PROVISION OF POTTERY SERVICES - ROYAL HOSPITAL CHELSEA (RHC) REQUIREMENT The RHC aims: • To improve the independence, wellbeing and quality of life for the Chelsea Pensioner (known as In-Pensioners or IPs) • To offer a varied activities and hobbies programme to all IPs living here, in order to maintain cognitive, emotional, social and physical capabilities. • To provide a therapeutic environment for IPs to relax and engage their creative energies. • To alleviate symptoms and offer distraction to those IPs suffering from various mental and physical conditions. The pottery classes shall: - Offer person-centred classes that correspond with the strengths, needs, and limitations of the IPs involved. - Develop friendships, confidence, and self-esteem amongst the group. - Provide an overview of basic pottery techniques to improve skills and knowledge. - Collaborate with other departments at the Royal Hospital to enable multi-team projects. - Be inclusive and accessible to all IPs. The Royal Hospital Chelsea (RHC) provides a permanent home to 300 Chelsea Pensioners (retired Army veterans) within a 66 acre heritage site. The RHC is a registered charity with 56% of our annual expenditure raised from commercial activities and fundraising. We rent out spaces for events and functions, offer guided group tours of the Hospital and grounds, operate three membership schemes, support the full range of fundraising disciplines and encourage retired veterans to spend their later years at the RHC. Due to an ambitious shift in organisational scope, we now require a new website that can support different departments within the organisation to achieve their marketing objectives. Our key purpose remains to provide a home for the Chelsea Pensioners but we are now embarking on a programme of Veterans' Outreach, firstly in London and then expanding across the nation, as well as a new Visitor Centre at the Soane Stable Block (SSB), hoping to attract circa 40k visitors a year, to learn about our rich heritage (as well as casual visitors to a new café for secondary spend). We have traditionally only ever supported 300 Chelsea Pensioners and have never opened our site as a heritage attraction before, so these new business ventures mark a sizable shift from our core operations. Our key communications will create greater awareness of positive outcomes and the work of the RHC, a better understanding of the role of the older veteran in modern Britain, cement the ambassadorial role of the Chelsea Pensioners and encourage people to use our services, whether that be visit us, book a venue, become a beneficiary or donate. Our current website is not fit for purpose, to work effectively for our current and new workflows and we require a new site that can increase our current commercial activities, have a better user experience and have the functionality needed for our business to grow. In response to our increased operational scope the communications team have produced a new strategy that incorporates a new website, new marketing resource and new KPIs to ensure our business needs are met, particularly in the digital arena where currently we are stagnant. Both Veterans' Outreach and the Visitor Centre are substantive new ventures for the RHC and as such need the digital infrastructure to support their success. We want to create a website that is optimised for SEO, has a great user experience, is accessible, and has solutions to make the lives of our staff easier behind the scenes with fluid integration with our in-house systems.

The Royal Hospital Chelsea requires the provision of pest control services to support a 66 acre heritage site. Areas included but not limited to are; Catering departments (Kitchens), Waste (Compacter/ Refuse) areas, Long Ward accommodation, Staff accommodation, Working Offices, Outdoor Locations (Yards, Barns), and all other general grounds areas. 2. Scope of service 2.1 The following services are required and the contractor shall maintain them at all times. • To prevent against the following Pests, however not limited to; Rats, Mice, Garden Ants, Cockroaches, Wasps and Fly's. • Please note from time to time we may require treatment of bed bugs. • All areas as detailed in the location sheet 'Annex - A' are to be subject to a minimum of six (every second month) visits, commensurate with the degree of infestation as may occur from time to time. • Non routine callouts for specific infestations are to be provided and responded to within 24 hours, subject to pre authorisation by the contract designated officer. • On completion of the scheduled visit, resupply of a resource or maintenance of a unit of equipment, is to be supported with a Service Report or Certificate of delivery or conformity in respect of all items so checked is required by the Contract Designated Officer. • All equipment's supplied as part of this service is to be subject to the minimum of an annual inspection and service to be scheduled by the Contract Designated Officer. • To ensure the highest standard of quality detailed and demanded by the Royal Hospital is maintained at all times. • Provide sufficient equipment to carry out this service. • The contractor is responsible for all travel charges and personal expenses incurred whilst visiting the Royal Hospital Chelsea. • Ensuring that time frames detailed in the requirement and contract are adhered to at all times. All staff working on site at the Royal Hospital Chelsea must have been DBS checked. 2.2 Principle Duties • Conduct a full site survey and risk assessments prior to starting work on this contract. • Undertake site familiarisation meetings prior to the start of the contract. • Complete Health & Safety and Quality Assurance Planning. • Introduce service specification. • Provide quarterly management information reports. • Eliminate the threat of pest related diseases, and reduce the risk of pest damage. • Safeguard public health for In-Pensioners, staff, contractors and visitors. • Complete a minimum of six service visits on all areas as detailed in scope of service. Conservation of seven major pieces of artwork of national significance. * All require examination, but required work could include: • Onsite visit to inspect artwork (Essential prior to quotes being submitted) • Surface cleaning to remove ingrained dirt. • Removal of patchy varnish and poor-quality retouching • Removal of heavy, glossy varnish. • Make good old repair works. • Removal of leaching and treatment in those areas, followed by retouching previous damage as necessary. • May require varnishing with a non-yellowing varnish for future protection. • Each frame will require cleaning. • Some frames will require replacement of lost plaster work. • Canvas retention. RHC's governing document comprises of Letters Patent from the Crown. RHC's governance arrangements are similar to those of registered charities and follows the best practices, however, it is not a registered charity but is recognised as having charitable status by HMRC. The principal activities of RHC are to care for the In-Pensioners (IPs) and the conservation of its historic buildings and grounds. RHC is partly funded by Grant in Aid from the MOD and from its two subsidiary companies, Royal Hospital Chelsea Appeal Ltd (RHCA), a charitable company and Chelsea Pensioners (RH) Ltd (CPRH), a trading company. RHCA is the primary fundraising function, managing donations and legacies. CPRH manages all the commercial, retail and event income for the group. All activities are managed through a central finance function. Internal audit is a vital element in the Hospital's governance. It provides the Commissioners, the Audit Committee, and the Accounting Officer with independent assurance about the adequacy and effectiveness of risk management, control and governance and value for money. The catering contract at the Royal Hospital Chelsea (RHC) Soane Stables Café and associated detailed events spaces within the tender is due to be mobilised on March 2024 on and fully operational by July 2024 and caterers are invited to present detailed proposals for the catering tender process. Our prime focus is to appoint a caterer who will provide catering services for The Royal Hospital Chelsea day visitors within the Soane Stables Café, and operate to a successful supporting event business as detailed within the tender upon which a commission will be paid. The Royal Hospital Chelsea (RHC) is situated in 66 acres of grounds in the heart of Chelsea. It encapsulates magnificent buildings designed by Sir Christopher Wren and Sir John Soane. Home to the iconic veteran community known as the 'Chelsea Pensioners' since 1692, RHC is a unique working historic building with a wealth of socio-military, natural and architectural heritage. In autumn 2022, Royal Hospital Chelsea secured a £3.2million grant from the National Lottery Heritage Fund to restore and adapt the Grade II* Stables, designed by Sir John Soane, into a Visitor, Outreach and Heritage Centre. This will provide an improved visitor welcome and relocate all public facing facilities and services to the Chelsea Gate entrance of the site, immediately adjacent to the National Army Museum. Within the Centre there will be a café, new shop, free permanent exhibition and an outreach space. The Soane Stables project is seen as transformative for the organisation and will: Work with local communities, including resident Chelsea Pensioners, to test, design and deliver improved interpretation, alongside a relevant and meaningful activity programme. Inspire diverse audiences to become involved in and learn about RHC's heritage, ranging from veterans' histories to our urban green spaces. Ensure the last undeveloped cultural site on Royal Hospital Road becomes fully accessible, strengthening the area as a heritage destination, blending local distinctiveness with national significance Visitors will have free access to the Soane Stables, including a series of new gallery spaces, an immersive multi-media experience, outreach space, The Café, Shop and Post Office. During opening hours (09.00-17.00 seven days per week) the Chelsea Gate will be swung open, and visitors will gain unobstructed access to the Soane Stables from Royal Hospital Road. They will then enter the Soane Stables through the archway and pass into the Stable Yard. A second entrance allows access to visitors to and from the National Army Museum, on the western elevation. The Soane Stables events within the courtyard buildings (18.00 until Midnight) will form part of the contract alongside Wren House which will be made available for private hire from 2024 and will be exclusive to the appointed caterer on Tuesdays, Wednesdays and Thursdays (9:00 -17:00)

The Royal Hospital Chelsea is seeking quotes for the purchase of an Electric Light Commercial Vehicle (eLCV) Category N1 Registered for the Road Right hand drive, 2 seat Vehicle with drop down tail, and PCV canopy sides. Similar to Goupil G3 (But with covered rear top and sides) The catering department use the vehicle daily to move rations from the main kitchen, where they are delivered, to the MTI kitchen. It is also used for transporting rations to the café from the main kitchen. Another major use of the vehicle comes when there are events in the State Apartments, Burton Court, Ranelagh Gardens, South Grounds etc. During summer the buggy is in constant use by catering throughout the day for events like concerts, cricket, BBQs, and State Apartment events. The Margaret Thatcher Infirmary (MTI) requires the provision of new Ultra-Low Medical Beds for the registered wards within the MTI. The requirement is to support, in the first instance, 25 new medical profiling beds for the Dementia Ward. 2 beds out 25 need to be wider than the standard single bed width specification; this is to accommodate larger residents who does not meet bariatric threshold. The Ultra Low Profiling Medical beds are required to facilitate most complex care requirements for those suffering from Dementia and Alzheimer's and mitigate the risk of a significant injury if a resident rolls out of bed.
