Swindon Borough Council (The Council) has set up a Dynamic Purchasing System (DPS) for the provision of Passenger Transport Services. The Dynamic Purchasing System has been split into 5 Lots: Lot 1 Bus & Coach – Individual routes / bus services (public, education and social care transport). Lot 2 Minibus - Individual routes (public and education transport). Lot 3 Taxi - Individual routes (public and education transport). Swindon Borough Council invites you to contribute to Preliminary Market Engagement (PME) in relation to providing Vacant Property Repairs (Voids) works to its housing stock. The Council intends on establishing a framework of up to three contractors to deliver Vacant Property Repairs (Voids) works over an initial framework period of 24 months with an option to extend by up to 12 months. The estimated contract commencement date is 14th January 2027. Swindon Borough Council has a housing stock of approximately 10,500 properties across the Borough plus a number of sheltered accommodation properties (if required), of which approximately 600 properties are void each year. Vacant properties may require refurbishment, general maintenance, repair and improvements to return them for re-letting on line with Swindon’s Re-let standard. The works can range from minor repairs to major capital works requiring full property renovation, depending on the age of the property and condition upon return. Of the approximate 600 void properties each year, approximately 250 properties per year are refurbished by the Council’s in-house team. A further circa 175 properties are refurbished by an external contractor under a term contract. For the remaining circa 175 properties, the Council is proposing to establish a framework consisting of up to three contractors to deliver the required works on those properties and, upon completion, handed back to the Council for allocation to prospective tenants. Swindon Borough Council, jointly funded with the Integrated Care Board through pooled budget arrangements, is recommissioning adult mental health support services in Swindon. two distinct but complementary Lots. Lot 1 – Therapeutic and Recovery Support Services Structured, evidence-informed therapeutic and recovery-focused support, with a particular role in early intervention, recovery, self-management and appropriate step-up and step-down pathways. Detailed requirements are set out in Appendix B1. Lot 2 – Nature, Arts, Music and Creative-Based Therapies Non-clinical, community-based support using nature, arts, music and creative approaches to improve wellbeing, reduce isolation, strengthen confidence and resilience and support sustained community participation. Detailed requirements are set out in Appendix B2. The two Lots will operate as a coherent prevention and recovery offer while retaining distinct delivery models and strengths. Providers bidding for both Lots must maintain that distinction while coordinating access, pathways and learning. The initial contract term will be for 3 years, with options to extend for a further 2 years and a further 2 years, giving a potential total contract term of 7 years, as stated in the procurement documents. The estimated annual value of Lot 1 is £400,000, giving an estimated value of £1,200,000 over the initial 3-year term and £2,800,000 over the maximum 7-year term. Project Description The Council is seeking to award a single supplier, with a contract to provide CHILDREN’S Advocacy and Independent Visitor services (1200 advocacy hours and maintaining 18 IV relationships at any-one time). This requirement will not be divided into ‘Lots’. TUPE does apply. Swindon Borough Council is seeking to commission a Children’s Advocacy and Independent Visitor Service to support children and young people to have their voices heard, understand their rights, and meaningfully participate in decisions that affect their lives. Children’s Advocacy is a rights-based service that places the voice, wishes and feelings of the child or young person at the centre of decision-making. The service provides independent support to help children and young people understand their rights, navigate complex systems, raise concerns or complaints, and communicate what matters to them. Advocates work alongside children and young people to ensure their views are heard and represented within statutory and non-statutory processes. Independent Visitors provide Children We Care For (Children Looked After) with access to an independent, trained volunteer who develops a consistent, long-term and trusted relationship with them. Independent Visitors offer support, guidance and positive experiences outside of the child’s care arrangements, helping to promote confidence, resilience, wellbeing and a sense of belonging. The initial contract term will be for 36 months with an option to extend for a further 24 months in 12-month increments (2 periods of 12 months) for a potential total contract term of 5 years as stated in the ITT documents. As the Wyvern Theatre nears the end of its life, Swindon Borough Council are looking to bring forward a flexible modern entertainment venue that replaces and is an enhancement on the Wyvern Theatre, meeting Swindon’s cultural, technical and audience needs. This preliminary market engagement exercise seeks to explore the market for operator and delivery partners for this exciting opportunity.
