The Council are looking at ways to help residents and businesses in the district reduce carbon emissions and energy costs. with the aim of reducing carbon emissions across the district.
While there is additional work to do around supporting businesses, as the first stage of this strategic goal work, the Programme Board supporting officers have been exploring the ways in which the Council can support private residents, in addition to existing schemes such as the government grant schemes. One method of supporting residents is to provide a loan, at a lower interest rate than a standard bank loan. Officers are also considering the option of including a small grant alongside the loan, to incentivise residents.

Soft market testing for Newbold Comyn Cycling Operator
The creation of the cycle trails and associated facilities is the first part of delivery of the Newbold Comyn masterplan. British Cycling and Sport England have made a grant award to the Council supporting the construction of approx. 4km of cycle trails and the refurbishment of an existing building as a cycle hub. The trails have been constructed, and opened in October 2023 under the management of Council officers and with the support of specialist contractors. The Council are aiming to have the services within this contract mobilised by no later than summer 2024.
The full facilities comprise:
• Blue, green and red standard trails around the north western third of the site. Trails are free to use and are designed to accommodate all abilities.
• Cycle hub - a refurbishment of the old golf shop to accommodate toilets,
Shop/cycle hire/minor repairs space and a cafe providing "coffee & carbs". The shop and café have been completed to a "shell" state and are to be fitted out internally by the appointed operator to suit its delivery model.
• Learn to ride area - a contained area adjacent to the Cycle Hub where safe learning to cycle can take place.
• Progressive jumps area near the trails.
• Pump track - mown grassy area for racing side by side, principally in the summer.
• Refurbishment of the existing BMX area at the adjacent Campion Hills site to accommodate Four-cross (4X) activity.
• Planting and landscaping to be completed between the newly created tracks,
In addition to the physical facilities, the Council has agreed a Development Plan with Sport England targeting the increase in cycling by specified groups of people within the community and will establish a "management group" to oversee delivery of that plan. The group includes British Cycling and voluntary local cycling groups. It will be a requirement of the appointed operator to join this management group, becoming an active member.
Anticipated requirements of the proposed contract are currently:
1. Management of the cycle hub building and delivery of the services offered within it.
2. Physical and safety management of the cycle trails.
3. Monitoring and liaison - provision of staffing to deliver the Operational Plan and grant conditions agreed between Warwick District Council and Sport England and liaison with stakeholders of the facilities.
The contractor will report to the Council's Sports and Leisure Contract Manager and be expected to liaise with officers responsible for maintenance contracts.

WDC - Hydrogen Hub within Warwick district boundaries
Warwick District Council (WDC) is looking to be a catalyst for developing a low carbon hydrogen economy in the area including the development of a green hydrogen hub, as the means by which the council's low carbon objectives can ultimately be delivered. We wish to engage with organisations interested in opportunities to lead on the development, delivery and operation of the low carbon hydrogen hub, working alongside the council.
The Council has also made an ambitious commitment to ensure that all of its contracted services are net-zero carbon by 2030. We would like to engage with suppliers to establish to what extent market could contribute to the delivery of a hydrogen hub in the District and how that could help to achieve this ambition along with wider carbon reductions for the District's communities and businesses.
We are currently exploring options regarding a range of potential contract types or delivery arrangements and would welcome feedback from the market on this. As well as exploring private sector funding through this exercise, we will consider Council funding to support this project, along with grants and subsidies available though government schemes.

This will largely be "off-street" to be in sympathy with the ambitions of Warwickshire County Council (WCC) who have responsibility for "on-street" EV charging installations. Providers should therefore note that the Council is not the local Highway Authority and as such delivery of charge-points through any potential contractual arrangement will be off the highway.
