Over the past few years, there has been an increasing shortage of immigration advice available in Warwickshire. The WCC Migration Team commissioned this service to ensure that eligible refugees and asylum seekers in Warwickshire have timely access to regulated, high-quality immigration advice and legal support, enabling them to secure their immigration status, access their rights and entitlements, and successfully integrate into local communities. The Council is undertaking this market testing exercise to better understand the availability, capacity, and experience of organisations providing immigration advice services. This exercise is intended solely to gather market intelligence and does not form part of any formal procurement process We are seeking to explore innovative ways of delivering the model that will best meet the needs of asylum seekers and migrants across Warwickshire as well as supporting our staff to become competent IAA registered advisers.
Warwickshire County Council is looking to extend the period of validity for it's existing Dynamic Purchasing System (DPS) for the provision of Ice Cream Concessions at Warwickshire County Council owned Country Parks. There are currently licences in operation at Kingsbury Water Park, Burton Dassett Hills, and Ryton Pools, and it is proposed further ice cream concessions will be rolled out across other Warwickshire County Council owned Country Parks. The Council has a wide range of waste materials to manage across Warwickshire, as a result of increasing waste segregation, these materials vary in terms of tonnage and value. This segregation has resulted in the creation of several niche or low-volume materials, including automotive batteries, oil, chemicals, paint, gas cylinders, fire extinguishers, printer cartridges, plasterboard, various plastics, glass, non-ferrous metals, textiles, and waste upholstered domestic seating. The Council needs to have contracts in place for these waste materials brought to the HWRCs/Waste Transfer Stations by the public, commercial traders, the waste collection authorities, or suppliers acting on their behalf and charities. The Council is proposing to manage these types of waste materials through this DPS. Managing these waste materials is key to supporting the safe and compliant handling of waste in Warwickshire. The estimated value is expected to be circa £3,000,000 over the life of the DPS however, should unexpected circumstances / demand arise, this value could increase to circa £5,000,000. These figures are estimates provided in good faith.

Operators/Suppliers accepted onto Warwickshire County Council's Passenger Transport Service using a Taxi or Private Hire Car Dynamic Purchasing System (DPS) will be offered the opportunity to tender for home to school taxi routes as and when they arise. The required vehicle size for this contract is no more than 8 seats. Passenger assistants may be required on some routes. Training for staff will be required on all routes (please refer to DPS agreement for training requirements). The Council's transport requirements will only be offered to those Operators/Suppliers who have applied to join and been accepted onto the Authorities DPS for taxi and private hire car services. The County Council will also require that all due diligence checks have been completed and are satisfactory. The DPS will comprise of a list of pre-approved operators who will then have the opportunity to tender for business opportunities as they arise. WCC are seeking a solution providing a degree of automation and efficiency to support the challenges we currently face in the way we broker our various service areas. The Council is exploring what solutions are available in the market to address some of these challenges and whether a centralised brokerage system for some or all services could 'pay for itself' in reducing the amount of staff time spent on these processes. The Council has not commissioned a service such as this before and therefore wants to engage with a variety of organisations, in a confidential setting, so that we can ensure we have considered all possible options.

The Warwickshire Abandoned Vehicle Partnership was established in 2004 to combine the powers that can be used to remove nuisance and abandoned vehicles from communities within Warwickshire. In 2008 the partnership obtained devolved powers from the DVLA to remove unlicensed / untaxed vehicles. The Partnership comprises of the following public bodies: • North Warwickshire Borough Council (NWBC), • Nuneaton and Bedworth Borough Council (NBBC), • Rugby Borough Council (RBC), • Warwick District Council (WDC), • Stratford District Council (SDC), • Warwickshire Police, • Warwickshire Fire and Rescue Service and • Warwickshire County Council - Waste Management Group. The abandoned vehicle aspect of the Contract covers the recovery, storage, and disposal of abandoned vehicles across the whole of Warwickshire. Currently the partnership has a cost neutral contract in place, where all income associated with reclamation of vehicular materials and / or sale of vehicles at auction is retained and used to cover the cost of the collection, storage, and administration. The number of vehicles recovered in 2025-26 was 151. The waste element is a statutory service, with five district and borough councils acting as key stakeholders. There are significant implications for local safety, amenity and the environment if the service does not operate effectively. Where an abandoned vehicle service is poor, vehicles can be left on the highway for extended periods. This creates safety risks, including increased potential for arson or anti-social behaviour, and undermines public confidence. It also places a disproportionate burden on limited waste officer resources, with time diverted to chasing the contractor, resolving disputes, and managing complaints rather than delivering other pressing statutory waste objectives. The Council requires a contract that delivers a reliable, responsive service with clear lines of responsibility, ensuring that vehicles are removed promptly and efficiently. This will enable officer time to be used effectively and proportionately. We would expect this element of the service to be broadly cost neutral, with the exception of caravans. There is also a requirement for the provision of diesel and petrol vehicles to support training and operational preparedness by Warwickshire Fire and Rescue Service. Fire and Rescue Services have a statutory duty to plan, prepare for, and respond to emergencies, and access to suitable vehicles is essential to maintaining this capability. The number of vehicles required per annum typically ranges between 60 and 180. These vehicles are used in realistic training scenarios and are routinely cut up and/or dismantled as part of rescue exercises. This service must therefore include full depollution, delivery to, and collection from Warwickshire Fire and Rescue Service locations, as well as recognition that vehicles supplied for this purpose will be destroyed while fulfilling a critical public safety function. As part of this Market Testing, we are seeking to address the structure of the subsequent procurement exercise i.e., should this remain as one Contract, or should this be split into Lots, or, separate procurement exercises altogether.

Warwickshire County Council ("the Council") is undertaking Preliminary Market Engagement (PME) to explore the provision of a digital pocket money solution to support children and young people in its care, including those placed in residential children's homes. The Council currently operates a range of locally managed, predominantly cash-based processes to administer pocket money and personal funds. While these arrangements are functional, they present challenges in relation to financial control, auditability, safeguarding oversight, and administrative efficiency, as well as consistency of practice across different settings. As part of its wider finance transformation and digitalisation agenda, the Council is seeking to understand the market for secure, user-friendly solutions that can: • Improve financial governance and transparency, including full audit trails and reporting • Strengthen safeguarding arrangements, ensuring appropriate use of funds and oversight by carers and the corporate parent • Reduce manual administration and cash handling risks • Provide a simple, accessible user experience for children, young people, and staff • Enable scalable, standardised processes across multiple homes and cohorts The Council is particularly interested in solutions such as prepaid cards, digital wallets, or app-based platforms that are suitable for use in regulated care environments and can operate within a local authority control framework. This PME exercise is intended to: • Understand available solutions, delivery models, and levels of market maturity • Inform the Council's requirements, specification, and procurement strategy • Identify potential risks, implementation considerations, and dependencies • Assess supplier appetite and innovation opportunities This exercise does not represent a commitment to procure any solution at this stage.
