The University of Edinburgh’s Accommodation, Catering and Events (ACE) is seeking contractors for cleaning services to a range of student accommodation. This will include full lease end cleans, with the main periods of peak being May through to September and also a flexible resource for weekly cleans, which are unable to be covered in house.
There is also a requirement to support commercial cleaning, including hotels and quick turnaround cleans following overnight stays.
The nature of the requirement can lead to extreme periods of peak and a need for flexibility in the pool of resources available across all areas. To support this and attract sufficient competition for all requirements, the University is proposing a lotted framework. Proposed lots are;
Lot 1: Lease End Cleaning (Including Specialist Cleaning) – Covers all planned and reactive lease end cleans and allows for specialist cleaning (Including carpet and Upholstery) Maximum 8 suppliers . Lot 1 will require the cleaning of approximately 5817 rooms from June to September and 4698 in September only.
Lot 2: Commercial Cleaning – Covers all commercial cleaning. Cleaning on this lot includes hotels and therefore has different requirements to Lots 1 and 3, including the standard. Maximum 3 suppliers. The number of rooms to be cleaned will depend on bookings received.
Lot 3: DOMUS Cleaning*: This is a separate lot due to the 24-hour turnaround requirement and the need to service multiple properties across the city within the same day. Properties are typically tenement-style flats (1–7 bedrooms) with a kitchen and shared bathroom(s). Access may involve multiple stair flights, with flats located from ground to fourth floor, and parking is often limited.2 suppliers. Lot 3 will require 885 rooms to be cleaned between May and September (based on 65% occupancy level)
Non-Torque Loading System for Electrical Machine Testing Including Drive System
The University of Edinburgh seeks to acquire a Non-Torque Loading System with a minimum power rating of 20 kW and preferably up to 50 kW or above. The system should be capable of applying non-torque loads to the shaft/rotor of the motor/generator under test of at least 50 kN in at least 2-axes, but preferably 3-axes. It should also have a speed range of at least 20-100 rpm, but preferably up to 10-1000 rpm. Preference is for electrically actuated non-torque loading.
Our researchers design, develop and test small electrical machines (at full scale), as well as downscaled prototypes of electrical machines for large offshore renewable energy applications.

Window Cleaning Services
The University of Edinburgh will shortly be going out to tender via a Restricted Procedure to engage suitably qualified, resourced and experienced suppliers to provide window cleaning services across the estate.
The University of Edinburgh is procuring window cleaning services across a large and diverse estate, including historic listed buildings and modern facilities, spanning multiple campus locations. The requirement is for a prompt, efficient and consistently high-quality service delivered year-round (52 weeks), with capacity to flex to changing priorities and emerging needs. Suppliers are expected to work collaboratively with University representatives and operate in a way that minimises disruption, as many buildings will be occupied during service delivery.
Window cleaning requirements include both planned/programmed cleans and reactive/short-notice cleans. For planned works, cleaning will be scheduled in advance and must be delivered to agreed timescales, with early notification to the University if issues arise that may affect delivery. For reactive requests, the University requires a same working day response to enquiries, with a quotation and agreed delivery timescales within 24 hours. Predominant cleaning method is expected to be reach and wash, however some buildings will require alternative access methods such as rope access/abseiling and MEWPs, and bidders must demonstrate capability to deliver these safely and compliantly.
A key operational feature is significant peak demand during defined periods, with a requirement for sufficient staffing, vehicles and equipment to deliver high volumes within short timescales. Quality sign-off is required following completion of cleans (by the University’s nominated representative). Contractors are responsible for taking due care of University fixtures and fittings and must report any defects discovered (e.g., broken or defective windows, hinges, safety catches) and any accidental damage immediately, in line with contract reporting procedures.

The University of Edinburgh is undertaking preliminary market engagement to improve our understanding of current and emerging supplier capabilities, products and solutions for a Student Record Platform.
The University is interested in student record systems that can integrate with its existing landscape, with the potential to rationalise and simplify the complexity of its current environment. This includes supporting areas such as exceptional circumstances, scholarships and assessment and progression,with the aim of delivering a more streamlined and effective solution.
The University currently has contractual arrangements in place for its existing student record system. This engagement forms part of longer-term planning and is intended to improve understanding of how the market is evolving, inform the University's business requirements and support the development of its strategic planning and any future procurement strategy.
SEBI-Livestock is seeking to procure a Supplier with an experienced evaluation team to conduct an impact evaluation of Gates Foundation aquaculture investments in Kenya, Nigeria and Tanzania. The evaluation will generate robust and actionable evidence on the impacts of these investments and will provide learning to inform investment decisions and inform scale up.
Trend BEMS Comprehensive Maintenance, Replacement and Upgrade Works
The University of Edinburgh is due to go out to market within the next month or two to invite competitive tenders to establish contracting arrangements with a single supplier for a fully comprehensive planned and reactive maintenance service for the UoE Trend building energy management system (BEMS) and associated control equipment. Fully comprehensive includes for supply, replacement and commissioning of faulty items associated with the BEMS. In addition, the Contract includes the provision for planned upgrade works.
The purchase of replacement equipment and provision for planned upgrades shall remain optional, at the sole discretion of the University, throughout the Contract Term.
The Contract is across the entire University of Edinburgh estate, which includes approximately 50 sites, 1250 controllers, and 19000 hardware points.
It is intended that the contract will in place for an initial term of 2 years with four options to extend for periods of 1-year each (2+1+1+1+1).
Estimated Total Contract Value (over 6 years): 2,500,000 GBP excluding VAT
Maintenance Services Estimated Total Value (over 6 years): 1,000,000 GBP excluding VAT
Planned Upgrade Works Estimated Total Value (over 6 years): 1,500,000 GBP excluding VAT
It is important to note that these values are estimates only. The University will not guarantee these spend levels or any volume of business under this Contract. There shall be no obligation on the part of The University of Edinburgh to issue orders in relation to replacement equipment and provision for planned upgrade works aspects of this Contract to the appointed Service Provider.
