Local authorities across the Southwest of England (the ‘Southwest Regional Consortia’) and other sub-regions have come together to commission 16+ Supported Accommodation using a ‘Light Touch Regime’ pseudo-DPS, in order to fulfil their statutory duty to provide high quality Supported Accommodation to looked after children within their authority. Commissioning as a consortium of authorities allows us to engage meaningfully with the market whilst enabling us to achieve efficiencies in the purchasing and development of services and advocating better care on behalf of children and young people.

The current Residential Children’s Placements light-touch pseudo DPS is scheduled to close on 31 March 2026.
An extension is required to allow sufficient time for the development and implementation of a new regional purchasing agreement that will encompass all 14 South-West local authorities. Given the scale and complexity of this collaborative project, it is anticipated that the new arrangement will take approximately two to three years to become fully operational.
This extension will ensure continuity and stability for all stakeholders involved.
