Rail Replacement Service - Bus and Coach Operators
Transport for Wales Rail (TfWRL) are in-housing the co-ordination and management of Rail Replacement Service (RRS) across Wales and Border routes operated by TfWRL within Wales and between Wales and England. Or any such route operated by TfW as may arise in future.
This means that all pre-planned and emergency rail replacement services currently provided by coach and bus operators through an aggregator agreement, will be contracted for as services, directly by TfWRL.
This procurement also includes the requirement for adhoc travel services to be commissioned via this framework as they arise.
Based upon 24/25 Financial year data, approximately 6,000 emergency duties and 21,000 planned duties were delivered by circa 135 different operators.
It is currently intended the Open Framework will run for the maximum 8 year term.

Transport for Wales (TfW) is seeking qualified suppliers to express interest in providing professional Crowd Management/Control and Security Services for major public events and transportation station safety across its Wales and border network. The contract will be divided into two separate lots:
Lot 1: Crowd Management/Control Services
This lot covers the management and coordination of crowd movements and safety at events, including managing entrances/exits, monitoring crowd density, and supporting public order. The Supplier will play a central role in the planning, delivery, and ongoing development of all crowd management responsibilities across the railway network, alongside associated customer service functions. This includes support for major events as well as a wide range of operational activities requiring a crowd management or customer service presence, such as significant engineering works, passenger assistance, lift outages, and any form of network disruption.
Lot 2: Security Services
This lot covers comprehensive security provision including transport station supervision, incident response, and compliance with relevant licensing and legal requirements.
The supplier will be expected to provide a fully integrated security service covering transport station oversight, incident response, and adherence to all relevant licensing and legal obligations. This will span the entire Transport for Wales (TfW) network, including stations, depots, on‑train environments, and major events.
The required services include on‑board security and patrols, station and depot patrols, management of anti‑social behaviour (ASB), emergency response and on‑call support, security checks at key locations, event security and crowd management, as well as specialist functions such as drone operations.
Across both lots, suppliers will be expected to hold recognised security qualifications and demonstrate robust operational and compliance management systems suited to event environments and security needs.
