Complying with all Health & Safety regulations (inc. Working at Height) and following industrial best practices. Procurement Description The provision of requested security services for museum internal/external guarding at Royal Armouries Leeds & Fort Nelson (Portsmouth). Door Supervision at Fort Nelson, and call-out services for rapid mobile response to alarm activations and other out-of-hour emergency response at Fort Nelson. Current Service Scope The service covers the following but not limited to: • Static guarding at designated internal and external locations, including entrances, galleries, public areas, back-of-house areas and perimeter points. • Patrolling services including routine and ad hoc patrols of buildings, external grounds, car parks and other identified risk areas. • Access control for staff, visitors, contractors and deliveries, including monitoring entry and exit points and challenging unauthorised access. • Incident response including dealing with security incidents, disturbances, emergencies, suspicious activity, theft, vandalism and breaches of site rules. • Alarm response and out-of-hours call-out services at Fort Nelson, including rapid mobile response to alarm activations and emergency attendance when required. • Door supervision services at Fort Nelson where required for events or operational activity, delivered by appropriately licensed personnel. • Visitor and public interface duties, ensuring security staff act as ambassadors for the sites by providing directions, reassurance and professional assistance where appropriate. • Emergency support including evacuation assistance, fire alarm response, lockdown support, first response actions and liaison with emergency services. • Monitoring and reporting of incidents, patrols, defects, hazards and security concerns, with clear written records and timely escalation to the Authority’s nominated representatives. • Key holding and site security support where required, including securing and opening premises in accordance with agreed procedures. • Event and operational support for planned activities, exhibitions, high-footfall periods and other occasions requiring enhanced guarding presence. • Compliance and assurance including the provision of suitably trained and SIA-licensed personnel, supervision arrangements, uniformed presentation, and adherence to all relevant legislation, standards and site-specific policies, procedures and risk assessments. Procurement Description: To service and maintain all systems that cover 3 sites in Leeds and 1 at Fort Nelson. For Leeds and the Fort, this covers security access management intruder systems. Fire detection, and alarm equipment are for 3 sites at Leeds only. To be managed to the highest operational standards, through a fully comprehensive planned preventative maintenance schedule in compliance with all relevant Health & Safety Regulations and industry standards. Ensure continuous monitoring and responsiveness through an approved system, such as Redcare or an equivalent monitoring service. Current scope •Fire systems (Leeds only) – fire alarm and detection systems, control panels, interfaces, detectors, call points, sounders, and associated equipment •Security systems (Leeds and Fort) – intruder alarms, access control systems, CCTV, door entry/intercom systems, monitoring connections, and associated hardware/software •Routine servicing and maintenance (both sites) in accordance with manufacturers’ recommendations, statutory requirements, and relevant British Standards •Reactive maintenance and fault rectification (both sites) including replacement of defective components and restoration of systems to full working order •24/7 emergency call-out support (both sites) where required, with defined response times for critical system failures •Testing, certification, and compliance reporting (both sites) following maintenance visits and remedial works •Provision of maintenance records, asset information, and service reports (both sites) for each visit •Advice on lifecycle replacement, system upgrades, obsolescence, and compliance risks (both sites) •Liaison with monitoring providers (both sites) and support for alarm signalling services where applicable •Management of false alarms, recurring faults, and system performance issues (both sites) •Attendance at site meetings (both sites) where necessary to review performance, risks, and planned works The appointed contractor shall ensure that all services are delivered by competent, suitably qualified personnel, in compliance with all relevant health and safety legislation, fire safety requirements, industry standards, and best practice.
