Bus Decarbonisation - Fleet Analysis Modelling System
Transport for Wales (TfW) is seeking to procure an off-the-shelf Bus Fleet Analysis Modelling System to support the decarbonisation of bus services across Wales.
The system will enable in-house modelling and analysis of zero-emission bus deployment, including operational performance, fleet requirements, energy consumption, infrastructure needs, and total cost of ownership under different transition scenarios.
The contract will include:
- Provision of a minimum of five user licences for the software system
- Initial training to enable TfW staff to effectively utilise the system
- Optional ongoing support services
The solution must be an existing, market-ready product capable of rapid mobilisation, with implementation and training required within a defined timeframe. TfW is seeking a supplier that can provide a robust, user-friendly solution that supports strategic planning, business case development, and the delivery of bus franchising and decarbonisation objectives.

Security and Crowd Management Services
Transport for Wales (TfW) is seeking qualified suppliers to express interest in providing professional Crowd Management/Control and Security Services for major public events and transportation station safety across its Wales and border network. The contract will be divided into two separate lots:
Lot 1: Crowd Management/Control Services
This lot covers the management and coordination of crowd movements and safety at events, including managing entrances/exits, monitoring crowd density, and supporting public order. The Supplier will play a central role in the planning, delivery, and ongoing development of all crowd management responsibilities across the railway network, alongside associated customer service functions. This includes support for major events as well as a wide range of operational activities requiring a crowd management or customer service presence, such as significant engineering works, passenger assistance, lift outages, and any form of network disruption.
Lot 2: Security Services
This lot covers comprehensive security provision including transport station supervision, incident response, and compliance with relevant licensing and legal requirements.
The supplier will be expected to provide a fully integrated security service covering transport station oversight, incident response, and adherence to all relevant licensing and legal obligations. This will span the entire Transport for Wales (TfW) network, including stations, depots, on‑train environments, and major events.
The required services include on‑board security and patrols, station and depot patrols, management of anti‑social behaviour (ASB), emergency response and on‑call support, security checks at key locations, event security and crowd management, as well as specialist functions such as drone operations.
Across both lots, suppliers will be expected to hold recognised security qualifications and demonstrate robust operational and compliance management systems suited to event environments and security needs.

Transport for Wales (TfW) Professional Services Market Engagement
Transport for Wales (TfW) is seeking to engage with the market ahead of a new professional services procurement opportunity covering a broad range of transport sector consultancy services. This opportunity is intended for both multidisciplinary consultants and SMEs with relevant experience in early development, technical, design and advisory services across the transport and infrastructure environment.
The scope of services is expected to include, but is not limited to:
Business case development.
Transport data collection and surveys.
Monitoring and evaluation.
Fleet decarbonisation technical support.
Stakeholder engagement and consultation.
Architecture and placemaking services.
Feasibility studies.
Outline and detailed design.
Specifications and cost estimates.
Buildability and value engineering advice.
Specialist technical support for infrastructure and asset management.
Bus and train timetable and service analysis.
Environmental management and assessment.
TfW is engaging with the market to better understand supplier capability, delivery models and market appetite, and to help shape the most effective route to market for future requirements. The event is constructed in a co-design model, to support early market engagement, encourage meaningful dialogue with suppliers, and inform the development of a procurement approach that is practical, proportionate and attractive to the market.
TfW welcomes input from organisations with the relevant expertise, capacity and experience to support the delivery of high-quality professional services across its programmes and projects.
TfW is undertaking preliminary market engagement for a potential new Revenue Management System to support and improve revenue performance through enhanced automation and optimisation. The system would need to support TfW’s Advance purchase strategy, manage availability through connection to the national Rail Availability and Reservations Service, provide reservations data for commercial and operational insight, and be capable of multi-modal revenue management.
Engagement will be undertaken by questionnaire, with potential follow-up one-to-one discussions with selected suppliers, only if required. We envisage these to be commence WC 15th June 2026

TfW North – South Wales Coach Service (Bangor to Carmarthen)
The Welsh Government and Transport for Wales share a clear ambition to deliver a more accessible, efficient and sustainable transport network. Along the west coast of Wales, this includes improving public transport connectivity and encouraging a shift away from car dependency, in line with the National Transport Delivery Plan and Regional Transport Plans.
A WelTAG Stage 3 study identified an express coach service between Bangor and Carmarthen as the most effective intervention to support these objectives.
By reducing the number of stops, improving journey times, and enhancing onboard quality, the service is intended to attract longer-distance passengers including students, tourists, and local residents, while also strengthening connections with the rail network between Bangor and Carmarthen.
The proposed service will deliver an improvement in connectivity in Wales and the wider UK, and provides a potential opportunity for future strategic investment. This proposal is supported through ongoing stakeholder engagement.
Transport for Wales intends to introduce the service in Autumn 2026 with appointed operating partner(s). To support mobilisation ahead of launch, Transport for Wales has already secured eight Volvo B8R MCV eVoTor coaches for deployment into service. Any operator appointed would be responsible for maintenance and repair of the vehicles
