Health Security Campus - Pillar 2A: Project Delivery Partner (PDP)
Update: Since publication it has been decided that the most advantageous route to market will be to procure this requirement via the CCS DPS Construction Professional Services RM6242. As a result this requirement will be via a PCR15 procedure.
The Project Delivery Partner (PDP) will provide overall programme management for the remobilised UKHSA Health Security Campus programme. The programme is now being delivered through the Pillar 2 Construction Professional Services framework, which consists of seven work packages (2A2G). This requirement relates specifically to Work Package 2A, which covers programme management and delivery leadership provided by the PDP.
As part of Work Package 2A, the PDP will run the Programme Management Office (PMO) and lead programme planning, scheduling, performance reporting, and risk management. They will own the integrated programme schedule, the transition schedule from the Tier 1 Contractor, and the fixtures, fittings and equipment (FFE) schedule.
The PDP will ensure compliance with CDM Regulations, the Building Safety Act, and all Health, Safety and Environmental requirements across the Health Security Campus. They will act as the NEC Project Manager and NEC Supervisor and will design and manage the programme change control process, gateway reviews, and monthly reporting cycles.
The PDP will also manage programme communications and information, lead BIM coordination, and ensure technology and cyber?security requirements are met. Overall, the PDP will provide UKHSA with clear programme leadership, strong controls, and delivery assurance across the full lifecycle of the Health Security Campus as it progresses through remobilisation and into full delivery.

The Design Assurance Partner (DAP) will provide independent design assurance and technical oversight for the remobilised UKHSA Health Security Campus programme. The programme is being delivered through the Pillar 2 Construction Professional Services framework, which includes seven work packages (2A2G). This requirement relates to Work Package 2C, which covers design assurance, technical due?diligence, and compliance oversight across all design activities.
As part of Work Package 2C, the DAP will review and assure design deliverables produced by the Tier 1 Contractor, specialist designers, and technical suppliers. This includes assessing whether designs meet programme requirements, regulatory standards, user needs, and technical specifications for a complex scientific estate, including high?containment laboratories and supporting infrastructure.
The DAP will also lead assurance on design quality, safety, buildability, maintainability, and integration with other work packages. They will identify design risks, highlight gaps or non?compliance, support design gateways, and ensure all design documents and models meet the required standards before progressing to the next stage of delivery.
Their role includes supporting BIM and digital design assurance, technical reviews, statutory compliance checks, and monitoring alignment with the Building Safety Act, CDM Regulations, and UKHSA technical requirements.
Overall, the Design Assurance Partner will help UKHSA maintain strong technical oversight, protect design integrity, and ensure that all design work for the Health Security Campus meets the required safety, regulatory, and operational standards throughout remobilisation and full programme delivery.

Health Security Campus Pillar 2E: Design Partner (Main Site)

The Design Partner (DP) for Pillar 2E will provide multi?disciplinary design services for the main site buildings and wider campus infrastructure within the UKHSA Health Security Campus programme. While the specialist CL4 facility (H50) is being designed under Pillar 2D, the 2E Design Partner is responsible for the wider estatecovering laboratories, office accommodation, shared facilities, campus utilities, infrastructure, and supporting buildings across the main site.
This requirement sits under the Pillar 2 Construction Professional Services framework and covers Work Package 2E, which includes detailed architectural, structural, civil, mechanical, electrical, and public health (MEP) design services for all non?CL4 buildings and campus systems.
Under Work Package 2E, the Design Partner will produce technical drawings, BIM models, specifications, engineering designs, and coordinated design deliverables required to progress the main site components of the programme through assurance, gateway reviews, planning stages, procurement, and delivery. This includes designing building layouts, services systems, structural solutions, site infrastructure, utilities connections, and integrating these with the overall campus masterplan.
They will work closely with the Project Delivery Partner (2A), Design Assurance Partner (2C), the H50 Design Partner (2D), and the Tier 1 Contractor to ensure all main site designs are fully coordinated, compliant, buildable, and technically integrated with the specialist facilities. The 2E Design Partner will also support technical reviews, respond to design changes, and provide design updates throughout remobilisation and full delivery.
Overall, the Design Partner will ensure that the wider Health Security Campus is designed to modern scientific, operational, safety, and regulatory standards, providing the essential design capability required for successful programme delivery.
