Education Otherwise Than at School (EOTAS).
Alternative Provision serves a diverse group of learners, including those who have been permanently excluded, are at risk of exclusion, experience significant social, emotional or mental health difficulties, have medical needs that prevent regular school attendance or require additional support to engage effectively in education. In some cases, NSAP may also be used to support pupils with Special Educational Needs and Disabilities (SEND) where their needs cannot currently be met within a school setting. The use of NSAP does not remove the Local Authority's duty under Section 42 of the Children and Families Act 2014 to secure the special educational provision specified in an Education, Health and Care Plan.
NSAP can take a variety of forms, including specialist tuition services, vocational learning programmes, therapeutic education providers, outdoor learning environments and online or blended learning models. These settings often provide smaller class sizes, more personalised learning programmes and additional pastoral or therapeutic support to help pupils overcome barriers to learning.
The primary aim of NSAP is to ensure that children and young people continue to receive a suitable education while addressing the underlying factors that may be affecting their engagement, attendance or achievement. Provision may be designed to support a pupil's successful reintegration into a school setting or to provide longer-term educational arrangements where this is considered to be in the learner's best interests.
Within the context of local authority commissioning and SEND services, non-school Alternative Provision plays an important role in maintaining educational access and improving outcomes for vulnerable learners. Effective commissioning arrangements include robust quality assurance, safeguarding oversight, monitoring of attendance and progress, and regular review to ensure that provision continues to meet the needs of the child or young person and delivers value for money.
Suffolk County Council are exploring the possibility of inviting Tenders for inclusion on an Open Framework of approved, quality assured providers of Non-School Alternative Provision intended to facilitate the placement of vulnerable children and young people for whom the Council has a statutory responsibility. All young people placed under this contract will be of statutory school age in Key Stages 1-5, up to the age of 19 (and potentially 24 if they have an EHCP). In addition, pupils will have a range of backgrounds that could include but not be limited to:
• Being excluded or not attending a mainstream or special school for a prolonged period;
• Young people in public care who have had disrupted care placements and/or schooling;
• Young offenders on supervision orders;
• Young people awaiting court hearings or on bail conditions.
