WCBC invites tender submissions (each a Tender) from suitably experienced and qualified contractors (each a Contractor) in connection with the Framework. Once operational the Framework will be used by WCBC to award individual Contracts/Work Orders.

Provision of Social Prescribing and Community Wellness - Re-Tender

The purpose of the Service is to deliver a countywide, community embedded Social Prescribing and Community Wellness model for residents aged 25 and over living in Wrexham County Borough. In line with the National Framework for Social Prescribing, the Service provides a targeted, personalised, and non-clinical wellbeing intervention for individuals with identified holistic wellbeing needs. It goes beyond general first point of contact or signposting activity by offering structured What Matters conversations, co-produced personalised plans, and strength based, therapeutic style support to improve mental, physical, emotional, and social wellbeing. The Service will offer proactive, therapeutic style, non-clinical interventions that go beyond simple information sharing. Practitioners will work collaboratively with individuals to understand what matters to them, co-develop personalised plans, and provide hands on support to help people overcome barriers, strengthen resilience, and achieve meaningful wellbeing outcomes.

The Service to be provided
Wrexham County Borough Council seeks to procure a training provider to deliver a minimum of 6 of each of the following:
• Group B (Level 2) Safeguarding Intermediate Course & Group C (Level 3) Safeguarding Advanced Course
• Emergency Paediatric First Aid & Full Paediatric First Aid
The content of the courses should be in line with the requirements specified in the National Minimum Standards for regulated childcare 2023.
The courses should be delivered to meet the varying needs of the early years and childcare workforce through a mixture of daytime, evening and weekend courses, for a minimum of 8 participants per course.
The training provider will be responsible for identifying and managing room bookings, including payment for all courses through this specification.
The training provider will be required to provide evaluation information from participants to Wrexham County Borough Council following each course.
The training provider must be able to deliver the training through the medium of Welsh if required, in line with Welsh Language Standards.
The provider must be able to ensure their courses meet the requirements set out in the National Minimum Standards for Regulated Childcare 2023.
Wrexham County Borough Council wish to commission our training programme for the early years and childcare workforce under the following two Lots.
Lot 1: Group B (Level 2) Safeguarding Intermediate Course & Group C (Level 3) Advanced Safeguarding Course
Intermediate Safeguarding Children courses help to increase existing safeguarding knowledge and teach more about what is involved in the safeguarding process. The course shows how to identify abuse, and report concerns as well as learn more about the safeguarding structure, recognising risks and what happens after a referral to social care has been made.
Course type and considerations:
• Face to face course
• Duration: 4-6 hours/1 day/2 x evenings
Advanced Safeguarding courses teach more about what the role involves and helps to understand the safeguarding process in more detail. The course uses a variety of written activities and interactive exercises to help review and develop the safeguarding procedures within the setting and ensure that all staff members understand their responsibilities towards safeguarding children. Includes topics relating to allegations of abuse against a staff member and how to deal with these, understanding key legislation and guidance which underpins settings policy for children’s safety and welfare, roles to play in the multi-agency child protection process including case conferences and providing written reports.

Duration: 2 days to be delivered in evenings/weekends
Lot 2 - Emergency Paediatric First Aid & Full Paediatric First Aid
Emergency Paediatric First Aid - The course must include:
• Be able to assess an emergency situation and prioritise what action to take.
• Help a baby or child who is unresponsive and breathing normally.
• Help a baby or child who is unresponsive and not breathing normally.
• Help a baby or child who is having a seizure.
• Help a baby or child who is choking.
• Help a baby or child who is bleeding.
• Help a baby or child who is suffering from shock caused by severe blood loss (Hypovolemic shock)
Course type and considerations:
Face to face course
Duration: minimum 6 hours (excluding breaks) to be delivered in evenings/weekends
Full Paediatric First Aid - The course must include:
• Be able to assess an emergency situation and prioritise what action to take.
• Help a baby or child who is unresponsive and breathing normally.
• Help a baby or child who is unresponsive and not breathing normally.
• Help a baby or child who is having a seizure.
• Help a baby or child who is choking.
• Help a baby or child who is bleeding.
• Help a baby or child who is suffering from shock caused by severe blood loss (Hypovolemic shock)
• Help a baby or child who is suffering from anaphylactic shock.
• Help a baby or child who has had an electric shock.
• Help a baby or child who has burns or scalds.
• Help a baby or child who has a suspected fracture.

• Help a baby or child who is suspected of being poisoned.
• Help a baby or child with a foreign body in eyes, ears or nose.
• Help a baby or child with an eye injury.
• Help a baby or child with a bite or sting.

• Help a baby or child having: a diabetic emergency; an asthma attack; an allergic reaction; meningitis; and/or febrile convulsions.
• Understand the role and responsibilities of the paediatric first aider (including appropriate contents of a first aid box and the need for recording accidents and incidents).
