Test Valley Borough Council (TVBC) and its communities have a long track record of place-based approaches. The Council now wishes to highlight the potential for this way of working within a larger unitary council context, as part of a wider asset based preventative agenda. As a result, we are seeking to appoint a strategic partner to support the Council, local organisations and communities in a 12-month programme of work. It is intended that the programme will help us understand the way in which organisations operating, in Test Valley in future, will need to work to maximise the potential for a prevention first, relational place-based approach. In particular, we are interested in the culture that will be required within the new unitary authority to create the conditions to allow this to happen. We propose that we should use the Cabinet Office’s Test Learn and Grow principles to underpin the approach to the work, how to make it a reality and how it might be scaled up in the context of Neighbourhood Governance and Public Service Reform.

Test Valley Borough Council wishes to appoint a transport consultant to undertake a Town Centre Car Parking Options Appraisal to evaluate current provision of public car parking in Romsey on Council owned sites; assess and determine whether there is sufficient provision to meet future demand; and to undertake an Options Appraisal to consider the opportunities to deliver increased parking capacity. The successful tenderer will have expertise and demonstrable experience of conducting studies of a similar nature in town centre environments over the short, medium, and longer term taking into the changing nature of town centres and be able to demonstrate deliverability of options to increase capacity.
