Lot 1 - Targeted Catchment Investigations (TCI) This lot covers the delivery of Targeted Catchment Investigations (TCIs) across Thames Water's wastewater network to identify and reduce the risk of sewer blockages, pollution incidents, sewer flooding and customer service disruption. Suppliers will be required to undertake investigations within defined catchment areas identified by Thames Water. Activities may include sewer and manhole inspections, sewer cleaning, CCTV surveys, identification of root causes of network issues, delivery of first time-fix activities where appropriate, and the development of recommendations for follow-on works. Suppliers will be responsible for providing all labour, vehicles, equipment and associated resources necessary to deliver the services, together with the collection and submission of inspection data, CCTV records, photographs and other required outputs. The framework will operate across the Thames Water region. Work packages will be issued by Thames Water throughout the term of the framework and may vary in size, volume and location. Successful suppliers will be required to work collaboratively with Thames Water to support operational performance, environmental protection and customer outcomes. Lot 2 - CCTV & Cleaning This lot covers the provision of planned CCTV inspection and sewer cleaning services across Thames Water's wastewater network, including specialist cleaning activities and associated support services such as flow management, waste disposal, and related operational works. Suppliers will be required to undertake sewer cleaning and CCTV investigations to identify, record, and report on blockages, silt build-up, structural defects, root ingress, and other operational issues within the network. Services may include CCTV enabling activities, defect identification and coding, emergency response works, pollution escalations, and customer and stakeholder engagement where required. Suppliers will provide all labour, vehicles, plant, equipment, permits, licences, traffic management, and associated resources required to deliver the services in accordance with relevant industry standards and Thames Water procedures. Services may be delivered across public highways, private land, and other locations throughout the Thames Water region, and may include both planned and reactive activities. Suppliers will be responsible for providing all required survey, inspection, waste disposal, and job completion records and will work collaboratively with Thames Water to support network performance, environmental compliance, and customer outcomes. Thames Water Utilities Ltd wishes to establish a framework agreement for a range of sewer rehabilitation, CCTV and Cleaning works and services on gravity and rising mains across the entire Thames Water Region included but not limited to structural lining, pipe replacement, patch repairs, leak tight lining, pipe bursting and associated manhole sealing. The scope includes associated activities such as minor civil, inspection reports, waste disposal and street works etc. Some works will also involve elements of working on / in proximity of a Railway (assessable to only those with required accreditations and required insurance levels.) The framework has been split into 2 lots of work to reflect the variations in scale and complexity of rehabilitation services for different waste water assets and operational situations. Applicants are invited to apply for the following lots: Lot 1: Sewer rehabilitation inc. CCTV and cleaning c.£3m and/or complex Lot 2: Sewer rehabilitation inc. CCTV and cleaning above c.£3m and/or complex Companies may apply for one or more lots. Preference may be given in evaluation to those companies who demonstrate that they are capable of supplying a greater part of the overall requirement. Thames Water Utilities Limited intends to establish a single-lot, multi-supplier framework agreement to deliver inspection, repair, refurbishment and upgrade works to anaerobic digester assets and associated infrastructure across its operational estate. Thames Water Utilities Limited intends to establish a single-lot, multi-supplier framework agreement to deliver inspection, repair, refurbishment and upgrade works to anaerobic digester assets and associated infrastructure across its operational estate. The framework will support the ongoing maintenance, regulatory compliance and enhancement of Thames Water's digester portfolio, which forms a critical part of sludge treatment operations. Works will be required across multiple sites and will be delivered as discrete packages or programmes of work called off over the duration of the framework. The scope of services to be delivered under the framework includes, but is not limited to: • Decommissioning, isolation and preparation of digesters for inspection and refurbishment • Removal, treatment and disposal of sludge, grit and associated waste materials in accordance with all applicable regulations • Internal and external inspection of digester structures and associated assets, including provision of inspection reports, defect identification and recommended remedial actions • Cleaning and enabling works required to facilitate inspection and subsequent refurbishment activities • Structural repair and refurbishment of digester assets, including roofs, walls, bases and associated civil infrastructure • Repair, replacement and upgrade of mechanical, electrical, control and instrumentation (MECI/MEICA) systems, including mixing equipment, pipework, valves, heating systems, and control/automation systems • Upgrade works to meet current regulatory, environmental and operational standards, including those relating to emissions control, gas management and asset performance • Temporary works, access solutions, cranage, site establishment and all associated enabling activities required to safely deliver the works • Testing, commissioning, performance validation and handover of refurbished assets • Provision of as-built documentation, asset data, operation and maintenance manuals, and training for operational personnel The nature, scope and value of individual call-off contracts will vary. In many cases, the full extent of refurbishment and upgrade works will only be confirmed following completion of initial decommissioning, cleaning, and detailed inspection activities. As such, works packages may comprise a combination of defined and developing scopes, with suppliers required to work collaboratively with Thames Water to refine and deliver solutions based on inspection findings. The framework is expected to operate across multiple sites within the Thames Water region. Works will need to be carefully planned and executed to ensure continued operational performance of the wider network, including constraints on the number of digesters that can be taken offline at any one time. The estimated aggregate value of contracts awarded under the framework is £70,000,000. This value is indicative only and does not constitute any guarantee of the volume, value, timing or distribution of work. No minimum workload or exclusivity is guaranteed to any supplier. Suppliers appointed to the framework will be expected to demonstrate capability in delivering complex, safety-critical works within live operational environments, and to work collaboratively with Thames Water to achieve programme objectives, regulatory compliance and value for money. Further detail regarding the scope, technical requirements and contractual arrangements will be set out in the procurement documentation issued at the Invitation to Negotiate (ITN) stage.
