The Council seeks suitably experienced and competent Contractors to tender to be awarded on to a Framework Agreement for Accommodation and Support for Living a Good Life (Supported Living/Supported Housing) (the “Services”) across the County of Powys.
Re-opening of Framework Agreement for Early Years Pre School Education Provision - Lot 12 Newtown
Powys County Council (the Council) is seeking to engage with suitably qualified and experienced organisations for Early Years Pre School Education Provision in Powys.
Since September 2017, Powys early years education has been provided via contracted early years settings.
From September 2025, the Council will be seeking to award new contracts for the next five years.
All 3 and 4 year olds will have access to up to 10 hours of Early Years Education per week during term time. The new funding formula from April 2026 6.67 GBP per hour per child. The provision will be split into catchment area lots.
If you have the intention to bid for more than one setting under either a
single lot or under more than one lot, please ensure the applications are kept separate.
Please note, however, this may result in a partial award and will not provide an advantage over other, single, bids.
Lots:
Lot 12 - Newtown
Framework Agreement length - 3 years plus an option to extend for a further 1 year at the Council's discretion.
Contract duration - Individual setting contract lengths - 4 years with the option to extend for a further 2 years at the Council's discretion.
The Council intends to let a pseudo framework agreement under Regulations 74 to 77 of the Public Contract Regulations 2015 Light Touch Regime. The Council is awarding a framework, which allows flexibility while complying with Treaty principles of transparency and equal treatment of providers.
The Council may decide in future to re-open the framework to allow providers to join, should the Council need to meet demand.

Children's Residential Support Service - North Powys
Powys County Council is seeking to commission a not-for-profit children’s residential service provider to provide two high quality placements for children looked after at a registered children’s home owned by Powys County Council. The property is a two-placement, registered children’s home and is CIW, fire safety, and Environmental Health compliant.

Dynamic Purchasing System for the Provision of Domiciliary Care Services in Powys
The Council is inviting contractors to join a Dynamic Purchasing System (DPS) for the Provision of Domiciliary Care Services in Powys. The initial period for the DPS was 10 years, with an option to extend for a further 5 years. However with the introduction of new Procurement Act 2023, there is a requirement for DPS's established under PCR2015 to end by 24th February 2029.
The DPS has been paused for a period of review which is now complete and the Council is re-opening the DPS for providers to apply to join. The Council will assemble and maintain an approved list of contractors for the Provision of Domiciliary Care.
Providers are required to be registered with the Care Inspectorate Wales (CIW) to provide domiciliary support services in the Powys regional partnership area. The DPS will remain open so new providers can complete the Pre-Qualification Questionnaire. The DPS and proposed Lots within it:
