The rail industry is calling on the UK’s brightest minds to help shape the future of transport, inviting creators, problem-solvers and disruptors from every corner of the country to help improve sustainability, safety and accessibility across Britain’s rail network.
Through Future Labs, the public ownership flagship innovation programme, Britain’s train operators are seeking pioneering solutions to four of rail’s toughest challenges.
DFTO train operators have environmental and sustainability targets, whether that is for their overall carbon emissions, or specific to certain parts of their operations. In stations, we want to meet targets such as the creation of net zero stations.
Severe weather events are occurring more frequently and are already impacting our operations. There is a risk that such events may impact our ability to provide a safe and operational environments for our customers and people in the future.
We also know that energy generation comes from a variety of sources, and not all are renewable (low carbon intensive). As a consumer of electricity, DFTO operators cannot stipulate exactly where our electricity comes from, and the balance of power sources is very weather dependent. Although we may have purchased green energy financially, this does not mean that we are actually consuming green energy (this is a financial arrangement only). Energy production and transmission is based on regional generation and whole network loading, which is managed entirely by National Grid. There are current plans to install battery storage within some stations to store greener energy, either from onsite generation, or from when the local grid is providing low carbon intensity energy.
When it comes to energy resilience, Future Labs is seeking new ways to generate, store and manage clean energy directly on-site. Innovators are encouraged to explore how battery systems, solar power or novel technologies could help stations become self-sufficient, resilient and low carbon, even in the face of disruption.

Jubilee Line Train Stock Saloon CCTV System Obsolescence Project
The Jubilee line 96TS (1996 Train Stock) CCTV system is experiencing high failure rates due to a combination of unavailability of replacement components due to obsolescence and environmental damage, such as water ingress and dirt accumulation.
An engineering assessment of the current system has been undertaken to understand the extent of obsolescence, component, and wiring condition as well as standards and legislation requirements. Conclusions from this work confirmed the need for a maintenance and/or replacement project that will seek and deliver the most suitable mid- and long-term solution to address the issues.
As a result, the following options have been enlisted to be taken forward into early market engagement as part of the feasibility stage process and market capability assessment.
Option 1: Maintain the existing system until the end of fleet life (2045) by repairing the existing cameras and DVRs and/or sourcing alternate cameras and DVRs to fit on failure.
Option 2: Replacement of existing saloon CCTV hardware (cameras and DVRs) for the entire fleet, utilising existing coaxial cabling. Newly installed cameras and DVRs with improved functionality up to the limits of the existing train cabling.
Option 3: Replacement of existing saloon CCTV hardware with modern digital and ethernet based systems utilising the ethernet backbone implemented in a new / recent project.
After the feasibility stage the preferred solution will be progressed to tender with the intention of implementing it on all of London Underground's 63 Jubilee Line 96TS fleet of trains.
The primary Audience (training recipients) will be the Environment Agency’s staff in environment planning, permitting, analysis & reporting, data and evidence teams and WQ regulatory teams (but will be available to other officers where knowledge of statistics is required).
It is expected that the audience will directly regulate activities through a various of planning assessments, audits and desk-based compliance assessments. Similarly, this training is for officers who will be assessing water quality permit applications for new water quality and changes to existing sites.
The EA are seeking a provider to deliver an online workshop, that brings the content to life in a participatory way.
The training must include the following:
• Delivery via a virtual classroom environment on Microsoft Teams suggested across consecutive days (supplier to include in proposal if alternative delivery length and timing recommended)
• A range of subjects, from basic statistical concepts such as the statistical population and probability distributions to how to deal with common data quality issues.
• Different types of water quality standards and how compliance is assessed
• Presentations on the subject theory.
• Practical application to put the theory into use with EA examples through Excel and opportunities to analyse and interpret statistics. Note the emphasis is on interpretation of results rather than the use of the tools such as Excel.
• Structured break out rooms to provide opportunities for attendees to participate in smaller groups
• Use of knowledge check before during and after the course to help tailor delivery
The current online workshop is delivered over two consecutive days; however the EA welcomes supplier proposals for the most appropriate course length.
