Fleet Management Services
The Fleet Management procurement represents a significant transformation opportunity for Places for People (PfP), driven by the expiry of the current contract in March 2027, rising operational demands, increasing fleet expenditure, and the need for greater transparency, performance management, supplier accountability, and cost control.
PfP operates a large and diverse fleet that supports critical frontline services across Housing, Property Management, and Repairs Operations. Vehicles are essential business assets that enable service delivery, compliance, customer satisfaction, colleague productivity, and organisational resilience. As service demand grows, the fleet operating model must evolve to remain efficient, scalable, and capable of supporting future requirements.
The future Fleet Management Service will establish a modern operating model focused on:
Improved vehicle availability and utilisation
Stronger cost control and commercial oversight
Greater supplier accountability and performance management
Support for fleet decarbonisation objectives
An enhanced user experience for drivers and operational colleagues
The procurement will be delivered through a Competitive Flexible Procedure under Section 20 of the Procurement Act 2023, enabling PfP to refine requirements, test delivery models, encourage innovation, and optimise commercial outcomes while maintaining a transparent and compliant process.

Places for People & Anchor Hanover Group are seeking to contract with 1 (potentially 2) suppliers to provide a full turn-key management & install approach to EV Infrastructure over the next 15 years with a possible further extension per.

Survey, design, install, maintenance and commission of new EV chargers across existing infrastructure and new developments

Procurement Hub is tendering for the appointment of the Regional Construction Framework (RCF), a pioneering procurement vehicle designed to meet the evolving needs of the United Kingdom's public sector. As the procurement landscape undergoes its most significant transformation in a generation with the implementation of the Procurement Act 2023, the RCF represents a proactive and sophisticated response to these changes. This framework is not merely a list of suppliers; it is a dedicated solution specifically engineered for construction projects with a value of up to £10 million, strategically targeting contractors who are the lifeblood of regional infrastructure.
Our vision for the RCF is to move decisively beyond the traditional "race to the bottom" that has historically characterised public sector procurement. By adhering to the rigorous recommendations set out in Professor David Mosey's "Constructing the Gold Standard" review, we aim to foster a sustainable, high-performing construction ecosystem built on transparency, fair returns, and long-term collaboration. In an industry where profit margins averaged just 1.7% in 2024, the RCF prioritises cost certainty and regional market resilience over unsustainable price-cutting.
For potential bidders, the RCF offers a unique opportunity to engage with a framework that values technical expertise and regional presence as much as commercial competitiveness. We are seeking firms who possess deep roots in local labour markets and specialised regional supply chains. Through a limited supplier panel of only three contractors per lot, we ensure a high win probability for our partners, reducing the "wasted" bid costs and "bid fatigue" often associated with larger, unmanaged frameworks.
Following the completion of the initial PME exercise, Places for People (PfP) has reviewed the findings and key market insights gathered from suppliers across the fleet management sector. The outcome of the previous engagement provided valuable feedback on supplier capability, market capacity, innovation, and prevailing service delivery approaches. Building on these findings, PME 2.0 has been developed to take a deeper and more targeted exploration of the market.
The purpose of this exercise is to move beyond high-level market understanding and gain detailed insight into specific areas that will directly influence the development of the future procurement strategy. In particular, PfP is seeking to understand supplier perspectives and capabilities in relation to potential Lot structures, commercial and pricing models, contractual flexibility, and the application of performance management frameworks. This will enable PfP to assess how different procurement approaches may impact supplier participation, competitiveness, service quality, and long-term value delivery.
As part of its procurement strategy development, PfP has made the decision to progress towards a competitive and flexible tender process. Recognising the evolving nature of fleet management services and the importance of maintaining market competitiveness throughout the contract lifecycle, PfP is seeking to ensure that the future procurement model encourages innovation, scalability, and supplier engagement while delivering measurable value and service excellence.
To support this approach, PfP has also developed a series of proposed Key Performance Indicator (KPI) metrics designed to test market capability, establish achievable performance expectations, and understand how success should be measured following contract award. Supplier feedback on these KPIs will be used to validate performance targets, assess market maturity, and ensure that any future contractual requirements are both ambitious and deliverable.
The information gathered through PME 2.0 will play a critical role in refining the procurement strategy, shaping the tender documentation, and ensuring that the future fleet management contract reflects both PfP’s operational requirements and current market best practice. PfP welcomes open and constructive feedback from suppliers to help inform a procurement approach that delivers sustainable value, encourages partnership, and drives continuous improvement throughout the contract term.
