Foundations for Change Framework – Supporting Adults Aged 18–65 Years with Additional Support Needs
West Dunbartonshire Council on behalf of West Dunbartonshire Health and Social Care Partnership seeks to establish an Open Flexible Framework for the provision of community support services for adults aged 18 to 65 years who require additional support due to learning disability, autism, complex needs, physical disability, cognitive impairment including acquired brain injury, sensory impairment and mental health challenges. Services will be delivered through Self Directed Support Options 2 and 3 and will adopt an outcomes focused, person centred approach designed to maximise independence, improve quality of life and support individuals to live the lives they choose within their communities. Supporting Community Independence - Care at Home Framework for Adults - NEW ENTRANTS
This Contract Notice confirms that the Supporting Community Independence - Care at Home Framework for Adults has now been established in accordance with Regulations 74-76 of the Public Contracts (Scotland) Regulations 2015 (further referred to as 'the Flexible Framework Agreement').
This Flexible Framework Agreement was established for the provision of Care at Home Services which will be delivered to Supported Persons residing within West Dunbartonshire and who are clients of the Council acting on behalf of West Dunbartonshire Health and Social Care Partnership (HSCP).
The Flexible Framework Agreement will remain open to allow new Providers ("New Entrants") to participate throughout the Open Period. Further information about New Entrant applications is set out in Section VI.3, Additional Information.
The value provided in II.1.5 is an ESTIMATE only for the total period of the Flexible Framework of 5 years, with an option to extend a further 2 years which will be 5 April 2033.
Supported Accommodation for Care Experienced Young People
Housing and independent living support for young people.
As part of our What Would it Take? plan, West Dunbartonshire Children's Services are developing a housing service for care experienced young people, where they can learn independent living skills in a nurturing and safe environment.
We have made a Promise to our young people, that we will provide support for them to branch out into adult life, learn from mistakes and always experience positive regard and respect. We have consulted our young people to understand what this should look like for them. Now we seek your expertise and experience to build on this.
We are developing a property in the West Dunbartonshire area, suitable for 6-8 young people. We would like to work in partnership with an experienced provider, who can understand the needs and vulnerabilities of young people with care experience, who can work with them and their networks, to understand their rights and options and to work towards their outcomes.
Young people will need 24/7, 365 support available in house. They will need support with transitions and changes in their lives, as well as with learning practical independent living skills. They need relationship focused services, that see their strengths and value them as individuals, providing outreach as needed, to promote positive moves onward.

Fostering & Continuing Care Services for Children and Young People
West Dunbartonshire Council is committed to Keeping the Promise for children and young people and improving outcomes for those with care experience.
The Council intends to establish a framework for Fostering and Continuing Care Services for Children and Young People. The service specification has been co-produced with children, young people, families and existing partners.
The Council wishes to notify the market of this forthcoming opportunity and welcomes interest from registered and experienced foster care providers.
What Would It Take? Community Support for Children Affected by Disabilities
As part of our What Would it Take children's services 5 year plan, West Dunbartonshire HSCP are keen to develop community based support for children and young people with disabilities and their families.
We have made a Promise to listen to families views experiences and we will integrate these into how we develop our service. We would like to partner with an experienced and creative provider(s) to bring together a needs led and adaptable service, that can support children and young people at home and in their communities with an evidence based, whole family support approach.
We would like to invite interested providers to attend a consultation event on Tuesday the 28th July, at the HSCP offices in 16 Church Street, Dumbarton, G82 1QL.
We would like to share our plans to date, and to learn from your expertise about how we can shape a resilient and inclusive service, where our children and young people will be supported to meet their outcomes through individualised support and fun opportunities.
