The West of England Mayoral Combined Authority (MCA governs the geographical areas of Bath & North East Somerset, Bristol, and South Gloucestershire. The MCA works in collaboration with the Unitary Authorities (UAs) —Bath & North East Somerset Council (BANES), Bristol City Council (BCC), and South Gloucestershire Council (SGC. The MCA is the local transport authority and the UAs are the highway authorities for their respective areas. The MCA is seeking to procure a concession contract for the delivery of the Integrated Micromobility Service (e-scooter & e-bike rental) within the West of England region.
The West of England Combined Authority (the"Authority") has obtained Local Electric Vehicle Infrastructure ("LEVI") grant funding from the Department for Transport Office for Zero Emission Vehicles ("OZEV") which supports local authorities in England to plan and deliver charging infrastructure for residents without off-street parking. The LEVI fund has two main objectives: (1) to deliver a step-change in the deployment of local, primarily low power, on-street charging infrastructure across England; and (2) accelerate the commercialisation of, and investment in, the local charging infrastructure sector. As such, the Authority is seeking to procure the Services on behalf of the unitary authorities North Somerset Council ("NSC") and Bath and North East Somerset Council ("B&NES") (the "UAs") across the UAs' geographic areas . The Services will include (but are not limited to) provision of hardware equipment and installation, software, and associated services, to support the implementation of a regional network providing equity of provision, mainly to residents, while also supporting business and visitors (as further detailed in the Specification). The Authority is seeking proposals from suppliers for the supply, delivery, connection, commissioning, operating and maintenance of EV Charging Infrastructure , as further described in the Specification . The Concessionaire is required to be able to provide end-to-end services including, but not limited to, design, planning, pre-installation and civil engineering works, the provision of hardware, software, energy supply, customer payments and interfaces and all associated maintenance activity, improving assets with technology and regulatory advancements. The Concessionaire must be capable of delivery of all elements and have fully controlled contract management of its supply chain. The Contract will be between the Concessionaire and the Authority procuring the Services on behalf of the UAs but whereby the UAs are able to receive the benefit of the Services of the Concessionaire. The West of England Combined Authority (WECA) is undertaking preliminary market engagement to support the development of its proposed Mass Transit Framework. As the Mass Transit Programme continues to develop, WECA is seeking to engage with the market at an early stage to better understand supplier capacity, capability and views on how the market can effectively support the scale, pace and complexity of the programme ahead. The programme is supported by a £150 million Transport for City Regions (TCR) allocation for Mass Transit, reflecting the scale of investment and delivery ambition over the coming years. As part of this preliminary market engagement, WECA will hold an in-person Industry Engagement Day on 21 September 2026. Event details Date: 21 September 2026 Format: In person Venue: Ground Floor, 70 Redcliff Street, Redcliffe, Bristol, BS1 6AL Time: 09:30-11:30 WECA's preference is for suppliers to attend the event in person to support an open and collaborative discussion. However, where reasonable adjustments are required to enable participation, WECA will consider arrangements for hybrid attendance. Suppliers should identify any such requirements when registering their interest. The event will provide an opportunity for WECA to share further context on the Mass Transit Programme, emerging requirements and anticipated future pipeline of work, while also hearing directly from the market about how the proposed framework and future delivery arrangements can be structured as effectively as possible. In particular, WECA is interested in exploring: • The market's capacity and capability to support the Mass Transit Programme and its anticipated pipeline; • Current and emerging resource and capacity constraints, and how these could be addressed; • Opportunities for greater collaboration across the supply chain, including approaches to subcontracting, consortia and other delivery models; • How suppliers can work effectively alongside one another, including the sharing and integration of information and designs across different elements of the programme; • What the West of England Combined Authority can do as a client to make the proposed framework and future opportunities attractive and effective for the supply chain; and • Any other barriers, opportunities or lessons learned that should inform WECA’s approach. The Industry Engagement Day will be designed as an open and collaborative discussion and will include a roundtable session, giving participants the opportunity to provide feedback and help inform WECA’s developing approach. Further supplier engagement Following the Industry Engagement Day, WECA will undertake further one-to-one engagement with suppliers to explore relevant themes arising from the event in greater detail. There will be opportunity to book-in these further one-to-one sessions on the day. Details of any further engagement, including how suppliers can express an interest in participating and how sessions will be managed if demand exceeds available capacity, will be communicated following the Industry Engagement Day. Participation in this preliminary market engagement, including attendance at the Industry Engagement Day or any subsequent engagement, will not form part of any future procurement evaluation or supplier selection process and will not provide any supplier with an advantage in any subsequent procurement. The focus is not on determining whether solar is feasible, but on providing technical, commercial and financial development support to package projects into investment ready portfolios, assess delivery models and prepare business cases for engagement with investors and delivery partners, including Great British Energy. Bristol City Coucil Community Assets Solar and Battery Energy Storage System (BESS) Demonstrator - This commission includes strategic portfolio appraisal, commercial and community delivery model development, stakeholder engagement, knowledge transfer, and integration with the Bristol City Leap programme. The commission is intentionally designed with decision gateways so that sites can either transfer into the City Leap delivery programme or continue through further development. Cornwall Council County Farms Renewables Feasibility - This project will assess renewable energy opportunities across the County Farms estate through technical, planning, environmental, grid and commercial appraisal to identify and prioritise viable projects for future development. Gloucestershire County Council Renewables Assessment - This commission includes an assessment of renewable energy opportunities and its purpose is to develop a strategic pipeline of investment opportunities across Gloucestershire's public sector estate. Executive Summary & Background: The Investment Team is advancing the development of the £500m Future Places Fund (FPF). The fund is evolving its core strategy to operate as a regional impact investment platform specifically targeting stalled, "oven-ready" housing and commercial schemes across the region. Unlike traditional public sector funding architectures, the FPF will move away from grant reliance. Instead, it will deploy a revolving, largely repayable investment model designed to recycle capital over time, alongside a deal-by-deal co-investment strategy with institutional and pension fund partners to maximize regional impact. The draft investment strategy and structure have recently been formally endorsed by the Strategic Place Partnership Board. The Authority is now finalising the necessary governance and delivery architecture to ensure schemes can be brought forward rapidly. Scope of Requirements: Core Responsibilities and Scope of Work The successful Fund Adviser will be required to manage and execute across the following three core pillars (A,B,C) of the fund lifecycle: A. Origination, Structuring & Execution Pipeline, Origination & Market Engagement • Design and implement an approach for continuous pipeline management, market engagement and opportunity sourcing, including helping the Authority maintain a transparent route for eligible schemes to be considered. This will initially prioritise opportunities capable of demonstrating realistic delivery trajectories within the current mayoral term. • Engage with a diverse network of regional stakeholders, including local authorities, public-sector partners, the local property community, and national developers or investors to source "oven-ready" schemes. Transaction Structuring & Investment Modelling • Design bespoke, deal-by-deal investment structures that balance risk and return while prioritizing capital recyclability and delivery. • Structure appropriate pricing, tenors (typically ranging from 3 to 5 years), and clear exit strategies-including complex repayment hierarchies (e.g., senior debt recovery followed by FPF equity capital recovery) and profit-share/upside mechanisms. End-to-End Due Diligence & Transaction Execution The adviser will have primary responsibility for driving transactions through a structured, 4-stage governance and underwriting process: • Investment Overview: Producing concise, one-page investment overviews for initial deal screening. • Stage 1 (Heads of Terms): Negotiating and finalizing commercial Heads of Terms (HoT) with prospective borrowers and recipients. • Stage 2 (Detailed Due Diligence): Undertaking rigorous financial, commercial, and risk due diligence on the sponsor and the scheme. • Closing: Managing the finalization of loan/equity documentation and overseeing financial closing. B. Ongoing Portfolio Management & Asset Monitoring Following financial close, the Fund Adviser will be responsible for the active commercial and operational management of the invested portfolio to safeguard public capital and ensure delivery. Responsibilities include: • Drawdown & Capital Deployment Management: Overseeing the monthly loan/equity drawdown process. This includes reviewing and validating Independent Monitoring Surveyor (IMS) reports, verifying "cost-to-complete" metrics, and ensuring funding is released only against verified development milestones. • Construction & Milestone Tracking: Actively monitoring on-site construction progress against agreed development programs. The adviser must proactively identify project delays, supply chain disruptions, or contractor insolvency risks before they impact fund deployment. • Covenant & Compliance Monitoring: Continuous tracking of borrower compliance with financial and non-financial covenants, including Loan-to-Value (LTV), Loan-to-Cost (LTC), interest cover ratios, and legal obligations. • Asset Restructuring & Workout Support: In the event of project distress or underperformance, leading on variations, extensions, or refinancing negotiations to protect the FPF's capital and ensure project completion. C. Impact, ESG & Output Reporting Embed the fund's core performance metrics into the initial appraisal and long-term monitoring of every transaction. Ensure all approved investments explicitly track and deliver against the fund's primary output metrics, specifically: o Housing Delivery: Total homes built, with a primary focus on maximizing affordable housing across all tenures. o Economic Growth: Jobs created and safeguarded through commercial, industrial, and mixed-use developments, alongside overall GVA growth. o Sustainability & Regeneration: Total acreage of brownfield regeneration achieved and measurable carbon reduction outputs. Total value (capped) • The management fee is capped at £200,000 per annum excl VAT with a maximum capped value of £1,000,000 excl VAT for the maximum possible five year term. • This value excludes the transactional and market facing fees.
