TransPennine Trains ('TPT') operates a fleet of 12 Class 397 EMU trains along the UK West Coast Main Line rail network. Having had their initial overhaul in 2026, additional overhaul activities will fall due 2028 - 2030. TPT is seeking a supply chain partner to deliver these overhaul services, including but not limited to provision of an service delivery location to deliver services, transport of units from home depot to proposed service delivery location, undertaking of overhaul services across full fleet, and co-ordination with the OEM for overhaul materials delivery management. Consolidated procurement of a Revenue Protection Enforcement System supporting enforcement, investigation, civil recovery and criminal prosecution across Department for Transport Operators (DFTO) Train Operating Company (TOCs). The solution is intended to replace the fragmented existing operator landscape and provide a consistent, lawful and auditable end-to-end process. Currently we expect to have multiple lots for this requirement. Where used throughout this notice, the meaning of Train Operating Companies includes all and any of those train operating companies who, currently or in the future, provide services for the carriage of passengers by railway: a)under a franchise agreement with the Secretary of State within the meaning of section 23(3) of the Railways Act 1993 or b)under, or secured under, the Secretary of State’s duty in section 30(1) of the Railways Act 1993; or c)in accordance with legislation which supersedes or amends the powers referred to in a) and b), including where such powers are transferred from the Secretary of State to another body.
