Welsh Government has confirmed their commitment to a lung cancer screening programme in Wales. This follows a positive recommendation from the UK National Screening Committee (endorsed by the Wales Screening Committee), a successful pilot of lung cancer screening in the North Rhondda area and the completion of a scoping report by Public Health Wales setting out an assessment of the available evidence and, from this, a recommended pathway and delivery model. Public Health Wales have completed an exploration phase of service design, user needs and technical requirements. They are now looking to appoint a Supplier to provide a Participant Administration System (PAS) to be in place for rollout of the Programme in April 2028. This will be on a managed service basis.

Public Health Wales requires the provision of specialist non-serology molecular laboratory managed service to support diagnostic, surveillance, and outbreak response functions. The service must deliver accurate, timely, and UKAS compliant molecular testing to support patient care, incident management, and national health protection programmes.
The objective of this tender is to secure a provider that can deliver:
• High quality automation for molecular diagnostics across three regions within the PHW Microbiology Network.
• Compatible assays for all of the equipment under this contract
• Open platform to allow for alternative assays /supplier kits if required and agreed
• Timely results to support clinical decision making
• Capacity for surge or outbreak situations
• Robust quality assurance and regulatory compliance
• Value for money, transparency, and operational reliability
The provider must provide evidence to support the following molecular targets.
a. Molecular targets
• PCR / RT PCR for respiratory viruses (e.g., Influenza A + B, RSV, SARS CoV 2)
• Sexual Health markers (Chlamydia trachomatis, Neisseria gonorrhoeae, Mycoplasma genitalium, Trichomonas vaginalis)
• Mycology PCR markers (including Aspergillus and Candida)
• Sample collection kits for relevant assays
• Potential for future additions of another compatible molecular assays.
• b. Specialist / Reference Services
• Genotyping or sequencing
• Support for outbreak investigations
