Frimley Health NHS Foundation Trust ("the Trust") is seeking to procure a provider for the provision of specialist town planning legal advice services in connection with the New Hospital Programme at Frimley Park Hospital, Heatherwood Hospital and the Trust's existing estate (Ref C468556). The procurement is for the provision of specialist planning legal services, providing legal advice, drafting, negotiation, advocacy support and representation across the full range of town and country planning and related matters arising under the law of England and Wales, in support of the planning approval process for the three sites associated with the Trust's New Hospital Programme during RIBA Stages 2 to 4. The scope includes, but is not limited to: * Strategic planning advice, risk assessment and legal input on planning strategy and the programme of consents; * Advice on planning applications, consents, conditions, variations and certificates of lawfulness; * Heritage, listed building and related statutory consents; * Negotiation and drafting of section 106 agreements, unilateral undertakings and Community Infrastructure Levy (CIL) advice; * Highway and transport agreements under sections 278 and 38 of the Highways Act 1980; * Management of planning appeals, inquiries and hearings, including instruction of counsel and expert witnesses; * Enforcement and compliance advice, including responses to enforcement notices and related appeals; * Judicial review and statutory challenge advice under the Town and Country Planning Act 1990; *Environmental Impact Assessment (EIA), Habitats Regulations Assessment (HRA) and biodiversity net gain advice; *Governance, committee and decision-making advice, and information rights support. The appointed provider will be expected to deliver responsive, commercially focused legal advice on a matter-by-matter basis, working as part of an integrated professional team and co-ordinating with the Trust's planning consultants and the wider design and construction programme. The Trust operates from a live, occupied acute site and places a strong emphasis on stakeholder engagement, transparency and the management of planning risk. The initial contractual commitment is for RIBA Stage 2 only. The anticipated overall contract term is two years, subject to the time required for RIBA Stages 2, 3 and 4 to be completed and planning approval obtained; the Trust reserves the right to extend the contract to include RIBA Stages 4 and 5. The contract duration under this notice is for the provision of the town planning legal advice requirements only, and does not represent or imply any timeframe for completion of the wider New Hospital Programme or the Trust's retained estate works. This procurement is being conducted as an open procedure under the Procurement Act 2023. Portsmouth International Port (the 'Port'), a directorate of Portsmouth City Council (the 'Council'), is seeking to appoint a Contractor to provide a dedicated core maintenance team and associated gas maintenance services across the Port estate. The contract is expected to have an annual value in the region of £400,000 to £450,000.The contract will be awarded for an initial term of three (3) years, with the option to extend for up to a further two (2) years, up to a maximum total contract term of five (5) years. The scope of the service includes the provision of a dedicated on-site maintenance team to undertake planned, minor and corrective maintenance activities across the Port estate, together with the provision of gas safety inspections, planned gas maintenance, reactive repairs and an out-of-hours emergency call-out service. Future Requirements - Core Team The successful contractor is to supply a permanent core team of staff to supplement the Port's own directly employed Technical Services Group who carry out repairs and maintenance across the Port's estate. Both teams are directed by the Port's directly employed Maintenance and Facilities Manager to undertake planned, minor, and corrective maintenance. One member of the core team of staff should act as a working supervisor having a good understanding of the Port's requirement and undertaking day to day liaison with the Port's Maintenance and Facilities Manager. The core team are on site at the Port between Monday - Friday (excluding bank holidays), between the hours 8:0 - 17:00. Due to the operational requirements and security at the Port consistency of staffing is required and members of the permanent core team of staff should be treated as a dedicated resource. To cater for the dynamic work requirements, it is envisaged that the contractors' staff will be required to carry out a range of different jobs, which includes a range of trades (this is not an exhaustive list): • Carpentry • Plumbing • Decorations / Painting • Groundwork • Horticultural On occasion the Contractor may be requested by the Port's Maintenance and Facilities Manager to provide a fixed quotation for a particular job or to provide additional trades outside of those listed above. The Contractor will provide a call out facility to make safe, prevent further damage to property or personnel and to safeguard the public within a maximum of two hours Commercial Gas Services The Contractor is to provide and manage an effective programme for annual safety inspections that ensures that all the Port's assets have Gas Safety Certificates that are less than twelve months old. The Contractor is to provide a reactive responsive repairs service, which includes outside of the hours of 0800 to 1700 hours Monday to Friday. The Contractor will carry out the right repairs first time as and when required to maintain the Port's assets. Contract Scaling The Port is a dynamic environment and though not guaranteed, may require the contractors to be able to scale up their workforce by up to two thirds of the current core team over the life of the contract, either on a flexible temporary or long-term basis which will impact the value of the contract which is included in the financial range included in section 8 on this invitation to tender. Scope and Specification The Council requires the provision of Repairs and Maintenance Services across Portsmouth International Port, including Portsmouth Cruise and Ferry Port, The Camber and the Border Control Post. The services will support the ongoing operation, safety and maintenance of the Port's estate and associated assets. Kings Hill School and Nursery first opened in March 1998. Graded as Outstanding by Ofsted, it is a very popular school in the heart of the Kings Hill community, just outside West Malling in Kent. We have 420 children in the main school and every year we enrol approximately 75 nursery children, aged 2 – 4 years. The tender project is seeking to appoint a Contractor whose initiative and innovation will be welcomed for the provision of service within the existing facilities for the 475 students on roll and 78 teaching and support staff, with a focus on exciting new food concepts to satisfy a wide range of pupil tastes and dietary requirements which will provide our children with nutritious and attractive menus on a weekly basis. The school has not tested the market for a number of years and would wish the successful contractor to review the current range of services offered and make recommendations accordingly. The contract being tendered is for three years in duration from January 2027 to December 2030 and will operate as a Guaranteed Performance Contract, with the successful Contractor offering the school a guaranteed return / cost per annum for the provision of catering services.
