This Challenge presents an exciting opportunity to make a positive difference in protecting children in Scotland from harm, an area of the highest priority for the Scottish Cabinet and partners. Scotland’s child protection system relies on Inter-Agency Referral Discussions (IRDs) to make timely safeguarding decisions for children (over 17,000 IRDs took place during 2024-25). IRDs are effective and work well as a process, however they are currently supported by fragmented IT systems, manual processes and localised records. This results in duplication, delays, and barriers to information sharing across agencies and local authorities. These inefficiencies increase administrative burden, reducing time available for direct support to children and families. The Scottish Government, Police Scotland and the National Social Work Agency (TBC) are seeking innovative solutions that will enable secure streamlined multi-agency information sharing for the existing IRD process, as well as providing real-time local and national data to improve child protection outcomes across Scotland.

The Authority is further extending its collaborative Dynamic Purchasing System (DPS) for Internet of Things (IoT) for an additional 12 months until 17 September 2027. The DPS will remain open for new suppliers to apply to join. However, existing suppliers that are currently on the DPS do not need to re-apply and will remain on the DPS. The Authority is further extending its collaborative Dynamic Purchasing System (DPS) for Telephony and Communication Services for an additional 24 months until 27 March 2028. The DPS comprises of two lots: Lot 1 - Telephony and Communication Services Lot 2 - Enterprise Bundled Services The Authority wishes to take this opportunity to refresh the supplier list to ensure current suppliers retain the minimum qualifying criteria, still have up-to-date contact details and still wish to remain as a supplier. Accordingly, suppliers that are currently on the DPS are required to refresh and resubmit their Single Procurement Document (SPD) in order to remain as a DPS supplier. There is no need to resubmit any case study evidence for current suppliers. Current suppliers are required to submit an updated SPD within six weeks of this Contract Notice being issued. Failure to do so will result in current suppliers being removed from the DPS. The Scottish Government is extending a Dynamic Purchasing System (DPS) for Grant Fund Managers. Potential participants must complete the SPD (Single Procurement Document) and meet the minimum entry criteria to participate on the DPS.

The Scottish Government is looking to establish a Dynamic Purchasing System (DPS) for Fire Alarm Design, Installation & Associated Project Management Services. The DPS will be split into 2 Lots: Lot 1: Fire Alarm Design & Installation Lot 2: Associated Project Management Services Please Note: The value of call off- contracts will range from Thousands to Millions however no form of volume guarantee has been granted by the authority and therefore no commitment of spend is guarenteed through the DPS.

Scottish Government is seeking the provision of a Procurement and Project Delivery Training Framework on behalf of the Scottish Ministers to support the professionalisation of public procurement and project delivery in Scotland. This is a successor to the procurement and commercial training framework that ended in December 2025 and the project delivery training framework.

Scottish Government policy is to ensure that materials that cannot be avoided, reused, or recycled are managed in a way that: a.minimises environmental and climate impacts b.encourages management of materials further up the waste hierarchy, and c.minimises broader societal impacts The majority of greenhouse gas emissions in the waste sector come from the decomposition of biodegradable waste in landfills. Landfilling biodegradable waste produces methane, which is 28 times more potent than carbon dioxide. As an important part of delivering Scotland’s net zero ambitions, helping cut harmful emissions and deliver on our climate commitments, the Scottish Government has banned biodegradable municipal waste (BMW) from being sent to landfill. As a consequence of this ban, along with factors such as Scottish Landfill Tax changes to revenue generating schemes such as the Renewables Obligation and sites reaching capacity, many landfills are expected to close over the coming years. In the event of a waste/recycling operator experiencing urgent difficulties that threaten their continued operations, an unplanned closure of a landfill or other waste and/or recycling site, the complete abandonment of a landfill or waste/recycling site, or other urgent and quickly-developing situation that jeopardises the continuity of critical waste or recycling services in Scotland the contracted organisations will be required to attend the site to assess the environmental impacts and potential future risks on both the site and surrounding area.

The Scottish Government intend to commission a contract which provides administrative services for the delivery of it’s shared equity home ownership schemes as well as the ongoing administrative work related to after sales for all of it’s shared equity legacy portfolio.
