Under s149 of the Environmental Protection Act 1990, local authorities have a statutory duty to deal with stray dogs and must appoint an officer for the purpose of discharging their stray dog functions. Local authorities are required to seize stray dogs found in a public place and detain them for up to seven days. The local authority is also required to lawfully dispose of the dog after seven days if not claimed by the owner.

HE1076 Wiltshire Council Machine Surfacing Term Contract
This is a term contract for the delivery of countywide machine surfacing and patching works, supporting highway maintenance, safety repairs, and network improvements to extend asset life and improve road condition and ride quality.
This contract requires the Contractor to plan, coordinate and deliver machine surfacing and patching works across Wiltshire Council’s highway network, including all preparatory activities needed to achieve the required standards for surface quality, texture and skid resistance. The service includes the replacement of road markings and road studs (cats’ eyes), together with the provision of all necessary traffic management.
The works will primarily involve major resurfacing schemes using Dense Bitumen Macadam (DBM), Stone Mastic Asphalt (SMA) and Warm Mix Asphalt products, with Hot Rolled Asphalt and chippings used where required. Smaller-scale machine patching works will also be undertaken to provide permanent repairs to localised carriageway defects.
In addition to resurfacing activities, the Contractor will carry out minor civil engineering works where necessary, such as adjusting or replacing covers and gratings, cleaning drainage systems and undertaking carriageway siding works in advance of resurfacing.
The Contractor is expected to promote innovation and continuous improvement by proposing alternative materials and construction methods that deliver enhanced performance, durability, value for money, carbon reduction and environmental benefits. They must also identify opportunities to minimise disruption to road users and reduce the time spent on site.
The Contractor will programme works to ensure they are delivered safely and evenly across the county throughout the year, while monitoring and reporting the carbon footprint of activities and providing social value commitments aligned with Wiltshire Council’s priorities.
The development of a new Strategic Central Depot at Bowerhill, Melksham, forming part of a wider programme to rationalise and modernise the Council’s operational estate. The depot will consolidate multiple existing facilities and services, including Highways, Waste, Streetscene and Fleet operations, into a single multi-functional site.
The Home from Hospital service is a highly collaborative and coordination-focused service providing, flexible practical support (not personal care) for a period of up to 4 weeks.
The service is for vulnerable Wiltshire residents (aged 18+) who are medically fit for discharge but unable to return home due to practical barriers.
The service runs from Monday to Friday with flexibility to support over weekends when there are Hospital pressures.
The service is responsive and works effectively with a range of partners to facilitate discharges.
The successful service provider will have skills in navigating and coordinating solutions that prevent an individual being discharged home.
Tasks are likely to include:
• Presence within each of the hospitals in Wiltshire (GWH, RUH and SFT) and the community hospitals
• Meeting with individuals on wards to understand barriers to their return home and being innovative in co-producing resolutions
• Supporting individuals to pay for services or goods to support their discharge home (food, locksmiths, deep clean services)
• Signposting to advice and support around benefits and accessing emergency funding
• Linking up with the individual with community support available and other services to resolve complex but practical issues (befriending, shopping, meal services, accessing property etc)
• Home preparation before discharge, accessing property (with consent), removal of clutter, coordinating access for equipment deliveries and ensuring utilities are accessible (gas, electric and food)
• Supporting individuals with building resilience upon their return home to remain independent longer term
Wiltshire Council has Section 31 (S31) grant development funding from the Department for Education to deliver Home Learning Environment (HLE) interventions. HLE refers to the quality of learning, interaction and stimulation a child experiences at home and is a key driver of school readiness and long-term outcomes. Evidence shows that improving HLE has a significant impact on:
• Language development
• Cognitive skills
• Social and emotional development
The funding will be used to target 80 disadvantaged families, with a particular focus
on:
• Low-income households
• Groups with low engagement in early years services (including those not taking up funded childcare offers)
• Children at risk of poor school readiness
Delivery of HLE interventions will be undertaken by the Recipient, using a targeted, outreach-based model of support. Practitioners will be trained in the PEEP (Learning Together) model, an evidence-based programme included within the Department for Education’s menu of HLE interventions and suitable for use with government funding.
The Recipient shall work collaboratively with the Family Hub supplier, Spurgeons, to support the identification and engagement of appropriate families for the Project
The procurement will cover the delivery of the Warm & Safe service, which aims to reduce fuel poverty, improve energy efficiency, and support vulnerable residents to live in warm, safe, and healthy homes across Wiltshire. The service will provide preventative, advisory, and practical support, working closely with partner organisations and statutory services. The scope of the new contract is proposed to be delivered through a lotted approach, reflecting the distinct functions and skill sets required to deliver an effective Warm & Safe service.
This PME is being carried out under GCA Framework RM6343 Estate Management Services 2. Only the 35 suppliers appointed to Lot 5: Valuation and Compulsory Purchase Orders are invited.
Wiltshire Council owns a varied general fund asset portfolio in the region of 640 property assets including leisure centres, schools, car parks libraries, offices and depots. The total general fund asset value is currently estimated at approximately £830m. The Consultant is required to provide the Authority with valuations that are compliant with the relevant professional standards and guidance in place at the date point of the valuations, which includes: • Chartered Institute of Public Finance and Accountancy (CIPFA) Code of Practice on Local Authority Accounting ('The CIPFA Code') and any other relevant guidance. The Authority requires a five-year rolling programme of its general fund assets (i.e. a third of the general fund assets valued annually), and an annual material movement report for its general fund assets for those assets not valued in that year. • An annual valuation of general fund assets covering asset classes that require annual valuations. • An annual valuation of assets being held for investment purposes must also be carried out. • The Authority also requires annual year end-valuations for the Council's HRA housing stock and garages. • Individual asset valuations will be required for individual components in accordance with the Authority's accounting policy on componentisation. • The Authority requires an annual review of useful asset lives. • Asset valuations must have regard to any impairment events. • The instruction will include valuations of the Council's agricultural estate. It is recognised that the Consultant may not have the expertise within the firm to value agricultural property. In such circumstances, it will be acceptable to sub-contract the valuation of agricultural property. The aim is to appoint a consultant/s that will be able to provide the Authority with valuations that are compliant and with the relevant professional standards and guidance in place.
