Sport Wales wishes to commission an agency to undertake the development and delivery of the 2026 School Sport Survey during 2025-2026. Questionnaire Development: The successful provider will work closely with Sport Wales to develop two bilingual, national scale questionnaires for pupils and teachers in Wales. Emphasis is placed on facilitating the design of an engaging and accessible survey experience for pupils by providing innovative survey-design solutions, drawing on relevant guidance and expertise , and implementing user research methods and piloting techniques. Webhosting: The successful contractor will provide a secure and scalable webhosting solution capable of supporting two concurrent, bilingual national-level surveys. The platform must be capable of handling high traffic volumes while offering an engaging and accessible user experience. The platform must comply with relevant data protection regulations, provide real-time tracking of completion rates, and enable efficient, secure export of survey data in appropriate formats. The successful contractor will also be required to generate and disseminate survey links and follow-up reminders to all schools in Wales. Monitoring & Support: The successful contractor will be responsible for providing real-time monitoring of response rates and the number of outstanding pupil responses required [against defined quotas]. Access to real-time monitoring will also be provided to key stakeholders [Sport Wales and Sport Partnerships] throughout the duration of the fieldwork. The successful contractor will also be responsible for providing ongoing technical support to Sport Wales and key stakeholders [Sport Partnerships, Local Authorities and Schools]. The successful contractor will provide ongoing technical and user support throughout the survey period, including performance monitoring, uptime assurance, troubleshooting, and responsive user helpdesk services [to participating schools]. Outputs & Reporting Requirements: The successful contractor will be responsible for managing cleaning of the raw data file, and production of key derived variables. The contractor will be responsible for the secure transfer of the raw data files to Sport Wales, for use in appropriate data analysis software [i.e., CSV, STATA, SPSS etc.]. The successful contractors will also be required to detail whether they can undertake and manage data weighting procedures. The the successful contractor will be required to provide a technical report, detailing key decisions and procedures taken throughout the project. The successful contractor will also be required to work with Sport Wales to consider and produce an impact and evaluation review. The successful contractor will be required to work with Sport Wales to determine optimal dissemination of findings to key stakeholders, such as via reports, data tables, and/or data dashboards in a timely manner. Sport Wales is seeking to appoint a Provider for a crowdfunding platform, providing coaching and support to projects need to generate alternative sources of investment to sustain their organisations. The platform must provide a rewards-based incentive approach. The high-level purpose of the crowdfunding platform is to deliver community rewards-based campaigns, for not-for-profit organisations and clubs, under the brand ‘A Place for Sport’ to: • Raise awareness of crowdfunding as an alternative source of investment in the sport & physical activity sectors. • Build capacity & capability in the sector to fundraise, secure grant investment and enhance volunteer skills. • Develop understanding of social media as a tool to support organisations build resilience. • Amplify the use of public funding. This will be done by working with Sport Wales’s selected cohort of projects to develop, design and deliver community-based rewards based crowdfunding campaigns, providing coaching and support to them, capture learning on the financial as well as non-financial benefits achieved. Historically, Welsh sport partners have relied on multiple disparate systems and applications, including WhatsApp, Microsoft Calendars, email, Microsoft Office applications, and Spond (https://www.spond.com/), to manage their operations and communications. This fragmentation has resulted in inefficiencies, duplication of effort, and increased administrative workload. Recent user research with National Governing Bodies of sports into our existing athlete management system (See Appendix A) identified several unmet user needs, particularly relating to the administrative requirements of National Governing Bodies. Key requirements identified from the user research include: • A robust, intuitive calendar and scheduling capability • Secure distribution of documents and files to carers, athletes, and coaches in multiple media formats • Simple, direct communication channels for carers, athletes, and coaches • The ability to push targeted notifications across performance programmes • Centralised management of travel, flight, and itinerary information • Configurable administrative controls to support effective programme management • The ability to schedule training sessions and competitions, including locations, timings, and related itinerary details • An efficient mechanism for capturing and managing athlete attendance at key activities, including meetings, training sessions, competitions, and camps To address these challenges and user needs, Sport Wales is seeking a digital platform that consolidates core operational functions into a single, cohesive system which integrates with our athlete management system, Teamworks AMS (https://teamworks.com/ams/) through a bi-directional application programming interface (API). The digital platform should also have an open API functionality to integrate with other third-party systems such as Outlook calendar, and human resource systems which contain membership details. The system will serve as a centralised platform to support the operational management of Welsh sport partners, providing a unified solution for calendars, task lists, athlete administration, communication, file management, and travel information. To meet these unmet user needs Sport Wales is inviting proposals from vendors who have the experience, expertise, resources, and capabilities required to successfully deliver a commercially available Sport Operations Administration Digital System that meets Sport Wales and their partners requirements. The solution should enable sports partners to operate more efficiently, reduce administrative burden, and focus resources on athlete development and effective programme delivery.

The aim is to identify the system changes required over the next 12–16 years to ensure that performance sport environments are inclusive of intersectional communities of disabled people. This work will: • Define the current parameters of para performance sport in Wales. • Assess the maturity of para performance environments across Welsh National Governing Bodies (NGBs), DSW-led provision (NGB-function and programme delivery), and performance development events currently outside the scope of UK Sport and Sport Wales performance funding. • Project the trajectory of resourcing requirements to sustain and grow para performance sport. • Make recommendations to support the transition and/or retention of responsibility for para performance pathways from DSW to NGBs, ensuring long-term sustainability and inclusivity.
