The objective of this work is to gather business waste profile data, ideally collected from surveys, from a sample of NI business units to record their on-site waste provision. We would expect this work to be carried out in person using WRAP’s pre-populated questionnaire. Bidders are expected to undertake fieldwork and make on-site records of service provision, although additional approaches to improve data quality can be considered. Improved bottom-up data from site assessments will be added to the current dataset that WRAP has from previous years. Improved baseline data will help WRAP better inform the government of realistic impacts of proposed policies in achieving the Circular Economy Package (CEP) 65%+ municipal recycling target (by 2025), including both and the Climate Change Act (CCA) 70% recycling target (by 2030). The detail of the CCA target is yet to be defined but is expected to include municipal, as well as commercial and industrial (C&I) waste. WRAP is conducting preliminary market engagement to understand market capability and capacity for the provision of Standards Development services, ahead of an anticipated Invitation to Tender in October 2026. The intended contract is a single, non-lotted award covering the full scope described below (Phase 1 and Phase 2 are phases of delivery under one contract, not separate lots). This engagement was conducted in two stages. An initial RFI (V1) was issued; a revised RFI (V2) was subsequently issued to refine the questions asked and obtain more detailed market insight. Both stages form part of this single preliminary market engagement exercise. The engagement covers the following anticipated scope of services: -Drafting, editing, reviewing, and refining standards, specifications, and technical guidance documentation. -Conducting product screening Life Cycle Assessments (LCAs), including updating an existing eligibility screening tool and associated calculations, and producing LCAs for single-use comparator products. -Translating technical subject matter into clear, user-accessible written content. -Managing stakeholder engagement and consultation processes, including incorporating feedback into draft standards. -Managing review cycles, including engagement with a Standards Development Committee, ballots, public comment periods, and periodic reviews. -Advising on governance, version control, and document management for standards outputs. -Producing publication-ready documentation. The anticipated work is phased under a single contract: -Phase 1 — expansion of an existing Refillable Product Standard (launching September 2026) to additional product categories, comprising screening LCAs, comparator LCAs, updates to the eligibility screening tool and formulas, standard and guidance document updates, and management of the Standards Development Committee and public comment process. -Phase 2 — development of new standards within WRAP's product standards suite, in collaboration with WRAP and strategic partners, to create Circular Living standards. The engagement sought insight into supplier experience, delivery models, relevant expertise and accreditations (e.g. UKAS, ANSI), risks and success factors, quality assurance approaches, and indicative delivery timelines and budget ranges, to inform the scope and structure of the future procurement. WRAP is exploring a Collective Action Project (CAP) for the Great Ouse catchment. For WRAP, a Collective Action Project means a locally coordinated project where different organisations work together on shared water challenges. The aim is to bring together local organisations, growers, land managers, businesses and other partners to identify shared water challenges and agree practical actions that will result in a healthy more resilient catchment. A recent scoping phase identified Cambridgeshire and Bedfordshire as priority areas because of their importance to UK fresh produce supply and the water pressures facing the catchment. These include water scarcity, pollution, sensitive habitats and the need to protect rivers, chalk streams and lowland peat. WRAP expects to appoint a single accountable organisation, which may draw on partners or subcontractors. The successful organisation will need strong local knowledge, good relationships with farmers and land managers, experience of catchment or water-related projects, and the ability to coordinate partners and work collaboratively with WRAP. This RFI will help WRAP understand whether there is enough interest, experience and capacity for this work, and whether this is the right approach or if an alternative would be more suitable. WRAP are seeking to understand the current market for the provision of independent statutory external audit services and to inform the development of a future procurement exercise via this pre-market engagement. The anticipated requirement is for a suitably qualified and registered external auditor to provide independent statutory external audit services to WRAP. The appointed auditor would be expected to work professionally and independently, whilst maintaining constructive engagement with WRAP's Finance Team, senior management, Global Audit and Risk Committee and Trustees. The requirement is anticipated to include the audit of WRAP's consolidated/group accounts and standalone audits for two UK subsidiaries: Accelerating Growth Fund Ltd and WRAP Enterprises Ltd. The requirement may also involve oversight and coordination of international audit activity and component auditors, where applicable.
