The purpose of the Service is to deliver a countywide, community embedded Social Prescribing and Community Wellness model for residents aged 25 and over living in Wrexham County Borough. In line with the National Framework for Social Prescribing, the Service provides a targeted, personalised, and non-clinical wellbeing intervention for individuals with identified holistic wellbeing needs. It goes beyond general first point of contact or signposting activity by offering structured What Matters conversations, co-produced personalised plans, and strength based, therapeutic style support to improve mental, physical, emotional, and social wellbeing. The Service will offer proactive, therapeutic style, non-clinical interventions that go beyond simple information sharing. Practitioners will work collaboratively with individuals to understand what matters to them, co-develop personalised plans, and provide hands on support to help people overcome barriers, strengthen resilience, and achieve meaningful wellbeing outcomes.

BACKGROUND Wrexham County Borough Council (WCBC) are looking to engage the market with the potential of procuring a Fleet Management application to support our Fleet Officers in the Environment and Technical Department to manage a range of Fleet related requirements as outlined below. Wrexham County Borough Council currently operates with approximately 500 across multiple locations. Fleet vehicle types include: • Cars • Vans • HGVs / specialist vehicles Current challenges include: • Limited visibility of fleet performance • Manual processes • Compliance tracking (MOT, servicing, driver checks) • Fuel and maintenance cost management As well as high level of availability and scalability, WCBC’s preference is for a Cloud-based (SaaS) solution that requires browser-based access without a requirement for local installs. SCOPE The expectation for any potential supplier would be to provide: • A cloud-based Fleet Management System • System implementation and configuration • Data migration (from existing systems) • User training • Ongoing support and maintenance REQUIREMENTS The following list is not exhaustive and should be used as a guide to the technical requirements WCBC would be looking for a successful fleet management solution: • Fleet Management o Automated maintenance scheduling and compliance tracking across a diverse fleet (MOT’s and Inspections) including ability to set service reminders. o Defect reporting, ability for this to be real-time, and associated resolutions. o Ability for the solution to be able to report or use data visualization/dashboards to display an overview of fleet compliance. This can include standard or custom reporting, KPI dashboards (e.g., utilisation, costs, compliance), Export capability (Excel, CSV, API), or Real-time data insights. o Record tracking and documentation management including an outline of any storage limitations. o Capturing, communicating and monitoring of Vehicle Off Road (VOR) statuses. o Outline any ability to integrate with DVLA for Tax and MOT expiry dates. • Daily activity monitoring and recording o The ability or functionality for enabling drivers to complete digital daily vehicle checks. o Usage recording and auditing o Failure/Condition alerts and reporting o Integration with workshop activities and reporting to appropriate asset manager • Workshop management o Job creation and allocation tools o Job/human resource management and tracking o Stock management system • Authorization and Invoicing o Job authorization, spend/cost approvals and control o Invoicing and ordering approvals and tracking o Digital sign off o Cost code, financial and resource tracking • Governance and Compliance Management o Complies with regulatory frameworks such as Health and Safety, LOLER, PUWER & DVSA Earned recognition scheme. Whilst not deemed essential for this market engagement, if a solution is able to support telematics related functionality such as GPS and vehicle location tracking, real-time monitoring, and route history and optimization it would advantageous if these can be demonstrated also. Wrexham County Borough Council (WCBC) is looking to engage with suppliers who are able to supply a home charging solution that complies with the ISO 1158 standard for Plug & Charge capability (automatic authentication without RFID/app). It is WCBC ‘s intention to run a small trial ( crica 5) of home chargers and vehicles to better understand the practicalities and processes involved when charging Council vehicles from a home / personal address. This trial will inform the long-term plan / aspirations for the wider fleet across the Council. The Council is looking for a solution whereby the charger is able to distinguish between vehicles, i.e. a Council and personal vehicle, with little to no input required from the operator/driver. It is also the Councils preference that the chargers are the responsibility of the homeowner or supplier of the charger. Please note that WCBC is not looking for any kerb-based solution or public charging points as part of this procurement exercise. Wrexham County Borough Council will likely be looking to establish a Framework Agreement for Void and Decant Property Repairs and Refurbishment / Planned Maintenance. This will be let within the next 12 months. Exact scope is yet to be confirmed

Wrexham County Borough Council will likely be looking to establish a Framework for the installation of external wall insulation (EWI). This will likely include associated enabling works and repairs including minor ancillary works on occupied Council owned domestic properties. It is also likely that the Framework will include for the Repair and Maintenance of external wall insulation (EWI) and associated enabling works, including minor ancillary works on occupied Council owned domestic properties within the Wrexham County Borough.

Within the next 12 months Wrexham County Borough Council will likely be going out to market for a Framework for the Installation of Domestic Heating Systems for is domestic properties. This will cover full Central heating systems, Boiler replacements and radiator replacements.

Within the next 12 months it is anticipated that Wrexham County borough Council (WCBC) will go out to tender for a Framework for the Installation of Windows and Doors. The supply windows and doors is separate to this. It is envisaged that the Framework will cover the installation for the replacement of windows, doorsets and associated products; and supply and installation for any other work to the external envelope of occupied Council owned domestic properties within the Borough. Products that may be included are: 1. Windows (Installation Only) 2. Composite Doorsets (Installation Only) 3. Cladding

Wrexham County Borough Council will shortly be going out to tender for a four-year Framework for Landscape / Grounds Maintenance. It is anticipated that up to two Contractors will be appointed to this Framework and will cover the Councils Commercial Estate as well as any Schools who wish to utilise the services of this Contract. The service will maintain the health and vigour of the soft landscape in a way which will encourage continued establishment and maintain a high-quality appearance. The works will briefly comprise: a) Checking the health of the soft landscape elements. b) Tidying the site and working areas. c) Pruning and thinning trees and shrubs. d) Weed control for trees, shrubs, hard areas and amenity areas. e) Grass cutting, including schools. f) Fertiliser application, mulching and watering. g) Keeping paved areas free from leaves h) Keeping paved areas free from moss It is anticipated that work will be let under JCLI Landscape Works Contract. Interested Contractors are encouraged to register on Sell2Wales and Find a Tender in preparation of the tender being published.

UK 3 - Planned Procurement Notice Wrexham County Borough Council and Flintshire County Council intend to re-commission its Adult Community Learning provision. The contracted provision will centre around Essential Skills delivery (for accredited and non-accredited learning) and will be embedded within the wider portfolio of Family Learning, generic personal development and wellbeing courses, all designed to improve skill levels and enhance employability opportunities for adults across North East Wales. Wrexham County Borough Council and Flintshire County Council intends to commission two separate contracts – for each respective local authority, to provide a range of community-based learning opportunities to adults aged 19+.
