Agency Open Framework for the supply of Care & Support Temporary Workers

Orwell Housing Association Ltd intends to establish an Open Framework for the provision of Care & Support Agency Staff across its Supported Housing and Care & Support services located throughout North Essex, Suffolk, Norfolk and Cambridgeshire.
The framework will enable access to suitably qualified and experienced agency staff to support the delivery of high-quality care and support services across care and support properties managed by Orwell Housing. Services may include, but are not limited to, care workers, support workers, senior support workers, and waking night staff, required to meet operational service demands.
The framework is being established as an Open Framework under Section 49 of the Procurement Act 2023 and will operate for a maximum duration of eight (8) years. In accordance with the requirements of the Open Framework, the framework will be periodically reopened, with opportunities for new suppliers to apply for admission approximately every 2 years throughout the term. St Ives Pioneering Parish Affordable Housing Project-project/consultancy support
St Ives Town Council is seeking project support from suitably qualified and experienced individual(s) to assist in the delivery of an innovative housing enabling project - the Pioneering Parish project.
The vision for the project is to develop a range of tools and interventions to support and accelerate the delivery of affordable and local needs housing and associated community infrastructure for the St Ives Parish. The project aims to apply innovation and flexibility to find local solutions which best meet community aspiration and the homes which St Ives' needs.
The project will utilise planning contributions collected for the St Ives Parish, by Cornwall Council, specifically to enable the delivery of affordable housing.
The project is a partnership between the Town Council and Cornwall Council to identify, de-risk and assist in the progress and / or delivery of 250 affordable housing plots within the parish of St Ives. It is expected to run for up to 3 years and will include the following key outputs and outcomes:
• A deliverable supply of sites and opportunities for a minimum of 250 affordable homes
• A RAG assessment of the most deliverable sites with timescales and agreed action plans for each
• A schedule of sites and for each, a suitable set of delivery tools with the aim of accelerating delivery. Tools will vary from site to site but, in general could comprise of
• A completed development brief capable of being adopted/ recognised by the planning authority
• Completed supporting studies or documents with the aim of re-risking a planning application or delivery
• Planning permission (planning in principle, outline or detailed)
• Site purchase / Land owner / affordable housing provider heads of terms for agreement
• Land owner collaboration agreements
• Cornwall Council approval for land transfer
• Completed economic viability assessments with agreed affordable housing outputs aligned to housing need and adopted policy
• A proactive delivery board with a key objective of accelerating delivery of affordable and local needs homes
• The completion of a neigbhourhood priorities statement subject to community consultation.
Required Resources
Dedicated people resources are identified as the key success factor. Expressions of interest are, therefore, sought from suitably experienced and qualified individuals, freelancers or consultancies. The Council is adopting an open approach to resourcing solutions and welcomes proposals which could see the project scope delivered in the following ways:
• An individual seeking a short term contract of employment
• A fixed term contract with a freelance consultant
• An award to an established consultancy with the relevant skills and a commitment to fund the necessary hours.
Project Duration
In order to progress and de-risk sites and opportunities, the project is proposed to extend over three years. However, these timescales are flexible and can be reduced, should the project outputs and outcomes be achieved over a shorter period, by being resourced differently.
It is anticipated that the likely pace of the project will require a part time project lead, equivalent to 2.5 days a week, to be reviewed annually. However, depending upon how the people resources are procured, this may be on an annualised-hours basis of approximately 975 per year.
Funding
The business plan sets out an indicative allocation of funding for the project resource's hours of up to £100,000, plus a separate budget of up to £150,000 in order to commission / procure necessary advice, technical reports and support planning applications and community engagement. These estimates are indicative and may be varied by negotiation.
Should a member of staff be recruited to the Council establishment, the role will be aligned with the Town Council's adopted pay structure.

Reopening of the Over 65 Residential Care Home Framework for Swindon
Swindon Borough Council invites expressions of interest from suitably qualified and experienced service providers for admission to the existing Over 65 Years of Age Residential Care Home Framework for Swindon.
Project Description
Swindon Borough Council is undertaking the first annual re-opening of its existing Residential Care Home Framework for adults aged 65 years and over within the Swindon locality. This Framework was originally commissioned under public contract regulations and will continue to use this until the end of the total term. This framework commenced on 1st January 2026 and is currently operating within the initial contract period. Existing Framework providers are not required to reapply as part of this process. Successful applicants will join the existing Framework from 1st January 2027.
This procurement exercise does not constitute a new procurement or re-tender of the Framework. It provides an opportunity for providers that are not currently admitted to the Framework, or that were unsuccessful in previous application rounds, to apply for admission to the Framework.
The Framework has an initial term ending on 31st December 2027, with the option for the Council to extend by up to two further periods of two years each, resulting in a maximum potential Framework duration of six years from the original commencement date. Providers admitted through this re-opening exercise may remain on the Framework for the remainder of the Framework term, subject to extension options being exercised and continued compliance with contractual requirements.
The estimated value of placements commissioned through the Framework during the period 1st January 2027 to 31st December 2027 is approximately £12 million, with a potential maximum Framework value of approximately £60 million should all extension periods be exercised.
The Framework will continue to be re-opened annually via the Supplying the South West Portal to allow additional providers to apply for admission.
The Framework will be advertised and all applicants must meet the minimum selection and award criteria to be admitted to the Framework.
This Framework is for in-borough residential care homes only.
For all over-65 residential care needs (standard, enhanced and complex), providers will be required to operate within the Council's published fee structure. Acceptance of the Council's fee structure will form part of the Framework requirements.

Provide independent financial advice and affordability assessments for Beyond Housing sales customers. This will include ant-money laundering (AML) checks, financial assessments in line with capital funding guidance for low-cost homeownership purchases and mortgage illustrations for shared ownership, discount market sale and outright purchases.
The primary objective of this contract is to procure lift maintenance, servicing and a reactive call out/repair provision for breakdown, trappings and repair for the passenger lifts within Beyond Housing stock.
Our main objectives are:
• To have a reliable service provider
• A service provider with excellent communication channels
• A service provider who ideally has a client portal for real time updates and certification
• In the absence of a portal, a service provider who can facilitate electronic certification by other means (i.e. via email)
