Please note this is not a new notice** (copy link) https://ted.europa.eu/en/notice/-/detail/278841-2019 The Council of the Borough of Kirklees (including Kirklees neighbourhood housing identified as the 'Council' is seeking to establish a Dynamic Purchasing System (DPS) for construction contractors, subcontractors and ancillary services to undertake repair/ maintenance works/services for its portfolio of assets. The Authority have opted to establish a DPS as it is deemed the most appropriate option to meet its requirements and will enable a clear, consistent and compliant route to market. The DPS will be open to new entrants throughout its lifespan to allow coverage for ever changing requirements, including but not limited to new regulations and central government requirements. The end date in FTS has been amended in accordance with the transitional arrangements of the Procurement Act 2023. The Council of the Borough of Kirklees (the "Council") is conducting a Preliminary Market Engagement exercise to gauge the level of interest for this opportunity. This exercise is not a call for competition. The Council wishes to establish a Framework of several Service Providers for the provision of Electrical Works and Goods. The Council intends to divide the Framework into Lots, including: - Full Rewires, additional and single item works to Domestic Properties (high volume) - Full Rewires, additional and single item works to Domestic Properties (low volume) - Domestic - Electrical Installation Condition Reports (EICR) - Contractor Switches - Electrical Materials - Mechanical Electrical Materials It is anticipated the Framework will run for two (2) years with one (1) possible 24-month extension period. The purpose of this Preliminary Market Engagement exercise is to: • Understand current market capacity, capability, and interest. • Identify barriers, risks, and opportunities. • Inform the procurement strategy (including scope, risk allocation and form of contract). • Shape future tender documentation so that it aligns with the market and delivers best value.

The project forms part of Kirklees Council's Our Cultural Heart regeneration programme and involves the fit-out of the new Food Hall within the former Queensgate Market redevelopment. The works include the delivery of food vendor kiosks, associated MEP services and distribution infrastructure, catering equipment and white goods, lower ground floor freezer and cold store facilities, and a feature bar with bespoke furniture installations plus general finishes and decoration as required to the base build and possibly other minor alterations and builders works. Kirklees Council is looking into a potential procurement option to put in place future contractual arrangements for suitably qualified and experienced organisations to deliver Scheme Management, 24/7 Core Service and Planned Care and Support Services within established Extra Care schemes. Kirklees Council has a portfolio of Extra Care schemes across the borough. This upcoming tender is in relation the 3 original schemes developed in Kirklees: Woodland Court in Dewsbury (46 flats, opened in 2013), Sandy Mount in Crosland Moor, Huddersfield (41 flats, opened in 2014), and Meadow Green in Heckmondwike (43 flats), which incorporates Meadow Green Lodge (10 flats for people living with dementia), opened in 2014. Together, these schemes provide 140 one and two-bedroom apartments for rent and form part of a wider housing, care and support model. The housing and building management arrangements are delivered through a long-term Private Finance Initiative (PFI) contract, currently managed by Pinnacle on behalf of the Council.

The Kirklees Council Greenspace Action Team (GAT) seeks an experienced kennelling provider, or providers, who will ensure that all stray dogs collected by, or on behalf of the Council are accommodated in safe, secure, licensed and welfare-compliant kennelling facilities whilst every reasonable effort is made to reunite the dogs with their owners.

Kirklees Council is looking into a potential procurement option to put in place future contractual arrangements for suitably qualified and experienced organisations to provide for a Young Carers and Young Adult Carers Support Service in Kirklees that will form part of the contract with Kirklees Council (the Council). To support this, we would like to gain information from the market regarding a number of issues related to the potential procurement exercise. Suppliers are therefore invited to consider the programme requirements detailed in this document and complete the attached questionnaire to give us feedback on the proposed approach. This Market Sounding Exercise (MSE) is not an invitation to tender or a request for formal expressions of interest. The Council, as contracting authority, is issuing this request for information only, in order to assess the reaction of the market and thus make any potential procurement process more focused and efficient. Kirklees Council is reviewing and developing how children with disabilities are placed with domiciliary/short breaks providers. We are inviting providers to take part in a market engagement and co production event, to help shape the future service specification and commissioning model for these services. The event will be held at Huddersfield Town Hall on 29th July 2026 @ 2pm - 4pm This event forms part of our early market engagement activity and is intended to gather insight from providers to ensure that any future arrangements are deliverable, sustainable, and reflective of current market conditions. Kirklees Council is looking into a potential procurement option to put in place future contractual arrangements for suitably qualified and experienced organisations to deliver an Early Intervention and Prevention programme for children, young people, parents and their families specifically through:  • Facilitation and management of national Healthy Start scheme • Delivery of Safety in the Home interventions including promotion of accident prevention • Childhood Accident Prevention e-Learning  The new contract will commence on 1st April 2027 to 31st March 2030, with the option to extend for 2 years to 31st March 2032.
