Lymington and Pennington Town Council is seeking to appoint one suitably experienced Heritage Consultant to undertake a comprehensive heritage review of the Lymington Sea Water Baths as part of a National Lottery Heritage Fund supported feasibility and development project. The Lymington Sea Water Baths were established in 1833 and are among the earliest surviving open-air seawater bathing facilities in the United Kingdom. The site has significant architectural, cultural and social heritage value, but is at risk because of structural deterioration, historic alterations and continued exposure to the marine environment. The consultant will provide an authoritative assessment of the historical development, architectural features, surviving fabric, cultural value and heritage significance of the site. The work will inform architectural and engineering design up to RIBA Stage 2, community engagement, interpretation planning, conservation decision making and the evidence base for future capital funding applications. The commission will include: • Reviewing existing reports, historic surveys, photographs, maps, newspapers, trade directories, archives and local records. • Undertaking archival and documentary research, including engagement with relevant local museums, archives, historians and heritage organisations. • Establishing a detailed chronology of the development and use of the Baths, including their earlier origins, subsequent alterations and changing role within the community. • Assessing the heritage significance of the pool layout, historic engineering, aeration fountains, concrete structures, buildings, setting, views and surviving architectural features. • Assessing the social and cultural history of the Baths, including their contribution to leisure, health, wellbeing, tourism and local identity. • Identifying heritage sensitivities, constraints, risks and opportunities that should inform the design process. • Advising the appointed architectural and engineering team during the development of proposals up to RIBA Stage 2. • Preparing conservation principles and heritage guidance to support future decisions concerning repair, alteration, restoration and development. • Working collaboratively with the Council, Project Manager, Design Team, Quantity Surveyor, Consultation and Engagement Consultant and other appointed specialists. • Providing accessible heritage stories, themes and supporting content for public consultation, exhibitions and future interpretation. • Supporting the integration of heritage considerations into community engagement and design development. The required deliverables are expected to include: A heritage scoping note and initial issues log. A detailed Heritage Review Report, provided in draft and final form. A Heritage Significance Assessment prepared using an appropriate recognised conservation methodology. Heritage advice and design integration notes for the RIBA Stage 0 to 2 design process. Guidance identifying heritage constraints, sensitivities and opportunities. Interpretation themes, stories and accessible heritage content for use in engagement activities and future interpretation. A concise summary suitable for inclusion in National Lottery Heritage Fund reporting, evaluation and future funding submissions. All reports and supporting materials must be clearly written, accessible, appropriately illustrated and suitable for use by the Council, its professional advisers, community stakeholders and the National Lottery Heritage Fund. Research sources and supporting evidence must be clearly referenced. The consultant will be expected to attend project meetings and workshops as reasonably required, provide timely advice during design development and coordinate their work with the wider project programme. The contract is for one Heritage Consultant commission with a maximum available budget of £8,000 excluding VAT. The fee must include all professional time, research, meetings, travel, expenses and preparation of the required deliverables. The tender is expected to be awarded and mobilised in late September 2026. The consultant must programme the work to support the wider feasibility project and the development of the RIBA Stage 2 proposals. The programme must seek broad and representative participation and actively engage people and groups who may otherwise be underrepresented. Engagement Round 1 The consultant will design and deliver an initial round of engagement focused on community values, needs, aspirations and priorities for the future of the Baths. This is expected to include: • An online public survey, with a target of at least 300 responses. • One or two public drop-in engagement sessions. • Three facilitated stakeholder workshops. • Accessible materials explaining the project, its purpose and the matters on which feedback is being sought. The engagement will explore matters including: • Community aspirations for the Baths. • Current and potential future uses. • Barriers to access and participation. • The heritage and cultural value of the site. • Priorities for accessibility and inclusion. • Desired improvements, facilities and activities. • Concerns, opportunities and community expectations. The required outputs will include survey materials, workshop plans, facilitation, analysis of responses and a summary findings report for the Council and Design Team. Targeted engagement The consultant will undertake focused outreach with groups and individuals who may not participate through general public consultation. The targeted programme is expected to engage approximately 40 to 60 participants and may include small group sessions, facilitated discussions, interviews, outreach activities or other suitable methods. The consultant must identify barriers to participation, adapt engagement methods where necessary and ensure that the findings are incorporated into the wider project evidence base and the development of the RIBA Stage 1 and Stage 2 proposals. The required outputs will include a Targeted Outreach Plan and a report summarising participation, findings and recommendations. Engagement Round 2 The consultant will deliver a second round of engagement to gather feedback on the emerging RIBA Stage 2 design proposals. The consultant will work with the appointed Architect, Engineering and Cost Consultant Team to ensure that drawings, visualisations and technical information are presented in a clear and accessible format. The second round is expected to include: • One in-person public exhibition or consultation event. • An online presentation of the emerging proposals. • Digital and in-person feedback opportunities. • Structured collection and analysis of responses, with a target of at least 100 participants or responses. The consultant will facilitate the engagement, analyse feedback and identify matters requiring consideration by the Council and Design Team. Analysis and reporting The consultant will maintain appropriate records of participation throughout the commission and provide qualitative and quantitative analysis of the engagement findings. The final Engagement Report must include: • A summary of the methodology used. • Details of engagement activities undertaken. • Participation and demographic information. • Evidence of the groups and communities reached. • Key themes, concerns, aspirations and priorities. • Identified barriers to access and participation. • Accessibility and inclusion findings. • An explanation of how feedback informed or influenced the project and design proposals. • Matters that could not be incorporated and, where appropriate, the reasons. • Recommendations for future engagement and community participation. The consultant must also prepare a concise National Lottery Heritage Fund formatted summary suitable for inclusion in project reporting, evaluation and future funding submissions. Collaboration and project coordination The appointed consultant will be expected to work collaboratively with: • The Council's client team. • The appointed Project Manager / Project Coordinator. • The Architect, Engineering and Cost Consultant Team. • The Heritage Consultant. • Business planning and market research specialists. • Relevant museums, community organisations and project partners. The consultant will attend project meetings and coordination sessions as reasonably required and provide timely findings to ensure that engagement evidence can influence the project while proposals are still being developed. The consultant must manage expectations through clear communication about the scope of the Phase 1 project, the matters that remain subject to further funding and approval, and how consultation feedback will be considered. Required Phase 1 outputs The required outputs will include: Engagement Strategy and Delivery Plan. Inclusive engagement methodology. Engagement Round 1 survey, workshop and public engagement materials. Facilitation and reporting for Engagement Round 1. Targeted Outreach Plan and findings report. Accessible materials for Engagement Round 2. Facilitation and reporting for Engagement Round 2. Participation and demographic analysis. Final Engagement Report. National Lottery Heritage Fund summary and contribution to the Phase 1 evaluation evidence. All engagement materials and reports must be written in clear, accessible language and be suitable for use by the public, the Council, the wider consultant team and the National Lottery Heritage Fund. The contract value is up to £23,500 excluding VAT. The fee must include all consultant time, project management, meetings, travel, engagement materials, digital tools and licences, venue hire where required, analysis, reporting and delivery of the required outputs. Appointment and mobilisation are expected in late September 2026. The consultant must coordinate the engagement programme with the wider Phase 1 project timetable. All engagement activities, reports and final contributions to the Phase 1 evaluation must be completed no later than 31 August 2027. The original brief establishes the requirement for two engagement rounds, targeted outreach, inclusive participation and a comprehensive final Engagement Report.
Lymington and Pennington Town Council is seeking to appoint one integrated Architect, Engineering and Cost Consultant Team to deliver Phase 1 of the Lymington Sea Water Baths Restoration Project. The project is supported by the National Lottery Heritage Fund and will develop the technical, design and cost evidence needed to inform the future restoration and sustainable operation of the Baths. The Lymington Sea Water Baths are a nationally significant historic coastal leisure facility. The site is affected by substantial structural deterioration, marine saltwater exposure, historic settlement, potentially unstable tidal deposits, ageing infrastructure, accessibility limitations and outdated facilities. The appointed team will be responsible for delivering and coordinating the architectural, structural engineering, geotechnical engineering, mechanical and electrical engineering, marine and environmental consultancy, quantity surveying and technical survey services required to complete the Phase 1 feasibility work and develop coordinated proposals to RIBA Stage 2. The Council requires a single integrated consultant team with clear lead responsibility for the coordination, management and quality assurance of all design, engineering, survey and cost information produced through the commission. The Phase 1 services will include: Mobilisation and project coordination • Participate in an inception workshop with the Council, Project Manager and other appointed consultants. • Confirm the design and technical programme, survey schedule, responsibilities, communication arrangements and information requirements. • Review and refine the scope of services, project risks, site constraints, dependencies and opportunities. • Coordinate the architectural, engineering, cost and technical survey workstreams. • Attend project meetings and provide progress information to the Council and Project Manager. Technical surveys and investigations The appointed team will lead, commission, manage or directly undertake the technical surveys and investigations required to support RIBA Stage 2. These are expected to include: • Structural condition surveys. • Concrete sampling, testing and condition mapping. • Structural integrity assessment. • Geotechnical investigations, including boreholes, trial pits or other appropriate investigations. • Assessment of settlement, groundwater and hydrogeological conditions. • Review of existing pumping, circulation and water-management systems. • Mechanical and electrical services assessment. • Drainage, outfall and marine water-management assessment. • Electrical infrastructure and lighting assessment. • Environmental, climate resilience and sustainability assessments. • Assessment of opportunities for low-energy systems and sustainable materials. The team will be responsible for determining the precise investigations required, coordinating access and sequencing, managing survey information and ensuring that the results are incorporated into the design proposals. The required outputs will include technical survey reports, drawings, testing results, data summaries, risk information and recommendations informing the RIBA Stage 0 to 2 process. RIBA Stage 0 and Stage 1 The appointed team will undertake the appraisal, briefing and initial design work required to establish a clear and deliverable basis for the project. This will include: • Site appraisal and constraints mapping. • Review of existing infrastructure, buildings, structures, heritage features and the marine setting. • Identification of technical, operational, access, environmental and conservation constraints. • Development of the project brief in collaboration with the Council and other consultants. • Initial accessibility and inclusion strategy. • Sustainability and climate resilience principles. • Feasibility layouts and concept proposals. • Integration of relevant findings from heritage research, business analysis and community engagement. RIBA Stage 2 design development The team will prepare coordinated RIBA Stage 2 proposals for the full Baths site. The work will include: • Developed architectural layouts. • General arrangement drawings, sections and elevations. • Structural design strategy. • Geotechnical design advice. • Mechanical and electrical outline strategies. • Pumping, circulation, drainage and water-management proposals. • Accessibility and inclusive design proposals. • Landscape and public realm strategy. • Conservation-led proposals informed by the Heritage Consultant's work. • Visualisations and illustrative materials. • Sustainability and climate resilience proposals. • Programme and construction phasing strategy. • Recommendations for materials suitable for a marine and heritage environment. The design must respond to the site's heritage significance, ground conditions, structural deterioration, marine exposure, operational requirements, accessibility objectives and long-term maintenance needs. Cost consultancy The Quantity Surveyor will prepare and maintain cost information throughout the Phase 1 design process. The services will include: • Preparation of the RIBA Stage 2 cost plan. • Advice on affordability and value for money. • Construction phasing cost analysis. • Design risk and cost risk assessment. • Preparation and maintenance of a cost risk register. • Lifecycle and maintenance cost projections. • Cost advice to support the Business Options Appraisal. • Identification of assumptions, exclusions, inflation allowances and contingencies. The Quantity Surveyor will work closely with the design team, Project Manager and business planning specialists to ensure that capital and lifecycle costs are properly reflected in the wider feasibility evidence. Consultation and engagement support The team will support the appointed Consultation and Engagement Consultant by: • Preparing accessible drawings, visualisations and explanatory materials. • Attending relevant public exhibitions, workshops or design feedback sessions. • Explaining the technical and design proposals to non-specialist audiences. • Reviewing and responding to consultation findings. • Demonstrating how relevant engagement feedback has informed the final RIBA Stage 2 proposals. The Phase 1 contract value is up to £120,000 excluding VAT. The fee must include the professional services of the architect, structural engineer, geotechnical engineer, mechanical and electrical engineer, marine or environmental specialists, Quantity Surveyor, all required technical surveys and testing, and preparation of the required drawings, reports and RIBA Stage 2 deliverables.
