Funder Selection procurement for a housing opportunity at Bury Interchange
TfGM is seeking the appointment of a residential funder to fund, deliver and operate a mid-density apartment scheme in Bury town centre, to be delivered as part of the wider redevelopment of Bury Interchange. The proposed tenure mix has not yet been decided and is one of the matters on which prospective tenderers will be invited to put forward proposals. TfGM is agnostic regarding the final tenure mix.
Bidders should note that the Planned Procurement Notice published on 26 June 2026 (notice identifier: 2026/S 000-060531) described the Opportunity as an affordable rental residential development. Non Franchised Bus and DRT Services
Transport for Greater Manchester (TfGM) wishes to implement a DPS from which TfGM will procure Subsidised Services including but not limited to: Network Bus Services, Subsidised Bus Services, Resource Contracts, Demand Response contracts and Metroshuttle contracts. The DPS will provide TfGM with a selection of qualified operators to supply tendered services in areas where there is a social need that is not served by the commercial bus network.
With this being a Dynamic Purchasing System (DPS) there is no guarantee of any specific amount or type of work being allocated to any of the operators (including the Highest Scoring Supplier).

All contracts awarded under the DPS will follow further competitions which will commence early 2025.
Only qualified operators that are on the DPS will be invited to participate.

Transport for Greater Manchester (TfGM) is seeking to engage with experienced media planning and buying agencies to inform the development of its procurement strategy and service specification. TfGM anticipates requiring a provider capable of delivering integrated media strategy, planning and buying services, with extensive experience of using strategic insight, audience intelligence and data-driven approaches to develop and deliver effective media campaigns. The successful agency would be expected to support a broad range of transport, behavioural change and customer engagement objectives across Greater Manchester.
This market engagement notice will enable TfGM to develop our requirements and inform the tender specification. A Request for Information (RFI) questionnaire is available for suppliers to complete via the Pro Contract portal.

TfGM's current UTC Ducting & Minor Highways Framework is approaching the end of its current term and in advance of retender TfGM are seeking market input into delivery routes for either a new framework or alternative options that will meet TfGM's requirements over the coming four (or alternative) year period that will successfully meet the on-going demands of renewing and enhancing the Highway Network into future funding cycles.
The expiring framework has been used to deliver the following minor highways schemes:
- The addition of SCOOT / MOVA ducting to existing traffic signal junctions
- Bus stop kerbing and flagging upgrades
- Construction of controlled pedestrian crossings (zebra, puffin, toucan etc)
- Construction of new traffic signal junctions and upgrades to existing junctions.
Please note the values in this notice are based on a single supplier contracting arrangement. In the instance that a framework is established, the values and dates will be as follows:
Start Date: 01/05/2027
End Date: 30/04/2031
Estimated Value: £25,000,000
And in the instance that a single supplier contracting arrangement is established, the values and dates will be as follows:
Start Date: 01/05/2027
End Date: 30/04/2039
Estimated Value: £90,000,000
