Mechanical and Electrical Works Framework Agreement
The City of Edinburgh Council intends to establish a multi-Lot Framework Agreement for the provision of Mechanical and Electrical (M&E) maintenance, repair, inspection, and installation services across its property portfolio.
The Framework Agreement will cover a range of specialist services including electrical works, fire systems, water pumps, ventilation systems, dry risers, CCTV, and associated M&E services.
Services and Works will be delivered across housing and non-domestic properties, with call-off contracts awarded via mini-competition or direct award.

The City of Edinburgh Council’s (the “Council”) intends to create a Gas Engineering Works Framework Agreement. The Framework Agreement will support delivery of inspection, servicing, maintenance, repair, installation, and associated works across a range of gas systems. Works will primarily be undertaken within domestic housing stock owned or managed by the Council. The Framework Agreement will be split by locality, with Contractors restricted from holding both installation and maintenance lots in the same area, to mitigate concentration risk and ensure resilience of service delivery.

Lift Maintenance and Installation Framework Agreement
The City of Edinburgh Council (the “Council”) manages a large and diverse property portfolio across the city, including a significant number of high-rise residential buildings and other operational assets.
Lift and stairlift systems form a critical part of this infrastructure, enabling safe, reliable, and inclusive access for residents, many of whom rely on these systems for day-to-day mobility.
To support the ongoing operation, maintenance, and improvement of this infrastructure, the Council intends to establish a multi-Lot Framework Agreement for lift and stairlift services.
The Framework Agreement will reflect the Council’s operational requirements and geographical spread and will comprise the following Lots:
Lot 1 – Lift Service and Maintenance (East)
Lot 2 – Lift Service and Maintenance (West)
Lot 3 – Lift Installation (Citywide)
Lot 4 – Stairlift Installation and Maintenance (Citywide)
Multiple Contractors will be appointed to the Framework Agreement to ensure resilience, capacity, and flexibility in service delivery.

CT1318 DPS for Provision of Supported Bus Services
The City of Edinburgh Council has in place a Dynamic Purchasing System (DPS) for the Provision of Supported Bus Services. The DPS will be in place for 5 years until February 2029 and the Council will have the option to extend for an additional 3 periods of 12 months each, which will be exercised by the Council serving notice on the successful applicants in accordance with the Council's Terms and Conditions. The DPS is open to any supplier joining through its lifetime that satisfies the specified selection criteria.
