National Framework for Civil Engineering, Infrastructure and Enabling Works 2026
Pagabo Limited, acting as an agent of YPO is seeking to establish a Closed Framework to combine the scopes of the National Framework for Civils and Infrastructure and the National Framework for Demolition and Land Preparation, replacing the existing two Frameworks. The current Civils and Infrastructure Framework is set to expire May 2026, the current Demolition Framework is set to expire upon execution of this procurement. It is proposed that this new Framework will be for a four year term from September 2026.
The Framework intends to appoint a number of Contractors to provide a full range of Civil Engineering and Infrastructure works, Demolition works and Land Preparation works.
The resulting Framework will be UK wide and will be available to all Public Sector Bodies.
It is anticipated that, while the Framework Agreement is governed by the English Law, the Contracting Authority may, during the first 2-weeks of the tendering period introduce Scottish Law to form a part of the Framework Agreement Terms and Conditions. This is to support compliance with the applicable legal requirements in Scotland. The Contracting Authority will communicate this information to Bidders, in a transparent and proportionate manner. Bidders are to take this into account, while preparing tender return submissions.
Pagabo Ltd on behalf of Yorkshire Purchasing Organisation (YPO) intend to establish a Framework of contractors capable of providing major works construction and refurbishments within the UK for the Public Sector. The Major Works Framework is principally intended for use on works £5,000,000 and above in value delivered as individual construction related projects, parts or phases of a project, batches of projects or defined programmes of work, or undefined (or loosely defined) programmes of works over a set period of time, across all value bands.
The main areas of activity will comprise of general construction and/or building services work, including but not limited to: new build, extensions, remodelling or alterations, refurbishment, retrofit and specialist fit-out; renovation, planned remedial and/or repair work; mechanical, electrical and plumbing (MEP) works; and may also include civils, landscaping and associated site infrastructure works as required to construct the works.
The National Framework for Major Works 2026 will be procured under the Procurement Act and Procurement Act Regulations, scheduled to commence in October 2026 for a term of 4 years.

The framework will cover, all types of development within construction and premises. The proposal is to procure a four-year closed framework via the open procedure.
Suppliers appointed to the Framework Agreement shall be capable of managing multiple projects appointed through the framework agreement and employ a number of competent and qualified personnel to execute each project required by the Client Organisations. The National Framework for Developer-Led Schemes will be procured under the Procurement Act and Procurement Act Regulations, scheduled to commence in October 2026. It is anticipated that, while the Framework Agreement is governed by the English Law, the Contracting Authority may, during the first 2-weeks of the tendering period introduce Scottish Law to form a part of the Framework Agreement Terms and Conditions. YPO are looking for Suppliers to be appointed onto a Dynamic Purchasing System (DPS) for the provision of Drones and Associated Drone Services. The DPS is designed to meet the needs of all public sector organisations which includes YPO's internal requirements and any of YPO's wholly owned associated or subsidiary companies. The DPS will cover the period from 6th March 2023 to 5th March 2027.

YPO - 001086 Apprenticeships
YPO are looking for providers to be appointed onto a Framework Agreement for the provision of Apprenticeship Standards and Associated Training. The Framework is designed to meet the needs of all public sector organisations which includes YPO's internal requirements. YPO may seek to introduce collaborative partners to this Framework throughout its duration to support growth.
The routes are as prescribed by the 'Skills England/Department for Work and Pensions (DWP)'. These were defined using labour market information regarding the size and nature of occupations grouped to reflect shared requirements for occupationally related skills and knowledge.

YPO will list all routes, along with standards which are approved for delivery, and providers will have the ability to select which standards region they are able to deliver in when bidding for the framework.
The routes will be as listed by the Skills England/Department for Work and Pensions (DWP) guidance.
The framework will replicate the structure that is provided by Skills England/Department for Work and Pensions (DWP). If the structure is amended by them then the framework structure will be amended to run in-line on the next quarter update.
Please be advised that Skills England/Department for Work and Pensions (DWP) has the ability to change the title of routes and move standards into alternative routes based on feedback from contracting authorities, YPO reserve the right to follow the same process based on Skills England/Department for Work and Pensions (DWP) direction.
Any new routes will be added onto the framework on a quarterly basis with the subsequent standards aligned under them.
On a quarterly basis YPO will add on new developed standards as they appear on the above website, the number of standards will continue to grow and will be updated in the documents.
Providers will be able to bid for all live standards that have been listed from the beginning of the framework and all new standards that are added by Skills England/Department for Work and Pensions (DWP) throughout the duration of the framework.

At the point of the framework being published there will be:
- 11 regions
- 15 routes
- 646 standards
YPO is managing this procurement process in accordance with the Public Contracts Regulations 2015 (PCR). This is a Framework Agreement being procured under the Light Touch Regime (LTR) procedure therefore subject to the limited regulation and will be conducted in accordance with regulations 74 to 76 PCR2015.
Additional information:
The Framework Agreement will cover the period from 1st August 2023 to 31st July 2027.
New providers to the framework process;
YPO will re-open the procurement process for new providers to bid to be a part of the framework on a quarterly basis. However, YPO reserve the right to re-open more or less frequently if YPO feel that these timescales do not run in line with market changes or customer demands. YPO will give a months notice to amend these time periods. The apprenticeship market is changing and developing across all of the public sector and YPO want to ensure that we can meet the needs of both providers and customers.
New providers will be able to bid for previously listed standards on the framework and new standards that were added.
There is no limit to the number of providers that will be allocated onto each standard.

YPO - 001015 Appropriate Adults
YPO are looking for Providers to be appointed onto a Dynamic Purchasing System for the provision of Appropriate Adults Services. The DPS is designed to meet the needs of all public sector organisations.
YPO is managing this procurement process in accordance with the Public Contracts Regulations 2015 (PCR). This is a DPS being procured under the Light Touch Regime (LTR) procedure therefore subject to the limited regulation and will be conducted in accordance with regulations 74 to 76 PCR 2015. This DPS will be open to new Providers throughout the period of the contract, provided those Providers meet the selection criteria.
The Appropriate Adults (AA) Service covers both statutory and non-statutory service which has been designed for 2 cohorts of service users: children and vulnerable adults. The DPS ensures that the AA Service reflects relevant legislation, case law and Codes of Practice. The role of the Appropriate Adult is to safeguard the interests, rights, entitlements and welfare of children and vulnerable people who are suspected of a criminal offence by ensuring that they are treated in a fair and just manner and can participate effectively. Providers will be expected to follow the national standards and these standards will be applicable to all further competitions and call off contracts from this DPS.
The DPS will cover the period from 8th December 2020 to 7th December 2024 with two options to extend for an additional 24 months. The first decision to extend the contract period will be taken by the end of July 2024 and will be dependent on satisfactory completion of all aspects of the contract to date, the current market conditions for this category and YPO's contracting structures. The maximum contract period will therefore be 8 years, from 8th December 2020 to 7th December 2028 (subject to an annual review, incorporating price negotiations and KPI performance). .
Deadline for first round for submissions under this DPS is 5th November 2020 at 14:00. After this first initial round suppliers can apply any time.
