To procure a supplier to provide a corporate property management system to Westminster City Council. The Contracting Authority reserves the right to modify the terms of this procurement in accordance with section 31 of the Procurement Act 2023. Any modification to this Tender Notice and/or the associated procurement documents shall be made, published and notified to suppliers in accordance with the requirements of the Procurement Act 2023. The Authority may amend procurement documents, requirements, award criteria, contract terms, specifications or procurement timetables and may extend relevant deadlines where required. Contract Modifications / Additional Services Option The Authority intends that the contract awarded following this procurement will include a clear, precise and unequivocal contractual mechanism enabling the Authority, during the Contract Period, to require the successful supplier to provide certain additional services, service elements, modules, functionality, integrations, licences, implementation services, migration services, configuration services, training services, support services, consultancy services, reporting services, data services and/or other related services connected with the Corporate Property Management System. The additional services which may be required are those identified in the procurement documents, including the Specification, Pricing Schedule and Additional Services Schedule. The contract will specify the circumstances in which the Authority may require such additional services, the procedure for instructing them, the applicable pricing or charging mechanism, and any maximum aggregate value applicable to such additional services. The Authority anticipates that any instruction for additional services will be made by written notice to the supplier in accordance with the contract. The Authority is not obliged to require any additional services and may elect to require none, some or all of the additional services identified in the procurement documents. The estimated value stated in this Tender Notice includes the Authority’s estimate of the value of the core services and the potential value of additional services that may be instructed under this option. The aggregate value of additional services shall not exceed £100,000 excluding VAT. The inclusion of such value does not constitute a commitment by the Authority to purchase any additional services. The Authority considers that this mechanism is intended to constitute an express contractual option and a permitted modification mechanism for the purposes of section 74 of, and paragraph 1 of Schedule 8 to, the Procurement Act 2023, provided that any such modification is made in accordance with the contract and does not change the overall nature of the contract.
Westminster City Council (WCC) is looking to procure services for two Waste Treatment contracts – The Treatment of Dry Recycling (Lot 1) and the Treatment of Organic Waste (Lot 2). The contracts are due to start in April 2027, for a period of 3 years (with the option to extend for an additional 2-year period at the Council’s discretion). TO CONFIRM, THE COP/ISIT SUBMISSION PERIOD FOR LOT 1 (RESPONSIVE REPAIRS & VOIDS) IS NOW CLOSED (DEADLINE WAS 12:00 NOON ON 1ST JUNE 2026). THE PURPOSE OF THIS NOTICE IS TO INITIATE THE COP/ISIT STAGE FOR LOT 2 (MAJOR WORKS) The reason for this additional notice is due to a technical error with previous notice https://www.find-tender.service.gov.uk/Notice/042997-2026. Westminster City Council (the ‘Council’) has a statutory duty to deliver repair and maintenance services to its 21,000-strong housing stock, comprising approximately 43% leasehold properties, 57% tenanted homes and 145 High Rise Buildings (HRB) across the Borough. It is also worth noting that 41% of the Council’s housing stock is located within a conservation area, whereas 17% of the buildings are listed properties. Furthermore, the Council delivers major works and planned cyclical construction-based maintenance with the view of continuously improving the physical and social infrastructure of its housing stock. Currently housing repairs, maintenance and works are delivered via eight (8) Term Partnering Contracts (‘TPC’) which were procured in 2017 and 2019 for a period of up to ten (10) years as follows: • Responsive Repairs and Voids • Major Works (2 separate contracts covering North and South of the Borough) • Mechanical • Electrical • Domestic Heating • Lifts • Aids & Adaptations The Council is intending to re-procure these contracts based on revised scopes as part of an overarching Strategic Alliance Agreement, based on the FAC-1 Framework Alliance Agreement which all appointed contractors will be required to sign up to along with the contract documents specific to each requirement. Taking into account the differing expiry dates of the TPCs, the various Section 20 consultation requirements, as well as the indicative timelines associated with each retendering process, the Council determined that the re-procurements will be delivered in tranches. The Council issued a Preliminary Market Engagement (PME) Notice related to this procurement (Ref 2025/S 000-061916) on 2nd October 2025 (https://www.find-tender.service.gov.uk/Notice/061916-2025) supplemental to PME Notice with reference 2025/S000-022847 dated Monday 19th May 2025 (https://www.find-tender.service.gov.uk/Notice/022847-2025) for the purpose of inviting interested market suppliers to engage in detailed consultation around the proposed procurement model and the new contract opportunities for responsive repairs and voids and major works. For information, and in addition to the existing TPCs referenced above, the Council will also be procuring the following requirements through separately regulated processes: Establishment of a Planned Preventative Works Framework Specialist repair and maintenance contracts, including but not limited to minor works, roofing, damp and mould, plumbing and drainage Various Health & Safety Compliance contracts, and Establishment of a Professional Services Framework This tender notice provides details of the procurement for the Responsive Repairs & Voids contract and the Major Works contracts, which form part of the first tranche. The procurement is a lotted Procurement with Responsive Repairs & Voids constituting Lot 1 and Major Works constituting Lot 2. The procurement is to be conducted as a Competitive Flexible Procedure (CFP) and the structure will follow the same approach for both lots: a. Westminster City Council (the Council) is seeking to appoint a single, independent supplier to deliver the Highways Audit & Asset Management (A&AM) Contract. The supplier will provide audit and compliance services, asset management services and other professional services supporting the Council's Highways & Public Realm Contract. The A&AM supplier will provide objective scrutiny, assurance and challenge and must remain operationally and professionally independent from the Highways & Public Realm contractor. • audit of performance information, contractual compliance and delivery against the Highways & Public Realm Contract; • commercial and cost assurance, including review of estimates, applications, final accounts, compensation events, Price List items, indexation and volume rebate calculations where specified; • technical assurance, inspections, design reviews, defects and compliance audits; • asset-management strategy, inventory and data assurance, planned preventative maintenance programme development, BCI calculations and statutory/industry data reporting; • responsible procurement, social value and carbon-reduction requirements, including assurance of relevant Highways & Public Realm contractor tender commitments where required by the Scope; • use of the Council's IT Solution, including CAMS, HMMS, BSMMS and CMS, to support evidence-based audit and asset-management activity; and • additional specialist and professional services instructed through Task Orders within the scope and maximum value of the Contract. Contractual reporting and improvement requirements include an Audit Plan (the first due no later than one month after the Starting Date and, for subsequent years, a draft due by 1 March), monthly Performance Reports under Schedule 5, and an annual Innovation Report identifying at least five improvement opportunities and quantifying financial, carbon and customer benefit. The intended form of contract is the NEC4 Term Service Contract. The initial term is three years from 1 April 2027 to 31 March 2030, with up to two optional one-year extensions at the Council's discretion and subject to the Contract. Since Westminster City Council (WCC) carried out a pilot test of shared power supply charge points, or lamp column charge points (LCCP), alongside resident parking bays in 2017, the council has embarked on several significant expansion programmes resulting in a total of 2,332 LCCP being present on the WCC maintained public highway as of July 2026. This service is predominantly aimed at the Westminster residents, with just over 30% of parking permit holders owning an EV. This contract is currently let to Siemens Plc, with Ubitricity acting as a sub-contractor, and consists of 951 charge points (all manufactured by Ubitricity). All charge points were purchased by WCC through a concessionary contract procured via the TfL GULCS Framework. They have a working life of at least 10 years and are compatible with the Open Charge Point Protocol (OCPP) version 1.6, so there is an opportunity for a Supplier to provide a service for at least 5 years once the contract has concluded.

Westminster City Council is undertaking a comprehensive re-procurement programme for its housing repairs, maintenance and works contracts, currently delivered through a portfolio of Term Partnering Contracts (TPCs). The Programme forms part of the Council's wider strategic approach to the management, maintenance and improvement of its housing portfolio and is being delivered through a multi-tranche procurement programme supported by a Strategic Alliance model. The Council manages approximately 21,000 homes across the City, including a significant number of high-rise residential buildings, listed properties and buildings located within conservation areas. As part of Tranche 2 of the programme, the Council intends to procure a new borough-wide contract for Aids and Adaptations to replace the existing arrangement, which is due to expire in September 2027 subject to a 12-month extension being utilised. The future contract is expected to form part of the Council's wider Strategic Alliance delivery model for housing repairs, maintenance and works services. The appointed provider may be required to enter into the Strategic Alliance arrangements and work collaboratively with other appointed providers to support the delivery of improved resident outcomes, innovation and value for money. The existing Aids and Adaptations contract supports some of the Council's most vulnerable residents through the delivery of major and minor adaptations, planned works, responsive repairs, servicing, inspection and certification activities associated with specialist accessibility equipment and adaptations. The current contract is due to expire in September 2026, with a short-term extension proposed to facilitate the re-procurement process and ensure continuity of service. The Council intends to undertake a competitive procurement exercise under the Procurement Act 2023 to appoint a single borough-wide provider to deliver the future service. The future contract is currently anticipated to include, but not be limited to: • Delivery of major and minor adaptations following Occupational Therapist recommendations; • Installation, refurbishment and replacement of wet rooms and level access showers; • Installation, refurbishment and replacement of low-level and accessible kitchens; • Supply, installation and maintenance of stairlifts, ceiling track hoists, fixed lifting equipment and associated accessibility aids; • Responsive repairs, emergency repairs and out-of-hours support; • Planned preventative maintenance activities; • Inspection, servicing, maintenance and certification of specialist equipment; • Feasibility assessments and adaptation recommendations for occupied and void properties; and • Associated building works required to facilitate adaptations. The Royal Borough of Kensington and Chelsea (RBKC) and Westminster City Council (WCC) are undertaking preliminary market engagement in relation to the future procurement of Learning Disability Community Support Services. The Councils are seeking feedback from providers and other interested organisations to inform the development of service specifications, contract structure, procurement approach, outcomes framework and key performance indicators. The proposed services are intended to support adults with learning disabilities and/or autism to maximise independence, wellbeing, community participation, employment and volunteering opportunities, and social inclusion. The Councils are currently considering procuring: (1) An Enablement Hub Service for WCC. (2) A Moderate-to-Complex Community Support Service for RBKC. The wider programme may comprise up to three service elements. Market engagement for the volunteering-focused element has already been completed and is therefore excluded from the scope of this engagement. Feedback is currently being sought only in relation to the services described in this notice. The procurement is anticipated to be undertaken under the Procurement Act 2023 Light Touch Regime, with contract commencement anticipated from April 2027. The Royal Borough of Kensington and Chelsea (RBKC), working in partnership with Westminster City Council (WCC), is undertaking a market engagement exercise to gather information regarding premises that may be suitable for the delivery of the proposed Adult Social Care Mental Health Day Opportunities model. The proposed service model is expected to commence during Spring/Summer 2027 and is currently being developed following earlier market engagement activity. The model is anticipated to comprise three locality-based hubs across the borough: (i)North Hub (ii)South Hub (iii)Cultural Hub (located in the north of the borough) These hubs will provide accommodation to support staff delivery, key working, care coordination, group activities and service user engagement. The service model will also utilise community assets across the borough, including community venues, libraries, green spaces and other suitable facilities to support flexible delivery within local neighbourhoods. Through this engagement, the Council wishes to better understand: (i)The availability of suitable premises within the borough. (ii)Capacity, accessibility and physical characteristics of available spaces. (iii)Potential leasing, licensing or partnership arrangements. (iv)Opportunities to support community-based mental health day opportunities from existing assets. (v)Indicative costs, constraints and considerations relating to premises provision. The requirement: The Council requires a housebuilder warranty and insurance policy for the 291 Harrow Road development. The Council, acting as the developer, has appointed a main contractor to undertake pre-construction services and ultimately to construct three towers at the 291 Harrow Road site. In total the three towers will deliver 144 new homes. Construction is due to commence in late 2027. Council requires a suitable warranty and insurance provider for the new build including cover for the works and structural warranty post-completion. The requirement is for a 12-year policy, including the two-year defect liability period after the practical completion. It must cover both the private sale and social rent units. The policy must protect purchaser deposits if the contractor becomes insolvent before completion, a warranty for the private sale building block (which is attached to an existing already insured Private Accommodation Building), and appropriate for both UK and overseas purchasers. The provision of on-street EV charging is a core component of the Council’s wider commitments to deliver a net zero Council by 2030 and a net zero city by 2040, as set out in the Climate Emergency Action Plan. Improving air quality remains a major public health priority in Westminster and accelerating the shift away from fossil fuelled vehicles is central to reducing local emissions of NO₂ and PM2.5. The Council’s Air Quality Action Plan 2025–2030 reinforces the need to support cleaner transport choices, while the Sustainable Transport Strategy positions EV infrastructure as a key enabler of behaviour changes alongside active travel and freight reforms. Westminster City Council (WCC) is looking to procure a contract covering the 39 AC ‘fast’ charge points from our first round of installations made under the Pan London Agreement. As part of Tranche 2 of the programme, the Council is seeking to appoint suitably qualified and experienced providers to deliver comprehensive mechanical, electrical and domestic heating maintenance, repair, replacement and installation services across its housing portfolio. The Mechanical contract is expected to include the planned preventative maintenance, inspection, testing, repair, renewal and replacement of communal mechanical assets and systems, including communal heating and district heat network infrastructure, boiler houses, mechanical ventilation systems, cold water storage tanks and pumps, sewage and stormwater pumping stations, controls and associated plant. The scope is also anticipated to include water hygiene management, legionella compliance activities, 24/7 emergency response services, and support for the Council’s Building Safety Act and Golden Thread obligations. The Council is additionally exploring the potential inclusion of broader heat network maintenance, repair and operational services and welcomes feedback from organisations with relevant experience in this area. The Electrical contract is expected to cover the inspection, testing, maintenance, repair, renewal and installation of electrical systems and associated infrastructure, including landlord and communal electrical installations, fixed wire testing, emergency lighting, landlord distribution systems, street and estate lighting, security and alarm systems, fire safety interfaces and low-carbon technologies such as solar PV, battery storage and electric vehicle charging infrastructure. The Domestic Heating contract is expected to include the servicing, maintenance, repair, replacement and renewal of domestic heating systems, including gas safety inspections, boiler and heating system replacements, associated pipework, controls, alarms and statutory compliance activities. Across all three service provisions, the Council expects providers to deliver safe, compliant, reliable and resident-focused services in accordance with all applicable legislative, regulatory and industry requirements.
