The University of Portsmouth Higher Education Corporation ("the University") is undertaking pre-market engagement to seek views from experienced suppliers on its proposal for the implementation of a comprehensive health and safety (H&S) software solution across the University. This will replace current manual processes, reduce overall risk and support real-time monitoring and data-driven decision-making. The University has approximately 3,500 employees and 25,000 students. There are five faculties comprising of various individual schools, and then central academic and professional services. It is expected that any user can access the software to report a concern or incident and raise a query. It is anticipated that around 500 staff are likely to require enhanced access to complete processes such as risk assessments and inspections. A further 15 staff are likely to be full administration users of the system who can access dashboards, run reports and carry out audit or incident investigations.

The University of Portsmouth is currently assessing options for the potential procurement of an Agent Management Platform to support the management of agent relationships, contracts, commissions, performance and compliance activities. This Preliminary Market Engagement (PME) is an exploratory exercise and does not form part of a formal procurement procedure. Participation in this PME does not create any obligation on the part of the University to initiate or proceed with a procurement process. Furthermore, a decision not to participate in this exercise will not preclude any supplier from being considered in future tendering opportunities. The primary objective is to gain a deeper understanding of the market landscape, possible solutions and their functionality, industry best practices, indicative pricing models, and social value opportunities.
