Powys County Council (the Council) is commissioning training courses for Adults and Children's services funded by the Social Care Wales Workforce Development Programme (SCWWDP) grant. The Council is seeking to engage with suitably experienced and competent Suppliers, to provide Social Care Training courses. The Framework Agreement will run for a period of up to 5 years, from 1st April 2027 until 31st March 2032 (1 year +1 year +1 year) and renewed annually, contracts will be awarded for this period, however funding will only be awarded on an annual basis in line with the grant funding allocation process through Welsh Government (SCWWDP) and the Council. An annual delivery schedule will be developed in accordance with workforce demand in January each year, as defined through the annual training needs analysis and annual SCWWDP priorities. Therefore, giving Training Providers on the framework at least 3-months’ notice of intention to commission each course.

The Council is inviting contractors to join a Dynamic Purchasing System (DPS) for the Provision of Domiciliary Care Services in Powys. The initial period for the DPS was 10 years, with an option to extend for a further 5 years. However with the introduction of new Procurement Act 2023, there is a requirement for DPS's established under PCR2015 to end by 24th February 2029. The DPS has been paused for a period of review which is now complete and the Council is re-opening the DPS for providers to apply to join. The Council will assemble and maintain an approved list of contractors for the Provision of Domiciliary Care. Providers are required to be registered with the Care Inspectorate Wales (CIW) to provide domiciliary support services in the Powys regional partnership area. The DPS will remain open so new providers can complete the Pre-Qualification Questionnaire. Powys County Council has chosen to continue to offer an exciting opportunity for suitably qualified and experienced contractors in participating in a Dynamic Purchasing System (DPS) for the Provision of Minor Construction Works throughout the County of Powys. This initiative aims to streamline the procurement process and open up new possibilities for local and regional businesses.

The purpose of this ITT is to re open the existing Framework to fulfil requirement for Lot 3 Any Support around Babies, Children, Young People and Families, may include but not limited to: Sessional Support staff/Support Workers/Community projects/Residential workers. Powys County Council has established an approved provider framework for the provision of a range of support services for Babies, Children, Young People and families, in and around the county of Powys and will reopen to invite additional suppliers to tender for requirements under Lot 3. The Council is seeking expressions of interest from providers who are suitably qualified and experienced to deliver a wide range of support services. These can range from statutory assessments to holistic therapies, and the Council is looking for a comprehensive and wide-ranging list of support services, including but not limited to the following: Lot 3 - Any other support provision around Babies, Children, young people and families, such as: Sessional Support staff/Support Workers/Community projects/Residential workers. The list is not exhaustive, providers may only be able to do one of the assessments listed. The open framework agreement is being procured in accordance with Section 15 of the Procurement Act 2023. It relates to a Light Touch Contract as defined under Section 9 of the Procurement Act 2023 and governed by the Procurement (Wales) Regulations 2024. The Council is awarding a framework, which allows flexibility while complying with Treaty principles of transparency and equal treatment of providers.

Powys County Council is preparing to tender for the construction of new-build council housing at Churchstoke in Powys. The project will deliver 38 dwellings, a mix of: - x4 1-bedroom bungalows - x4 2-bedroom bungalows - x10 1-bedroom houses - x10 2-bedroom houses - x8 3-bedroom houses - x2 4-bedroom houses This greenfield site is currently laid to pasture. Designs have been progressed to RIBA Stage 3 and have secured full planning permission, subject to conditions. The scheme has been designed to meet Welsh Development Quality Requirements 2021 (WDQR 2021), Secured by Design Gold, and Lifetime Homes, and to meet AECB CarbonLite. The Council is currently proposing to tender the project as a design and build contract, using the JCT Design and Build Contract 2024 with a Schedule of Amendments. Payment of sub-contractors will be required to be made via a Project Bank Account.

Powys County Council (“the Council”) is seeking to appoint suitably experienced, qualified, and competent provider(s) to deliver External Day Opportunities for Opportunities for Adults (Disabilities and Mental Health). The Service will support individuals to achieve their personal outcomes, including enabling choice and control over their own lives. All care and support decisions will be underpinned by the presumption that individuals have the capacity to make decisions about their lifestyle, unless assessed otherwise. The Service is intended for individuals eligible for Adult Social Care support who have been assessed by Powys County Council Adult Services as requiring Day Opportunities. The Service Provider and the Council must ensure that all outcomes for service users are realistic, measurable, and aligned with identified needs, as well as the seven well-being goals set out in the Well-being of Future Generations (Wales) Act 2015. Outcomes must also be deliverable within the agreed budget. The contract will be for an initial period of three (3) years, with the option to extend for up to a further one (1) year plus an additional one (1) year at the Council’s discretion. This contract is being procured under the Light Touch Regime in accordance with Section 15 of the Procurement Act 2023. The procurement is conducted under Section 9 of the Act and is governed by the Procurement (Wales) Regulations 2024, which apply to light touch contracts for specified services.
