There is a need to mitigate areas of deficit in the Hampshire region up to a 1:200 year drought event, in accordance with WRMP19 / WRMP24 and a Section 20 Agreement and to provide daily resilient water resource transfers. ALM aims to connect Winchester and Andover via a new potable water pipeline providing both drought and operational resilience. Its delivery contributes to the protection of fragile ecosystems around the rivers Test and Itchen. Scope of Works - Southern Water is seeking a supplier for winter gritting services across the whole of its region - Sussex, Kent, Hampshire and Isle of Wight. The supplier must be able to deliver a flexible service across operational sites whilst also having the ability to cover reactive requests for leaks in public areas. The service must operate 7 days a week during the winter period, from October to April, and be temperature-triggered in response to pre-agreed thresholds (e.g. surface temperatures forecast below 0°C or as defined by Met Office data). All vehicles used must be roadworthy, clean, and regularly maintained, fully licensed and MOT certified. All drivers and personnel must hold a valid driving licence (appropriate categories) and be trained in winter maintenance procedures. Vehicles must not move between fresh water and wastewater sites without a full decontamination to avoid cross-contamination. The service delivery must be supported by a comprehensive digital Platform accessible to SW: · Site-specific gritting maps and access details. · Site and contact information. · Live and historical job tracking with vehicle GPS. · Job history and audit trail. · Picture evidence of service delivery · Automated time stamps for job start/finish. · Communication logs for instruction and completion confirmation. Routine Service - · The Supplier shall provide a planned, temperature-triggered gritting service for: Access roads, Car parks, Footpaths, Other designated areas as per site-specific requirements. · Snow clearance when required. · Monitor weather forecasts (via Met Office or equivalent) and respond in line with pre-agreed gritting criteria. · Perform gritting during off-peak hours (typically overnight or early morning) to reduce disruption. · Ensure areas are treated. At Price Review 2024, the development of Southern Water’s modelling capability has supported the articulation of realistic, affordable and future proof long term business strategies (e.g. Bioresources) to mitigate upcoming threats & seize opportunities with the view to improve the company’s financial & Environmental performance. This has been achieved mainly through the provision of process modelling (e.g. sludge transport, masse and energy balance, asset replacement forecast) and scenario testing capability (e.g. testing of impact of varying costs forecast, change in treatment capabilities). This has been the basis of evidence supporting the strategies developed by Southern Water’s Asset Strategy & Planning team. Southern Water is looking at developing this capability further to support the decision-making process of key PR29 programmes. The Andover Link Main (ALM) scheme is being delivered by Southern Water Services (SWS) under the Major Projects Directorate. The ALM project is part of the WRMP programme and is associated with SWS’s agreement with the EA under Section 20 of the Water Resources Act 1991 put in place following Public Inquiry to reduce our abstraction licenses for public water supply. Its purpose is to provide environmental protection for the rivers Test and Itchen. The WRMP Programme aims to create greater resilience to water shortages, especially during dry weather and droughts. Existing abstraction licences for the River Test and River Itchen have been substantially reduced through changes required by the Environment Agency to protect the rivers, both designated as Sites of Special Scientific Interest (SSSI), and the River Itchen as Special Area of Conservation (SAC). Additional licence changes will bring further reductions. These rivers are key examples of rare chalk stream habitat which support a wide variety of species. The Proposed Scheme will support environmental improvement by increasing the protection of these rivers while addressing the need for secure water supply. The ALM scheme involves approximately 25km of below-ground pipeline connecting critical infrastructure between Winchester and Andover, alongside upgrades to existing and new booster stations. It aims to deliver a bi-directional transfer capacity of 15Ml/d by March 2030, ensuring both strategic drought resilience and operational reliability for the isolated Andover Water Resource Zone (WRZ). SWS delivery strategy is to appoint a single Principal Contractor to design and build Andover Link Main, delivery to inclue detailed design and construction package with enabling work to be completed prior to construction. The Principal Contractor will act as a Tier 1 provider and sub-contract specialist elements such as Horizontal Directional Drilling (HDD), this strategy is to reduce risk of interdependency issues in construction, testing and commissioning. We understand the current market status of the Tier 2 requirements including Civils Groundworks Temporary site works PE Pipe Pipe fittings Plant tools and equipment (welding, excavation etc) Specialist HDD Equipment and Pipe-Jacking Machines MCCs Pumps is stretched as we enter this significant investment period for water and other infrastructure. Section 82 of the Environment Act 2021 requires sewerage undertakers, operating wholly or mainly in England, to continuously monitor the quality of the receiving water upstream and downstream of storm overflows and discharges from wastewater treatment works, enabling impact assessment of discharges from these assets on the receiving watercourse. Actions required to meet the requirements of the Section 82 CWQM are contained within statutory drivers under the Water Industry National Environment Programme (WINEP). These duties are phased across AMP8 & AMP9, (2025-2035). The objectives of the CWQM programme are to: - Quantify local water quality impacts from Water and Sewage Company (WaSC) assets. - Improve stakeholder & public understanding of impacts from the WaSC assets on water quality. - Inform improvement programmes to meet Storm Overflow Discharge Reduction Plan (SODRP) targets. - Inform regulatory action. The draft technical specification requires that monitoring must: - Be linked to existing regulatory standards; - Provide data which can be attributed to the target assets; - Provide understandable data to the public; - Provide understanding of how performance and water quality impacts of water company assets change over time; and - Show water quality impacts of water company assets in near real time By 2035, SWS will be required to demonstrate that at least 75% of storm overflows discharging into or near ‘high priority sites’ cause no local adverse ecological impact. These sites are programmed for monitor installation during AMP8 (2025-2030) . DEFRA has published the Interim Technical Standard, setting minimum specifications & performance criteria, to cover the transitionary period prior to development & implementation of a bespoke CWQM MCERTS standard. The interim technical guidance recommends that WaSCs & contracted service providers undertake to develop, and or use, existing standards to establish Quality Management Systems (QMS) covering the following: - Equipment standards - Installation standards - Monitor siting - Maintenance & calibration - Data capture, storage, sharing, & validation Southern Water Services Ltd. is seeking information from all interested suppliers, manufacturers, and solution providers regarding solutions for CWQM, in line with regulatory requirements under Section 82 of the Environment Act 2021 and DEFRA’s CWQM Programme. This RFI aims to gather insights into available technologies, capabilities, and approaches that align with or exceed the interim technical standards outlined below. Responses will inform future procurement and standard development. We welcome responses from organisations offering complete systems, modular components, relevant services or innovative approaches to monitoring, data management, and assurance. The objective is to understand market capabilities, indicative costs, and technical feasibility for deploying monitoring systems across riverine environments. To enable us to fully understand the market, interested parties should complete and return the “Continuous Water Quality Monitoring (Section 82) 2025 Request for Information”. This first RFI will inform further procurement activities which will include additional engagement requests, concluding with an invitation to tender (ITT). Suppliers are invited to submit information on products and/or services related to CWQM, with regard to: - Site planning & investigation, including audit of final monitor locations, - Supply of approx. 300 monitors & data transmission equipment, - Installation of approx. 300 monitoring solutions, across Southern Water’s Operational Region (Kent, East and West Sussex, Hampshire and Isle of Wight). - Operation of the monitoring equipment, including calibration and maintenance, - Data collection, visualisation & analysis, As this programme of work is a regulatory requirement within the WINEP, information should be provided to support capability and capacity for offered products and/or services to ensure adherence to the WINEP regulatory completion date of 31st March 2030.
