Southwark Council intends to undertake a procurement exercise to implement a catering services framework for nursery, primary and secondary schools within the London Borough of Southwark.
The aims of the framework include:
•Continued improvement of nutritional quality and consistency of school meals
across Southwark
•Tackling disadvantage and reducing inequalities
•Enhancing social value through job creation for local people, payment of London Living Wage (LLW) and supporting the local economy
•Realising the opportunities for meeting the Council’s social value, food security, environmental sustainability and climate emergency agenda.
Within Southwark, there are currently 4 nursery schools, 74 primary schools (including 3 special schools) and 25 secondary schools (including 5 special schools):
•The value of the school meals market in Southwark is estimated at around £8.3m (primary) and £5.3m (secondary) annually
•Currently, most school outsourced contracts are for a single school, rather than a group, each with different contract terms
•Most contracts are currently two to three years in duration, not all schools will require a contract at the same time
The maximum framework term will be 4 years, this includes the initial contract term and the option to extend. Estimated potential sales value of the framework is £4m over the 4 years.

Delivery of the Blue Youth and Community Centre, 192 Southwark Park Road, SE1 5BW
The Blue Youth and Community Centre (BYCC) is situated in the area in South Bermondsey known as The Blue. It is an area of high needs and the BYCC provides essential services and support to the local community offering both daytime and afterschool provision as well as holiday food and fun provision. The services provided at BYCC include access to creative activities, trusted adults, a food offer and a safe space. These are all important factors in supporting the physical and emotional wellbeing of local residents. We are looking for a provider with experience of running youth-focused buildings and delivery of direct youth work sessions for 11 to 19 year olds (Up to 25 with SEND) to take on the building lease and minimum delivery of 3 youth work sessions (2.5 hours) a week for local young people.
The current contract for the management of the theatre is set to conclude in December 2025. This open procurement process, led by the Council, seeks to secure an operator to manage the theatre, on a contract set to run from January 2026 for a period of five years, with an optional two-year extension.
The Southwark Waste and Cleansing service are looking to continue to provide a public realm reporting portal with a front end 'customer facing' solution. The front end solution will be an intuitive reporting based platform that will allow our residents and the public more generally to report public realm issues with street cleaning, highways, parks, trees, street lighting and housing estates in a simple, user friendly manner. Southwark Culture Health and Wellbeing Partnership (SCHWeP)
Southwark Council is commissioning a Network Coordinator for the Southwark Culture Health and Wellbeing Partnership (SCHWeP), for a three-year contract starting in October 2025.
The appointed individual or organisation will be responsible for delivering a coordinated programme of activity that supports the development and long-term sustainability of the SCHWeP network, while contributing to the wider ambitions of the Creative Health Southwark programme.

Adults Home Care service provision will be split across three (3) groups with a total of fifteen (15) Lots:
1. Group A (Lots 1-5): Adults' Home Care - Primary Provider (Core services);
2. Group B (Lots 6-12): Adults' Home Care - Secondary Provider (Core services); and;
3. Group C (Lots 13-15): Adults' Home Care - Specialist services.
The Council is therefore seeking to award fifteen (15) cost and volume contracts to successful bidders as part of this Procurement and it is anticipated that the contracts will be fully operational by 2 November 2026 (this may be subject to change) and will continue for a period of four (4) years from that date with an option to extend, at the Council's discretion, for up to four (4) years (two (2) years plus two (2) years) unless terminated in accordance with the Terms and Conditions of the Contract.
Transfer of existing care packages are within the scope of this Procurement.
The Council is seeking to award a single Contract to the successful bidder as part of this Procurement and it is anticipated that the Contract will be fully operational by 2 November 2026 (this may be subject to change) and will continue for a period of four (4) years from that date with an option to extend, at the Council's discretion, for up to four (4) years (two (2) years plus two (2) years) unless terminated in accordance with the Terms and Conditions of the Contract. The estimated total contract value for this procurement is £13.6m.
Due to the short-term nature of Reablement and to support continuity for residents, it is expected that, at contract commencement, most existing packages will not transfer to the successful Supplier and will remain with the incumbent provider until the closure of the package. However, during mobilisation the Council will conduct a review of existing packages to determine whether any packages are appropriate for transfer. It is possible therefore that some existing packages could be transferred if the new provider is willing to accept them. Transfer of existing care packages are therefore potentially within the scope of this Procurement but the contract value expressed above are calculated based on current care packages.
Southwark Council is seeking suitably qualified and experienced providers to enter into a contract for the provision of a Carer Service in Southwark.
Unpaid carers are people who provide care for a friend, family member, or neighbour who has an illness, disability, mental health concern, or who is older and needs extra support. Unpaid carers do not receive any payment from the council or a private company for this caring role.
The Carer Service will be located in Southwark and will offer a range of services for unpaid carers living in the borough. The Carer Service will aim to improve the wellbeing of unpaid carers, empower them in their caring role, and support them to access health and care services and other voluntary and community services that can offer support.
Heat Supply Agreement relating to South East London Combined Heat and Power District Heating Network
Southwark Council (Council) and Veolia ES Southwark Limited (Veolia) entered into a PFI Project Agreement (Project Agreement) on 11 February 2008 for integrated waste management services for an initial term of [25] years . The procurement of the Project Agreement was conducted under the Public Services Contracts Regulations 1993 with a total value of 665,000,000.00 GBP.
In 2013, the Council entered into a separate heat supply agreement (HSA1) with Veolia for heat supply services by means of a district heating network (Heat Network) to take waste heat from South East London Combined Heat and Power (SELCHP) to certain Council premises. The services in HSA1 were not included in the Project Agreement. HSA1 was entered into pursuant to the exemption set out in Regulation 14(1)(d)(i) of the (now repealed) Public Contracts Regulations 2006. This exemption allowed the Council to directly procure Veolia for the provision of heat supply services not included in the Project Agreement, which had subsequently become necessary due to unforeseen reasons. The HSA1 was entered into on 14 June 2013 and a related contract award notice was published on 3rd August 2013 (OJEU Reference Number: 2013/S 150-261592 ). The original term of the HSA1 as awarded was coterminous with the Project Agreement (i.e. expiring on 10 February 2033 .
HSA1 is due to expire on 10 February 2033.
The Council is now proposing to make the following modifications to the HSA1 via a Deed of Variation:
1) an extension to the geographical coverage and extent of the Heat Network so that it [includes/covers [insert details]some areas within the wards of Old Kent Road, Nunhead & Queen's Road, Peckham, Rye Lane and St Giles (Geographical Coverage Modification); and
2) an extension to the duration of the contract so that instead of expiring on 10 February 2033 it will expire on 31 March 2050 (Duration Modification).

The Council considers that it is entitled to rely upon Regulation 88(1)(b) of the Utilities Contracts Regulations 2016 (UCR) to modify the HSA1 to incorporate the Geographical Coverage Modification and Duration Modification without requiring a new procurement procedure for the reasons set out in Annex D2.
The Council will not enter into the Deed of Variation until the expiry of at least 30 days from the publication of this notice.
