Wrexham County Borough Council wish to commission a suitably qualified consultancy to produce a comprehensive feasibility study on a future, long-term sustainable model for Wrexham Library and Information Service, and related assets in Wrexham County Borough, whilst further enhancing its contribution to cultural and wellbeing priorities. UK4 - Tender Notice 1. Background/Context Local authorities are required to undertake a full assessment of the childcare provision in their area every five years. This is done through the production of a Childcare Sufficiency Assessment (CSA). Through the CSA, the local authority will need to assess the local childcare market to develop an understanding of parents’ current and future need for childcare. The local authority will compare the assessment of parents’ demand for childcare with information about the current and planned availability of childcare provision across the local authority area. 2. Scope of Work The contract holder will be responsible for collating and analysing data and providing a narrative on the demand, supply and gaps in childcare in Wrexham from a variety of sources, including, but not limited to, population data, Care Inspectorate Wales Self-Assessment of Service Statement, survey results, and consultation feedback. Full data requirements can be found in the Childcare Statutory Guidance 2026. The contract holder will be responsible for providing a full assessment document, a summary document and a five-year action plan. The five-year action plan will be developed in conjunction with key partners identified by Wrexham County Borough Council (WCBC). All documents produced must be fully accessible in line with accessibility guidance. The contract holder will not be responsible for undertaking any survey or consultation work. This will be carried out by Wrexham County Borough Council through the Prevention and Service Development Team. Wrexham County Borough Council will be responsible for the translation of all documentation following the completion of the work by the contract holder. The contract holder and representatives from Wrexham County Borough Council will be required to meet weekly to review progress. All work will need to be completed and handed over by 5pm on 16th December 2026.

WCBC is establishing a compliant procurement route for the execution of Childcare Provision – Flying Start/Non-Maintained Funded Early Education. This will provide an unlimited number of suitably qualified and experienced Childcare Providers (referred to as Potential Providers).The provision is being purchased under two Lots: LOT 1 – FLYING STARTLOT 2 – NON-MAINTAINED EARLY EDUCATION. WCBC envisage that the opportunity to provide services within this remit will be offered on an annual basis not exceeding the contract term of this initial provision to allow for expansion, market development and changing demographics. The application opportunities will occur each year for a September commencement date. Any supplier is who not successful at point of application to this tender provision will be able to reapply for provision from 2027/2028 onwards. CONTRACT TERM AND FORM The duration of the overarching Contracts is 1st September 2026 – 31st August 2030. There is an extension option available of annual increments not exceeding a maximum of two years (conclusion potentially 31st August 2032). Each further contract opportunity offered will be reduced by a term of one year to retain alignment with the conclusion date of 31st August 2030 (31st August 2032 should extension be applied).

The Council is considering the future procurement of a system to support its Health and Safety Officers and managers in the management, recording, investigation and reporting of Health and Safety-related incidents across the organisation. Suppliers are invited to express their interest and provide information on solutions capable of delivering the requirements outlined below. Core Requirements The proposed system should be able to: Provide a facility for employees to report accidents, near misses and incidents of violence and aggression. Maintain a central database of all reported incidents. Enable relevant managers to undertake desktop investigations of reported incidents. Allow users to monitor the status of investigations, including identification of investigations that are pending or completed. Provide advanced search functionality, allowing incidents and investigations to be filtered by criteria such as: Person involved Location Team Department Incident type Allow submitted incident records to be amended where necessary to correct errors or update information. Wrexham County Borough Council (WCBC) is looking to engage with suppliers / manufacturers who can supply five electric vans on a short term trial basis (12 months) to support an EV home charger trial. This trial will take place within the Councils Housing Department where ninety-one diesel vans are currently under contract. This trial will inform future decisions and the long-term plans / aspirations for the wider fleet in support of the Councils carbon reduction goals. BACKGROUND Wrexham County Borough Council (WCBC) are looking to engage the market with the potential of procuring a Fleet Management application to support our Fleet Officers in the Environment and Technical Department to manage a range of Fleet related requirements as outlined below. Wrexham County Borough Council currently operates with approximately 500 across multiple locations. Fleet vehicle types include: • Cars • Vans • HGVs / specialist vehicles Current challenges include: • Limited visibility of fleet performance • Manual processes • Compliance tracking (MOT, servicing, driver checks) • Fuel and maintenance cost management As well as high level of availability and scalability, WCBC’s preference is for a Cloud-based (SaaS) solution that requires browser-based access without a requirement for local installs.
