Slough Borough Council (the "Council") invites Tenders for the Provision of Home To School, Special Educational Needs And Vulnerable Adult Passenger Transport Services
The Council is conducting this procurement using the Open procedure in accordance with the requirements of the Procurement Act 2023 (PA2023) for the purpose of procuring the Services. This Invitation to Tender (ITT) is issued for the purpose of establishing an open framework in accordance with the PA2023.
The framework will be established with an initial group of successful suppliers following this procurement process. In line with the provisions of the Procurement Act 2023, the framework will remain open for its duration, allowing for additional suppliers to apply to join the framework at defined intervals, subject to meeting the published selection and award criteria.
The contracting authority anticipates reopening the framework at one or more points during its term but reserves the right to determine the timing and frequency of any reopenings.
Provision, installation, and ongoing maintenance of new bus shelters across Slough Borough
This project involves the delivery of a fully managed bus shelter and billboard advertising service across Slough, a rapidly growing and densely populated town in Berkshire. The contract, awarded by Slough Borough Council, will run for 11 years with an optional 4-year extension.
The Contractor will be responsible for the supply, installation, maintenance, cleaning, and advertising of 176 bus shelters and 3 billboards, including the introduction of digital advertising screens. All associated costs, such as planning permissions, electricity, and business rates; will be covered by the Contractor.
The project also includes lifecycle management of assets and the generation of revenue for the Council through fixed annual payments, revenue share, and provision of digital advertising space for public messaging.
The Council will receive fixed annual income from advertising (£250,000 from bus shelters and £7,500 from billboards, index-linked), a share of advertising revenue (3% net), and 10% of digital screen time for Council messaging.
Shared Lives is a form of community-based adult social care in which individuals receive
support from a Shared Lives Carer, either by living in the carer's home on a short-term or long
term basis, or through day support and respite arrangements. It is not residential or nursing
care in the traditional sense, but offers a personalised, family-style alternative.

Block of Pathway 2 Beds within CQC registered nursing care homes located in Slough; these
beds will support people who no longer require acute hospital care but need short term,
outcome focused nursing support before returning home. The Council is seeking high quality
nursing care provision delivered within established care homes that can demonstrate strong
clinical oversight, safe staffing levels, and effective multidisciplinary working to support timely
discharge pathways, along with their own or commissioned therapy (OT and/or Physio) and a
dedicated GP to support the beds.

Procurement of a Microsoft Enterprise Agreement and Server and Cloud Enrolment (SCE) licensing arrangement, including the provision, renewal, management, and support of Microsoft software licences, subscriptions, and associated cloud services.
The contract will cover Microsoft enterprise licensing requirements across the Council's ICT estate, including but not limited to Microsoft 365, Windows Server, SQL Server, Azure, user/device licences, server and cloud enrolments, software assurance, licence compliance, and related reseller support services.
