The Open Framework is being established to provide a range of passenger transport services, including Home to School Transport and other transport-related services, through a diverse network of approved Suppliers with relevant expertise and capabilities. The Open Framework will be divided into the following Lots • Lot 1 - Vehicles with up to 8 passenger seats (including accessible vehicles) • Lot 2 - Vehicles with 9 to 16 passenger seats (including accessible vehicles) • Lot 3 - Vehicles with 17 or more passenger seats Lots are categorised according to vehicle seating capacity and/or accessibility provisions rather than vehicle size. Suppliers may apply for all Lots that are relevant to the services they are able to provide. The majority of the transport will be provided within the North Yorkshire boundary however there is an element that will be delivered out of the area. This tender notice is for the award of a public contract through an open procedure in accordance with section 20(1) and (2)(a) of the PA 2023. To support the development of this procurement, the Authority issued a Request for Information (RFI) on 3 February 2025. The Council has acquired a site on Cardale Park, Otley Road, Harrogate for the development of extra care housing. The Lead Organisation will have the capacity, expertise and responsibility for delivering (or leading collaborative arrangements with other organisations to deliver) the following: • Design and build • Finance • Scheme operation and service delivery The value of the scheme is anticipated to be approximately £36,000,000 including VAT. The potential subsidy value of the scheme is anticipated to be approximately £0 - £2,250,000 including VAT. Market Engagement to help determine the scope and feasibility of the proposed pricing model and assist with refining the tender specification

Harrogate Convention Centre (HCC) is seeking a suitably qualified contractor to provide exhibition traffic management services to support the safe, efficient and coordinated movement of vehicles associated with exhibitions, conferences and other events at the venue. The contract will encompass pre-event planning, development of event-specific traffic management plans, implementation of traffic management measures, management of vehicle holding areas and traffic zones, traffic regulation order administration where required, and the provision of trained traffic management operatives to manage vehicle movements during event build-up and breakdown periods. The successful contractor will work closely with the HCC Traffic & Logistics Manager to plan, coordinate and deliver traffic operations across designated areas of the venue, including the Dragon Road Holding Area and vehicle access routes serving the exhibition halls. Services will include supervision of traffic management personnel, stakeholder liaison, daily briefings, operation of the venue traffic booking system, implementation of temporary traffic management arrangements where required, and post-event reporting. The contractor will be required to provide competent and appropriately qualified supervisory and stewarding personnel capable of managing complex exhibition traffic environments, ensuring compliance with relevant health and safety requirements, traffic management standards and event operational procedures while delivering a professional and customer-focused service to exhibitors, contractors and visitors.

The Authority is exploring the establishment of a multi supplier framework agreement to support the delivery of traffic signal schemes across the North Yorkshire Council administrative area. The geographic scope will include urban, semi urban and rural locations, and suppliers may be required to deliver works at single or multiple sites concurrently. The framework is intended to support a range of traffic signal works varying in scale, value and complexity, from straightforward renewals and minor upgrades to more complex junction and networked signal schemes. The anticipated volume of works and final duration of any future framework have not yet been determined and will be informed by the outcome of this market engagement exercise. To reflect differing levels of complexity and risk, the Authority is considering structuring the framework using a complexity led lotting model, with further subdivision by delivery approach. The proposed structure is outlined below.
