UKFE is expecting to run a procurement to appoint a supplier to provide Intelligent Client support for assurance and project management activities for Permitting, Licences, Authorisations, Notifications & Consent (PLANC). This will be a critical activity for UKFE as work progresses on the design and construction of the STEP Prototype Powerplant (SPP). Activities will also include supporting integration and interfaces across PLANC, DCO (Development Consent Order) and JOP (Justification of Practice). The duration of this contract is expected to be 24 months, with an optional 12 month extension. The procurement is expected to start in August. If the tender is competed via an Open procedure, the launch will be communicated via release of a Tender Notice on the Find-a-Tender (FTS) system and tendering will be undertaken on the UKFE Delta portal.
The following summary is not intended as a complete or definitive specification of the requirement. A purpose of this engagement is to seek information from the market to help refine our understanding and aid the development of a future specification. The Hi-CrIS project is being developed under the Spherical Tokamak for Energy Production (STEP) programme. STEP plasma will be confined by electromagnets based on high temperature superconductors (SC). These magnetic components will form a substantial part of the STEP Prototype Powerplant (SPP) and represent ~25% of the total cost. With such a substantial element of the SPP being represented by the magnetic components, it is critical to have confidence in the lifetime predictions of the down-selected magnets. To achieve this, investigations of down-selected superconductor (SC) material samples are required under operational conditions: i.e., when SCs are simultaneously irradiated with fusion spectrum neutrons and gammas whilst at their cryogenic operating temperatures, carrying its rated current, and subject to strain and high applied fields (“fusion in-situ conditions”). STEP has an implementation plan for characterising Rare-earth Barium Copper Oxide (REBCO) for use in its magnetic field coils. This plan involves several key activities which, together, will provide sufficient experimental data to thoroughly examine the properties of a REBCO Coated Conductor (CC) and allow its use in each of STEP’s magnetic field coils to be justified (or not). Running several CCs through this process will then identify which CCs constitute the best choices for each magnetic coil. STEPs Hi-CrIS Test Rig will enable REBCO CCs samples to be subjected to STEP relevant neutron fluences, at cryogenic temperatures, so that the evolution of their superconducting properties can be determined and evaluated. The data will then be used in conjunction with STEP’s other characterisation activities to allow predictions about STEP’s performance in fusion in-situ conditions to be made and judged based on STEP’s requirements in terms of magnetic lifetime. UKFE is looking to ascertain interest from suppliers regarding a requirement for a Plant Control Systems Functional Assessment. As part of the engineering delivery of STEP Plant Control Systems preliminary design, this delivery package is required to support in overall delivery of the FY 26/27 Plant Control plan. This package of work will fit with and complement parallel Plant Control System design activities, thus regular engagement with stakeholders in the STEP design team will be necessary. The STEP Plant Control System will form the plant operational interface (via the Command & Control facility) and implement plant wide permissive control and coordination of all lower-level control system functions. UKFE is looking to develop the ability of TCAP within a Fuel Cycle to adjust the isotopic composition of tritium, deuterium and separate protium of continuous mixed isotopic feed within the STEP Fuel Cycle to ensure the delivery of STEP within the 2040s. To support this goal, the fuel cycle will perform a closed loop process: it will inject fuel into the plasma, capture the unspent fuel from the exhaust, purify it, separate and re-inject it within the plasma, ensuring efficient tritium recycling. There are multiple gas separations to be performed within the fuel cycle system, for which testing is required in some areas to support the appropriate selection and design of separation technologies.
