Shropshire Council is seeking to commission a specialist Domestic Abuse Safe Accommodation Support Service for victim-survivors of domestic abuse and their children. The service will support the Council's duties under Part 4 of the Domestic Abuse Act 2021 by providing safe accommodation and specialist support that promotes safety, recovery, stability and sustainable housing outcomes. The service will deliver a flexible range of accommodation options, including refuge, dispersed accommodation, Sanctuary Scheme provision and emergency accommodation, alongside specialist domestic abuse support, advocacy, risk management, children’s support and move-on planning. The Authority is seeking to understand the capability of the market to deliver a solution to support the management of its Highways portfolio.

Contract for the Supply of Rock Salt for Winter Maintenance

Shropshire Council, working with the Environment Agency, is undertaking preliminary market engagement for the supply and installation of permanent flood defences and a step-free access ramp at the northern approach to Frankwell pedestrian bridge, adjacent to the Guildhall, Shrewsbury. Two options are under consideration: Option 1, integrated permanent flood defences including glazed panels, with a step-free ramp landing on the dry side of the defences; and Option 2, a step-free ramp over the existing stepped ramp, landing on the wet side of the existing demountable flood defences. Associated works include foundations, drainage, surfacing, tie-ins to the existing bridge, public realm interfaces and support with statutory approvals, including planning permission in a conservation area and a Flood Risk Activity Permit. The Council wants the market to identify which option is the best solution and whether it can be delivered ahead of the flood season commencing September 2027. Suppliers will be asked which option they recommend and why; whether they can deliver both options; whether they can deliver the proposed solution and also source and install the flood defence barriers, and which barrier solution they would recommend; an indicative cost band for their proposed solution; their delivery model (direct delivery, subcontracting or supply chain); and the key risks they foresee. Project progression is subject to a funding application, which feedback from this engagement will directly support. Shropshire Council is undertaking Preliminary Market Engagement (PME) to understand the current market for digital solutions that support unpaid carers. This engagement will help inform the Council’s future commissioning approach before any decision is made about whether to tender, use an existing compliant route, develop an alternative model, or take no further procurement action. Shropshire Council has an established Unpaid Carer Support offer. Recently this has become an all-age offer supporting Young Carers and Parent Carers. The Unpaid Carers portal will be an online offer which will be available to Unpaid Carers 24/7 throughout the journey of their caring role. We are aware there are a large proportion of people who do not identify as an Unpaid Carer, we envisage the portal will support with that identification and will provide relevant up to date information to support families in a preventative manner. Any proposed solution should offer the following support: Increase the identification recognition and early interventions for unpaid Carers Delay and reduce the need to access high-cost statutory provision Improve accessibility to information, advice and guidance, improve links and signposting to services that are already available nationally, regionally and locally. Support Unpaid Carers to access self-help and self-management support to reduce the need for Unpaid Carers crisis interventions. Include access to Unpaid Carers 'self-assessment' focused on individualised outcomes The solution should have the capacity to collect and produce relative data regarding demographics, ethnicity, age range as well as information such as when and where the portal is accessed.

Shropshire Council is exploring the commissioning of DWP Skills Bootcamp delivery across a range of priority sectors to support residents into employment and help employers address local skills shortages. The Council is undertaking preliminary market engagement to better understand provider capacity, delivery models and market appetite before determining the final procurement approach. The information gathered will inform the development of the specification, lot structure and procurement strategy. Skills Bootcamps are flexible training programmes designed to help adults develop sector-specific skills that are in demand by employers. They typically support learners to gain new skills, progress into employment, or advance within their current role. Skills Bootcamps are developed in partnership with employers to help address local workforce needs and skills shortages.

Shropshire Council is undertaking preliminary market engagement to inform a proposed consolidation of a number of standalone food and related supply contracts currently held by Shire Services, the Council's in-house catering and cleaning provider, serving approximately 140 schools and other establishments across Shropshire, Herefordshire, Worcestershire, Staffordshire, North Wales and the wider West Midlands. The core scope under consideration covers: drinks and vending; kitchen disposables and light equipment; cleaning materials; grocery provisions; greengroceries; and Red Tractor assured marinated chicken. The Council is also testing market capability to deliver a certified nut-free bakery supply (biscuits and bakery products) as an optional addition to this scope, conditional on the outcome of this engagement. The Council is seeking market feedback on packaging (multi-lot framework, single prime with SME sub-let, or a two-contract split), preferred route to market, and suppliers' own supply-chain and delivery models, ahead of a planned procurement. The envisaged award of this contract will be to a single provider for a period of up to 4 years with an estimated value of £600k over the entire term. The successful contractor will be responsible for providing a 24-hour, 365-day planned and emergency service across the entire geographic area of Shropshire. PME introduction to the requirement Shropshire Council is launching this Preliminary Market Engagement (PME) exercise in advance of a formal procurement process for a security guarding requirement. The to award this contract to a single provider for a period of up to 4 years with an estimated value of £600k over the entire term. The successful contractor will be responsible for providing a 24-hour, 365-day planned and emergency service across the entire geographic area of Shropshire. Core Service Scope The requirement is characterised by decentralised property-specific services responding to the needs of a diverse estate that may include corporate buildings, car parks, park-and-ride facilities, and schools. The core requirements include (amongst other things): •Mobile patrolling, static guarding, lone worker monitoring/response, and the opening, closing, and locking of premises, gates, and barriers as requested by individual premise managers. •The Council currently has a multi storey car park adjoining a bus station. As part of the security and guarding to cover opening hours, additional tasks will be to support customers, operate the barrier-controlled parking system and facilities tasks and compliance checks While it is envisaged that a single provider will be appointed, individual (site specific) requirements may be managed directly between the security provider and the respective Shropshire Council properties or schools. Compliance and Regulatory Requirements Shropshire Council envisage the following technical mandatory requirements: • Accreditations: The contractor must maintain Security Industry Authority (SIA) Approved Contractor status (or EU equivalent) for the duration of the contract. • British Standards: Fully audited compliance is required across current standards, including BS10800:2020, BS7499:2020, BS7984-3:2020, BS7858:2019, BS7984-1:2016, and BS7984-2:2014. • Approach to Sub-Contracting: The Council envisage that no sub-contracting will be permitted without prior written approval. • Workforce: It is anticipated that the Employee Transfer of Undertakings (Protection of Employment) Regulations (TUPE) will apply to this contract. By participating in this PME, experienced security providers have the opportunity to share industry best practices and inform Shropshire Council's consideration of its procurement strategy.

Shropshire Council is seeking to procure a software system designed to support local authority processes in the UK, including Planning Applications, Building Control functions, Local Land and Property Gazetteer (LLPG), Street Naming and Numbering, and Land Charges. The purpose of this Preliminary Market Engagement is to assist the Council in developing its requirements and approach to the procurement, particularly in relation to the themes addressed within the Preliminary Market Engagement questionnaire. The Council anticipates the new contract to commence in April 2027, subject to Council approval and market engagement outcomes.

Overview The purpose of this notice is to inform potential service providers of Shropshire Council’s intention to bring to market its Local Electric Vehicle Infrastructure (LEVI) fund procurement opportunity to deliver additional electric vehicle charging infrastructure (EVCI) in Shropshire. The LEVI funding allows large scale deployment of EVCI by the private sector, under contract to Councils, specifically targeting delivery of an equitable charging network. Forecasts indicate that by 2050, EV adoption will be significant, with an estimated 90% of cars being electric (EVs) across both rural and urban areas. The aim of the Government’s LEVI Fund is to get ahead of this demand, ensuring that access to EVCI is not a blocker to the EV transition, particularly for residents who are unable to charge at home. The Council’s intention is to appoint a service provider (or consortia) to supply, install, connect and operate the EVCI. The Council will utilise LEVI funds to de-risk delivery for the private sector service provider and support the installation of EVCI to meet the level of demand anticipated for 2035. This is an initial market testing exercise to aid the Council in gathering information. It is not an invitation to tender or request formal expressions of interest. A procurement exercise is expected at a future point in 2026, with a view to a service provider being appointed in early 2027 and the first charge points being operational before the end of 2027. It is expected that there will be a 28-week competitive flexible procedure comprising a 4-week premarket engagement phase, a two-stage competition (PSQ and ITT), post tender dialogue , BAFO, final evaluation and moderation , standstill and contract award Background to Charging Infrastructure and LEVI in Shropshire As of October 2025, there were a total of 546 devices across Shropshire, some of which have been delivered under contract to the Council. Initial analysis indicates that more than 550 new devices can be delivered across the region utilising the LEVI Fund capital funding, doubling the number of devices. Work is underway to determine suitable areas and sites for delivery of this scale of EVCI. Devices will be located either on-street or on council owned land in the majority of cases. Further details will be provided at procurement stage. Approval was given to take forward the LEVI process at a meeting of the Shropshire Cabinet on 11 March 2026. Outline of the Scope of Shropshire Council’s LEVI Scheme The anticipated scope of the scheme, in brief, is outlined here: The scope of installation will primarily include standard 7kW devices, with the option to incorporate: 22kW fast devices, where local network capacity and site conditions allow; and A limited number of 50kW+ rapid devices, subject to local network capacity and site suitability. To facilitate the procurement process, the Council intends to utilise the established documentation available from the LEVI Support body, and available on the NEVIS platform, as far as reasonably possible. The service provider will be appointed under a concession contract where the Council grants the service provider the right to deliver, operate, own and maintain EVCI on Council-owned land or highways. A 15-year contract (with the option to extend by one year) is proposed, which is in line with market trends and recommended by the Department for Transport (DfT). The Council intends to adopt the Heads of Terms recommendations and will seek an annual concession fee and/or a percentage revenue share which will be determined as part of the procurement process and after undertaking market engagement. The Council will invest its £2,006,000 of LEVI Fund capital funding, alongside investment from the service provider. Additional Procurement and Scheme Information The Council has not finalised its approach to a lotting strategy and is actively considering whether to divide the opportunity into lots or to appoint a single supplier. This decision will be informed by our preferred sites and charging speeds, market engagement and further analysis over the coming months, ensuring that the final structure both attracts strong market support and safeguards the interests of Shropshire’s residents and businesses. The Council is updating its EVI Strategy that sets out its vision for the future of EVI and EV transition across the region. This strategy will be made available to bidders.
