UK4 - Tender Notice 1. Background/Context Local authorities are required to undertake a full assessment of the childcare provision in their area every five years. This is done through the production of a Childcare Sufficiency Assessment (CSA). Through the CSA, the local authority will need to assess the local childcare market to develop an understanding of parents’ current and future need for childcare. The local authority will compare the assessment of parents’ demand for childcare with information about the current and planned availability of childcare provision across the local authority area. 2. Scope of Work The contract holder will be responsible for collating and analysing data and providing a narrative on the demand, supply and gaps in childcare in Wrexham from a variety of sources, including, but not limited to, population data, Care Inspectorate Wales Self-Assessment of Service Statement, survey results, and consultation feedback. Full data requirements can be found in the Childcare Statutory Guidance 2026. The contract holder will be responsible for providing a full assessment document, a summary document and a five-year action plan. The five-year action plan will be developed in conjunction with key partners identified by Wrexham County Borough Council (WCBC). All documents produced must be fully accessible in line with accessibility guidance. The contract holder will not be responsible for undertaking any survey or consultation work. This will be carried out by Wrexham County Borough Council through the Prevention and Service Development Team. Wrexham County Borough Council will be responsible for the translation of all documentation following the completion of the work by the contract holder. The contract holder and representatives from Wrexham County Borough Council will be required to meet weekly to review progress. All work will need to be completed and handed over by 5pm on 16th December 2026.

Prior Information Notice (PIN) – Health and Safety Management System Wrexham County Borough Council (WCBC) is seeking to engage with the market to better understand the solutions available for the provision of a Health and Safety Management System. The Council is considering the future procurement of a system to support its Health and Safety Officers and managers in the management, recording, investigation and reporting of Health and Safety-related incidents across the organisation. Suppliers are invited to express their interest and provide information on solutions capable of delivering the requirements outlined below. Core Requirements The proposed system should be able to: Provide a facility for employees to report accidents, near misses and incidents of violence and aggression. Maintain a central database of all reported incidents. Enable relevant managers to undertake desktop investigations of reported incidents. Allow users to monitor the status of investigations, including identification of investigations that are pending or completed. Provide advanced search functionality, allowing incidents and investigations to be filtered by criteria such as: Person involved Location Team Department Incident type Allow submitted incident records to be amended where necessary to correct errors or update information. Generate automatic reminder notifications to managers with outstanding investigations. Generate automatic notifications to Corporate Health and Safety where a RIDDOR-reportable incident has been identified during the investigation process. Enable the extraction of detailed management information and reports directly from the system into formats such as Microsoft Excel and Microsoft Word. Allow supporting documentation, photographs and other evidence to be uploaded and attached to incident and investigation records. Additional Information Requested As part of this market engagement exercise, WCBC would welcome information from suppliers on: Available system functionality and modules. Hosting arrangements (cloud-based/SaaS solutions preferred). Reporting and dashboard capabilities. Integration options with Microsoft 365 and other corporate systems. User licensing models and indicative costs. Implementation timescales. Customer support arrangements. Experience of working with local authorities or other public sector organisations. Wrexham County Borough Council (WCBC) is looking to engage with suppliers / manufacturers who can supply five electric vans on a short term trial basis (12 months) to support an EV home charger trial. This trial will take place within the Councils Housing Department where ninety-one diesel vans are currently under contract. This trial will inform future decisions and the long-term plans / aspirations for the wider fleet in support of the Councils carbon reduction goals. Details of the vehicles required can be found on etenderWales or can be requested by emailing [email protected] (this notice does not allow the Council to upload attachments currently). If a supplier is unable to comply with the Councils requirements but may be able to comply with these requirements in the next 12 months, please detail this within your response to the Council. It is the Councils preferred option to source electric vans that comply with the ISO 1158-2 standard for Plug & Charge and / or the Auto Charge feature. The purpose for this is to support the automatic reconciliation / payment of vehicle charge costs with the ability to distinguish between vehicles when using a home charger, i.e. a Council vehicle and personal vehicle. If a supplier is aware of an alternative solution that can meet this requirement without the need for the ISO 1158-2 standard or the Auto Charge feature, please detail this within your response. Wrexham County Borough Council is seeking information from suppliers on digital solutions to support the booking and management of grassroots football pitches. The Council currently manages and maintains approximately 35 football pitches used by grassroots football clubs across the county borough. The purpose of this Prior Information Notice (PIN) is to better understand the solutions available within the market, including indicative costs, functionality, implementation approaches and timescales.
