Please note this is not a new notice** (copy link) https://ted.europa.eu/en/notice/-/detail/278841-2019 The Council of the Borough of Kirklees (including Kirklees neighbourhood housing identified as the 'Council' is seeking to establish a Dynamic Purchasing System (DPS) for construction contractors, subcontractors and ancillary services to undertake repair/ maintenance works/services for its portfolio of assets. The Authority have opted to establish a DPS as it is deemed the most appropriate option to meet its requirements and will enable a clear, consistent and compliant route to market. The DPS will be open to new entrants throughout its lifespan to allow coverage for ever changing requirements, including but not limited to new regulations and central government requirements. The end date in FTS has been amended in accordance with the transitional arrangements of the Procurement Act 2023. The Council of the Borough of Kirklees (the "Council") is conducting a Preliminary Market Engagement exercise to gauge the level of interest for this opportunity. This exercise is not a call for competition. The Council wishes to establish a Framework of several Service Providers for the provision of Electrical Works and Goods. The Council intends to divide the Framework into Lots, including: - Full Rewires, additional and single item works to Domestic Properties (high volume) - Full Rewires, additional and single item works to Domestic Properties (low volume) - Domestic - Electrical Installation Condition Reports (EICR) - Contractor Switches - Electrical Materials - Mechanical Electrical Materials It is anticipated the Framework will run for two (2) years with one (1) possible 24-month extension period. The purpose of this Preliminary Market Engagement exercise is to: • Understand current market capacity, capability, and interest. • Identify barriers, risks, and opportunities. • Inform the procurement strategy (including scope, risk allocation and form of contract). • Shape future tender documentation so that it aligns with the market and delivers best value.

Kirklees Council is looking into a potential procurement option to put in place future contractual arrangements for suitably qualified and experienced organisations to deliver Scheme Management, 24/7 Core Service and Planned Care and Support Services within established Extra Care schemes. Kirklees Council has a portfolio of Extra Care schemes across the borough. This upcoming tender is in relation the 3 original schemes developed in Kirklees: Woodland Court in Dewsbury (46 flats, opened in 2013), Sandy Mount in Crosland Moor, Huddersfield (41 flats, opened in 2014), and Meadow Green in Heckmondwike (43 flats), which incorporates Meadow Green Lodge (10 flats for people living with dementia), opened in 2014. Together, these schemes provide 140 one and two-bedroom apartments for rent and form part of a wider housing, care and support model. The housing and building management arrangements are delivered through a long-term Private Finance Initiative (PFI) contract, currently managed by Pinnacle on behalf of the Council.
