The Council of the Borough of Kirklees (including Kirklees neighbourhood housing identified as the 'Council' is seeking to establish a Dynamic Purchasing System (DPS) for construction contractors, subcontractors and ancillary services to undertake repair/ maintenance works/services for its portfolio of assets.
The Authority have opted to establish a DPS as it is deemed the most appropriate option to meet its requirements and will enable a clear, consistent and compliant route to market. The DPS will be open to new entrants throughout its lifespan to allow coverage for ever changing requirements, including but not limited to new regulations and central government requirements.

Framework for the Provision of Electrical Works and Goods
The Council of the Borough of Kirklees (the "Council") is conducting a Preliminary Market Engagement exercise to gauge the level of interest for this opportunity.
This exercise is not a call for competition.
The Council wishes to establish a Framework of several Service Providers for the provision of Electrical Works and Goods. The Council intends to divide the Framework into Lots, including:
- Full Rewires, additional and single item works to Domestic Properties (high volume)
- Full Rewires, additional and single item works to Domestic Properties (low volume)
- Domestic - Electrical Installation Condition Reports (EICR)
- Contractor Switches
- Electrical Materials
- Mechanical Electrical Materials
It is anticipated the Framework will run for two (2) years with one (1) possible 24-month extension period.

Provision of Scheme Management, Care and Support Service - Extra Care Schemes
Kirklees Council is looking into a potential procurement option to put in place future contractual arrangements for suitably qualified and experienced organisations to deliver Scheme Management, 24/7 Core Service and Planned Care and Support Services within established Extra Care schemes.
Kirklees Council has a portfolio of Extra Care schemes across the borough. This upcoming tender is in relation the 3 original schemes developed in Kirklees: Woodland Court in Dewsbury (46 flats, opened in 2013), Sandy Mount in Crosland Moor, Huddersfield (41 flats, opened in 2014), and Meadow Green in Heckmondwike (43 flats), which incorporates Meadow Green Lodge (10 flats for people living with dementia), opened in 2014. Together, these schemes provide 140 one and two-bedroom apartments for rent and form part of a wider housing, care and support model. The housing and building management arrangements are delivered through a long-term Private Finance Initiative (PFI) contract, currently managed by Pinnacle on behalf of the Council.
Provision of Dog Kennelling Facilities and Related Services
The Kirklees Council Greenspace Action Team (GAT) seeks an experienced kennelling provider, or providers, who will ensure that all stray dogs collected by, or on behalf of the Council are accommodated in safe, secure, licensed and welfare-compliant kennelling facilities whilst every reasonable effort is made to reunite the dogs with their owners.
Kirklees Council is looking into a potential procurement option to put in place future contractual arrangements for suitably qualified and experienced organisations to provide for a Young Carers and Young Adult Carers Support Service in Kirklees that will form part of the contract with Kirklees Council (the Council).
To support this, we would like to gain information from the market regarding a number of issues related to the potential procurement exercise. Suppliers are therefore invited to consider the programme requirements detailed in this document and complete the attached questionnaire to give us feedback on the proposed approach.

We are inviting providers to take part in a market engagement and co production event, to help shape the future service specification and commissioning model for these services.

This event forms part of our early market engagement activity and is intended to gather insight from providers to ensure that any future arrangements are deliverable, sustainable, and reflective of current market conditions.

Kirklees Council is looking into a potential procurement option to put in place future contractual arrangements for suitably qualified and experienced organisations to deliver an Early Intervention and Prevention programme for children, young people, parents and their families specifically through:
• Facilitation and management of national Healthy Start scheme
• Delivery of Safety in the Home interventions including promotion of accident prevention
• Childhood Accident Prevention e-Learning
The new contract will commence on 1st April 2027 to 31st March 2030, with the option to extend for 2 years to 31st March 2032.
The Contract shall include the following Services:
• Operation and maintenance of the Authority EfW Facility to provide reception, storage and incineration of EfW Waste. The Contractor shall optimise the Authority EfW Facility performance and energy recovery. The Contractor will be responsible for the sale of electricity generated at the Authority EfW Facility and the Treatment and / or disposal of EfW Products.
• Operation and maintenance of three WTS Facilities (Vine Street WTS, Weaving Lane WTS and Emerald Street WTS), to provide reception, storage and bulking of Contract Waste delivered by the Authority. The Vine Street WTS is co-located with the Authority EfW Facility.
• Waste transfer services, including the receipt, handling, bulking, transfer and haulage of Contract Waste, including any internal movements between the Authority Facilities. All Contract Waste delivered to the Contactor will upon delivery be the property of and held at the entire responsibility of the Contractor.
• Operation and maintenance of four HWRCs - located at Huddersfield, Dewsbury, Meltham and Upper Cumberworth.
• The marketing and sale of Dry Recyclables delivered by the Authority.
• Receipt, handling, transfer and processing of Garden Waste collected by the Authority.
• Management of waste containing Persistent Organic Pollutants (POPs).
• The Contractor shall provide all necessary Personnel, Equipment, and consumables required to deliver the Services in accordance with the Specification, the Authority's corporate objectives, and all statutory obligations pertaining to the Authority and the Contractor in delivery of the Services.
• Fulfilment of the Authority's statutory duty for the Treatment and disposal of Contract Waste under Section 51 of the EPA, all subsequent legislation to the EPA and any subsequent legislation replacing the EPA i.e. the Environment Act 2021.
• Site improvement and rectification works.

• Gully detritus arising from road sweeping and gully emptying;

Contract Duration: The contract is expected to start in April 2028 for an initial 15 years with the option to extend for up to a further 2 years with a maximum expiry of March 2045.
