The UK Health Security Agency (UKHSA) intends to establish a Framework Agreement for the provision of Countermeasures and Preparedness products (the “Framework Agreement”). Hydrogen Peroxide Generator - Find a Tender The market engagement stage has now ended and the UKHSA intends to proceed with a below threshold open procedure. The UKHSA is responsible for planning, preventing and responding to external health threats, and providing intellectual, scientific and operational leadership at national and local level, as well as on the global stage. UKHSA ensures the nation can respond quickly and at greater scale to deal with pandemics and future threats. It does this through advocacy, partnerships, world-class science, knowledge and intelligence, and the delivery of specialist public health services. UKHSA is an operationally autonomous executive agency of the United Kingdom Department of Health and Social Care (DHSC). The UKHSA has a requirement a hydrogen peroxide generator, for the decontamination of interior room surfaces and equipment. The system will support forthcoming research activities within a model (mock) healthcare environment at its Porton Down site. The UKHSA intends to proceed with an open procedure to procure the equipment and associated services and this notice is to provide notification of the forthcoming invitation to tender. The specification is currently being prepared however is expected to include a hydrogen peroxide generator which is/has: • A standalone unit capable of being easily transported and designed to minimise any possible exposure of staff to the sterilant. • Capable of decontamination of rooms with volumes ranging from 5 to 225 m3. • Controllable from outside of the room being decontaminated. • Capable of measuring and recording the environmental conditions in the room (e.g. temperature and humidity). • Capable of data storage to provide a record of the cycle and parameters obtained. • A simple closed loop cycle including an aeration step to ensure all vapours are removed by the end of the process. • Circulation and aeration units as required by the technology. • An independent hydrogen peroxide monitor for leak detection and final safety check for safe entry to room after cycle completion. • Capability for users to modify the cycles. • Availability of hydrogen peroxide consumable for purchase in containers and volumes that can be used with the generator. Hydrogen peroxide consumables must have a shelf life of at least six (6) months from the date of delivery when ordered from the Supplier. • Capable of monitoring and recording the hydrogen peroxide concentration within the room being decontaminated. • Suitable for use in healthcare settings in the UK. • Compliant with BS EN 17272:2020+A1:2025. The equipment must be supplied inclusive of: • Delivery to UKHSA premises at Porton Down. • Commissioning of the equipment. • Comprehensive training, on the safe use of the equipment and cycle development, to UKHSA nominated staff. • Technical support for UKHSA staff for the duration of the Contract. • Routine servicing, in accordance with the regime set out by the original equipment manufacturer (OEM), for a minimum of two (2) years from the date of delivery (or commissioning if later) to UKHSA. Servicing to include all preventative maintenance and replacement of parts where such replacement is set out in OEM’s servicing regime. • Technical support for the duration of the Contract. To include breakdown labour costs and rapid on-site response where required. • Manufacturer’s warranty. The Crown Estate, as manager of the seabed around England, Wales and Northern Ireland, periodically holds competitive tenders to award seabed rights for the development, construction and operation of offshore wind farms. The Crown Estate is seeking to appoint a contractor to deliver the demolition and enabling works for St James's Market Phase 2 (SJM2). The works include demolition of existing buildings and foundations, asbestos removal, underpinning works, infilling of pavement vaults, temporary works to support retained structures where required, site-wide clearance and excavation, and installation of the piling mat. The procurement is being conducted through a Competitive Flexible Procedure and will be delivered in two stages comprising a Conditions of Participation (COP) and Procurement Specific Questionnaire (PSQ), followed by an Invitation to Tender (ITT) for suppliers meeting the required standards. The UK Health Security Agency (UKHSA) is preparing to engage the market on a major construction opportunity in Harlow, Essex. The opportunity sits within the UK Health Security Campus Programme: a once-in-a-generation investment to create a modern, purpose-built national health security and biosecurity campus. The new campus will bring together UKHSA’s specialist scientific facilities from Porton Down and Colindale and its London headquarters functions onto a single integrated site in Harlow. The campus is intended to provide modern laboratories, office accommodation and supporting infrastructure to strengthen the UK’s ability to detect, assess and respond to serious public health and biosecurity threats. This Preliminary Market Engagement Notice relates to the procurement of a Tier 1 construction contractor for the design and build of the campus facilities and infrastructure outside the separately managed high-containment laboratory building. In practical terms, the potential requirement is expected to include a new science and headquarters building, medium-containment laboratory capability, office accommodation, energy centre, logistics and support facilities, arrivals and education facilities, external works, utilities, site infrastructure and associated campus-wide integration. The separately managed high-containment laboratory building, which will contain the most specialist Containment Level 4 capability, will be delivered through a separate agreement and is not the focus of this engagement activity. UKHSA is using this engagement to test and develop the core commercial considerations, such as; whether the remaining campus works should ideally be delivered through a single Tier 1 design and build model, or whether alternative delivery models would improve deliverability, competition and value for money. The potential requirement would include: • a new science and headquarters building providing modern laboratory, technical and office accommodation for around 2400 FTE ; • containment Level 2 and Containment Level 3 laboratory areas and associated technical environments; • office space and shared facilities to support the relocation and co-location of UKHSA staff; • logistics, warehousing, support and campus operations facilities; • arrivals, reception, security, education, training and outreach facilities; • site-wide infrastructure, a dedicated energy centre, utilities, external works, access, parking and enabling works; • coordination with the separately managed high-containment laboratory project and other programme workstreams; • construction logistics, phasing, mobilisation, commissioning support and handover planning; • health, safety, environmental, quality, security and regulatory coordination requirements; • sustainability, carbon reduction, energy efficiency, materials reuse and social value outcomes. The opportunity is part of a wider programme targeting full campus operational readiness by 2038. Key programme activities include advanced works and main construction during the late 2020s and early 2030s, followed by transition, commissioning, validation and relocation activity through the mid-to-late 2030s.
