Consultancy Services for the Review and Development of Cambridge City Council Car Parks Assets
Cambridge City Council invites quotations to undertake a comprehensive review of the Council's car parking infrastructure, technology, and operational processes.
The purpose of this commission is to assess the Council's current parking services and identify opportunities to improve:

The consultant will also support the Council in developing a future-proof technical specification and procurement documentation for the potential modernisation of parking systems and services.
The Council operates Grand Arcade, Grafton East, Grafton West, Queen Anne Terrace, and Park Street carparks in Cambridge which are multi-storey car parks (MSCPs) and several surface-level car parks which serve residents, visitors, and local businesses. The focus of this procurement is for the Council's multistorey portfolio, but an understanding that the Council also manage several surface-level car parks that additional advice might be required for is key.
Existing infrastructure includes a range of parking equipment and systems such as:
• Entry and exit barrier systems
• Ticketing and payment machines
• Intercom/help point systems
• Electrical and communications infrastructure
• Network connectivity
• Back-office monitoring and reporting systems
• Fire system integration
• Kerb-side VMS system across the city
There are continuing customer expectations around parking services, with increased demand for:

The Council are looking to appoint an independent consultant to assess the current parking estate and support development of a future-ready parking service model.

Appointment of Integrated Consultant Team for New Build at St Columban’s Primary School, Kilkeel
The provision of an Integrated Consultant Team (ICT) to develop the Employer’s Brief in
relation to the design and delivery of a new St Columban’s Primary School. The ICT shall
develop the design and complete the RIBA (2020) Stage 4 Technical Design before
appointing a Contracting Team to undertake the construction of the new St Columban’s
Primary School. The ICT shall undertake the procurement, appointment and management
of the Contracting Team on behalf of the Employer and shall continue to manage and
oversee the project through the remaining stages of the RIBA 2020 Plan of Work 5-7.
This procurement process is being advertised and run by First Greater Western Limited on its own behalf and on behalf of the successor operator of the rail passenger transport services in respect of Great Western Railway. That successor operator will be a public sector company, is expected to be a wholly owned subsidiary of DfT OLR Holdings Limited and will be ultimately owned by the Secretary of State for Transport. The date for transfer of the current operations to the successor operator is not yet confirmed. Where the transfer is completed before contract award under this procurement process, the successor operator may elect (but will not be obliged) to carry on with this procurement process in place of First Greater Western Limited, by taking on the role of contracting entity from the date of completion of the transfer (with this notice and all other procurement documents to be interpreted accordingly). Where the transfer is not yet completed by the time of contract award, contractual rights may be included in the contractual arrangements to enable transfer to the successor operator. Bidders should note that this procurement process (if ongoing), or any awarded contract, may be included in a transfer scheme made by the Secretary of State under section 12 of the Railways Act 2005, or the transfer may be effected outside of, or separate from, such a scheme.
Framework:
Services will be called off under a bespoke consultancy framework agreement and will be awarded via mini-competitions or direct award.
Spend across lots may increase or decrease over time due to changes in requirements, budget availability, or strategic priorities. GWR will reserve the right to allocate spend flexibly across lots as needed.
The framework is intended to provide a compliant route to market; however, no supplier is guaranteed any volume of work, value of spend, or number of call‑offs during the framework term.
Call-Off Tenders:
Once appointed, framework suppliers will be invited to compete for individual projects through mini‑competitions. Each mini‑competition will include a defined scope, pricing schedule, and specific evaluation criteria.
Direct Award will be permitted across all Lots, where in line with the framework buying process, including circumstances where Lot 6 is applicable.
Evaluation weightings for Technical and Commercial submissions will vary depending on the complexity and nature of the project, typically within the following ranges:
• Technical: 10% - 90%
• Commercial: 10% - 90%
The applicable weighting for each mini-competition will be clearly stated in the call-off documentation.
Call-off contracts will be awarded under the bespoke framework agreement.
This process ensures a fair, transparent, and flexible framework that maintains competitive tension while achieving the best balance of quality and value for money across all works.

The Contracting Authority is developing a long-term vision for the Redevelopment of Bangor Waterfront. The vision is to turn Bangor into a ‘destination of choice’, as a place to live, work, visit, study and invest, through a series of interconnected developments and experiences along Bangor Waterfront. In partnership with Belfast Region City Deal, the Department for Communities and key stakeholders, Ards and North Down Borough Council is progressing plans to redevelop a 2 mile stretch of Bangor Waterfront between Skippingstone Beach (near Pickie Fun Park) and Banks Lane, Ballyholme to re-establish Bangor as a thriving seaside location and prime visitor attraction in Northern Ireland. The Redevelopment of Bangor Marina and Harbour Wetside Facilities was one of the constituent projects within the Bangor Waterfront Redevelopment programme recommended within the outline business case. Therefore, the services required under this contract are for the design and delivery of the Redeveloped Marina and Harbour Wetside Facilities. Bangor Marina and Harbour is located on the southern shore of Belfast Lough, within the city of Bangor, County Down. Bangor is Northern Ireland’s third largest urban settlement, with an estimated catchment population of approximately 170,000 within a 20-minute drive and around 475,000 within 30 minutes. In May 2022, the town was granted City status as part of the Queen’s Platinum Jubilee Celebrations. Situated at the heart of Bangor’s seafront, the Marina is one of Northern Ireland’s premier marine leisure facilities, with an established reputation as a Blue Flag and 5-Gold Anchor award-winning marina. It acts as a gateway for domestic and international vessels arriving into Northern Ireland and is a central feature of Bangor’s visitor offering and waterfront identity. Design Consultancy Services will be required for this project from RIBA Stage 1 - 7. However, due toe funding availability, only services for RIBA stages 1-4 are guaranteed. Future works on the project is expected to last to March 2030 and is subject to the Museum receiving funding.
